WHEREAS~ by resolution adopted by this Town Board on the 10th day of
March, 1970, a public hearing was authorized to be held in the matter
of the adoption of the PEDDLING AND SOLICITING ORDINAN~E~ and
WHEREAS~ said hearing was held by the Town Board on the 7th day of April,
1970, at which time all interested persons were given an opportunity to
be heard, and
W~EREAS, the Board deems it in the best interest df the Town of Southold
that the Southold Town Peddling and Soliciting Ordinance be adopted,
NOW, THEREFOREm BE IT RESOLVED: That the Town Board of the Town of
Southold enact the following Ordinance, to wit:-
SECTION 1. No person shall enter upon any private residential property
in the Town of Southold, Suffolk County, New York, for the purpose of
vending, peddling, or soliciting orders for any merchandise, device, book~
periodical or printed matter whatsoever; nor for the purpose of solicit-
ing alms, or a subscription or a contribution to any church, charitable
or public institution whatsoever; nor for the purpose of distributing
any handbill, pamphlet, tract, notice or advertising matter; ~nor for
the purpose of selling or distributin any tickets or chances whatsoever,
without the consent of the occupant of said premises previously given.
SECTION 2. Nothing herein contained shall be construe~ to apply to any
person who has been a honda fide resident of the Town of Southold,
Suffolk County, New York for a period of a~ least six (6) consecutive
months last part; nor to any person who has maintained a place of busin-
ess in the Town of Southotd for a period of at least six (6) consecutive
months prior thereto, or his duly authorized representative.
SECTION 3. Any person, firm, or corporation violating any of the pro-
visions of this Ordinance shall upon conviction~ thereof, be punished
by a fine not to exceed one hundred dollars ($100.00) or by imprisonment
not to exceed 15 days or both such fine and imprisonment.

that the Town Board of the
Town of Southold, Suffolk Coun-
ty, New York, as the regular
meeting thereof, held on the 7th
day of April, 19~0, adopted the
following Ordinance:
ORDINANCE REGULATING
THE USE OF PARKING AREAS
AT SOUTHOLD TOWN
BEACHES
SECTION I. POLICY:
The Town of Southeld pro-
vides bathing beaches and recre-
ational facilities and parking
areas adjacent there;o a; vari-
ous locations w~tkin the Town
for the use and enjoyment of
residents of the Town of South-
old. The use of such facilities by
persons other than residents has
increased to such an extent that
such facilities have become over-
crowded with the resuJt that
residents are denied the use
thereof. The Town Board there-
fore declares it to be the policy
of the Town of Southold to re-
strict and regulate the parking of
vehicles in the parking areas ad-
ja~cent to the bathing beaches
and recreational facilities de-
scribed in this ordinance in ac-
cordance with the provisions
hereof.
SECTION II. -- PARKING
AREAS REQUIRING PERMITS
(a) The following parking areas
are hereby designated-as Town
of Southold"PARKING BY PER-
MIT ONLY" areas, to wit:
(1) Parking area adjacent ~o
the bathing beach located on
Long Island Sound between the
Hamlets of East Marion and
Orient, known as and referred
to herein as "Stephenson's
Reach."
(2) Parking area adjacen~ to
the bathing beach located on
Gardiners Bay at the terminus
of lVIanhanset Avenue, known as
and referred to herein as "Nor-
man E. Klipp Masine Park."
(S) Parking area adjacent to
the bathing beach located on
Long Island Sound at Arsha-
momaque (approximately 10~ feet
east of the intersection of Coun-
W Route 27 and Sound View
Avenue), known as and referred
to herein as "Southold Town
Beach."
(4) Parking area adjacent to
the bathing beach located on
Long ~sland Sound at Southold
at the terminus of Herren Lane,
known as and referred to here-
in as "McCabe's Reacl~"
(5) Parking area adjacent to
the bathing beach located on
Long Island Sound a~ Southold
at the terminns of Kenny Road.
known as and referred to herein
as "Kenny's Beach."
(6) Parking area adjacent to
the bathing beach located on
Town Harbor at Sonthold adja-
cent to North Bayview Road
(east of Goose Creek Bridge).

as "Goose Creek Beach."
(7) Parking area adjacent to
the bathing beach located on
Long Island Sound at Peconic
at the terminus of Mill Road,
known as and referred to here-
in as "Goldsmith's Inlet Reach."
(8) Parking area adjacent ~o
the bathing beach located on
Peeonic Bay at New Suffolk at
the terminus of First Street,
known as and referred to herein
as "New Suffolk Beach."
(b) No person shall park a
vehicle in any parking area de-
stgnated herein as a "PARKING
BY PERMIT ONLY" area tmless
such vehicle displays a valid
parking permit duly issued for
such vehicle in accordance with
the provisions of this ordinance.
SECTION IIL--PAI~r~IG
PERMITS:
(A) Parking permits for park-
~ng wehicles in the parking areas
designated in Section I of this
ordinance shall be issued as fol-
lows:
(11 Resident Parking Permit
A resident parking permit shall
be issued by the Town Clerk. or
a person designated by him,
without charge to all persons who
are qualified residents of the
Town of Southold. Persons ap-
plying for a resident parking per-
mit' shah be requested to siEn
an application in affidavit ~orm
and submit for inspection either
of the following as proof of rest-
(a) A validated tax receipt stub
for the current year for .any tax-
able real property within the
Town of Southold assessed in the
name of the applicant, or
(b) A valid New York State
meter vehicle registration license
in the name of the applicant and
to an address located within the
Town of Southold.
The Town Clerk, or a person
designated by him, shall inspect
such application to determine
that the applicant is a qualified
resident of the Town. Upon ap-
proval of the application, a resi-
dent parking permit shall be is-
sued and inscribed with the ve-
hicle license registration number.
Such permit shall not be trans-
ferred to any other vehicle. A
resident shall be entitled to a
permit (without charge) for each
vehicle owned by him if such
vehicle is registered to an ad-
dress within the Town of South-
old.
Resident parking permits shall
be permanently affixed to the
interior right hand comer of
the windshield or to the interior
right hand front door window
of the vehiele.
(2) Leesee Parking Permit
A lessee parking perimt shall
be issued by the Town Clerk, or
a person designated by hhn, to
all persons who lease or rent
~roperty within the Town of
Southold, but do not qualify as
residents as defined in Section
~ A (1) hereof. Persons apBly-
ln~ for a lessee parking permit
shall present an application in
affidavit form, signed by the
lessee and the owner o~ the prop-
erty setting forth the location of
the leased or rented property, the
persons occupying the same, and
the term of such tenancy. Upon
a determination by the Town
Clerk, or person designated by
him: that the applicant is en-
titled to a le~ssee parking permit
and the payment of the permit
fee, such permit shah be issued
and inscribed with the vehicle
license registration number and
shah be affixed to the vehicle in
the same m~uuer as provided in
Section III A (1) hereof. The fee
for the ~ssuance of a lessee park-
ing permit shall be such fee as
shall be prescribed by resolution
of the Southold Town Board.
(3) Hotel-i~lotel Parking
Permits
Hotel-Motel parking permits
shall be issued by the Town
Clerk. or a person designated by
him, to the owners or their de-
signated managers, of hotels.
motels, rooming or boarding
houses, and trailer parks for use
by the paying guests temporarily
residing therein. Persons apply-
ing for a Hotel-Motel parking
permit shall present an applica-
tion to the Town Clerk in af-
fidavit form, signed by the ap-
plicant, setting forth the number
of rental units available a; the
applicant's premises, the number
of perraits applied for, and the
designated business name if any,
of the premises applied for. Up-
on a determination by the Town
Clerk, or a person designated by
him, that the applicant, is en-
titled to such permits, and upon
payment of the required permit
fee, permits sha]~ be issued, pro-
vided, however, that the number
of permits issued shah not ex-
ceed the number of rental units
available at the premises applied
for. Such permits shall be in-
scribed with the name of the ap-
plicant or the designated busi-
ness name of the applicant's
premises, and shall be used only
by paying guests occupying the
premises for which such permits
are issued.
Hotel-Motel parking permits
shall be transferable and shall be
issued in a clear plastic case and
designed to be affixed temporar-
ily to the interior right hand
windshield or right hand front
door window of the vehicle. The
owner or manager to whom such
permits are issued shall make no
charge for the use of such per-
mits by such guests, but may re-
quire a deposit, no~ to ,exceed
five dollars ($5.00) to insure re-
turn of a permit. The fee for the
issuance of a Hotel-Motel park-
hug permit shall be such fee as
shall be prescffbed by resolution
of the Southold Town Board
(4) One Day Non-Remldent
Permits
One day non-resident parking

SECTION V. -- DURATION OF
PARKING PERMITS
All parking permits provided
for in this ordinance, except one
day non-resident permits, shall
expire on December 31st. of the
year in which issued.
SECTIOF Vi--OTHER PARK-
lNG REGULATIONS
Persons using parking areas
pursuant to the provisions of
this ordinance shall comply with
aH laws, ordinances, rules, regu-
lations, and resolutions applicable
thereto.
SECTION VIL--REMOVAL OF
VEHICLES
Any vehicle parked in violation
of the provisions of this ordi-
nance or any othe~ law, ordi-
nance, rule or regulation may be
removed or caused to be removed
by a police officer of the Town
of Southold, and aiter such re-
moval, stored or caused to be
stored in a suitable place at the
expense of the owner. The own-
er, or person, in charge of such
vehicle, may redeem the same
upon payment to Southold Town
Police Department of the amotmt
of all actual and necessary ex-
penses incurred in the removal
and storage of such vehicle. The
said Police Department shall as-
certain, to the extent possible.
the owner or person in charge
of such vehicle and notif~ him
of the amount ,which wiB be re-
quired te redeem the same.
SECTION ¥IIL~PENALTIES
Any person convicted of a vio-
lation of any provision of this
ordinance shall be punished by
a fine not to exceed one hundred
dollars ($100.00) or by imprisen~
ment not to exceed 15 days, or
both such fine and imprison-
ment.
SECTION IX. -- EFFECTIVE
DATE
This ordinance shal~ take ef-
fect on May 15, 1970
