The Planning Board shall examine such prints and prepare 'a written~report : thereon, containing its recommendations concerning the proposed~ !a~t, and fils~ ~ Same with the Southold ToWn Board and one copy ~o th~~ s~p~er- intendent of Highways, together with one print of the proposed~layoUt. The Planning Board shall retain one print~ for its files and shall retur~ one ~riht to the a~pli~ant. '' The foregoing six documents shall be fastene~ together one folder and the dedicatio~ and release shall include the signat~ of' all fee owners, easement owners, mortgages and so forth, and the attOrhey's certificate shall certify to such. 2. All highways accepted-by the Town as Town Highways mu~% b~ least fifty~ (50) feet in width; such width Shall hereinafter be kn~wnaas the bounds Of the highway. ~ ' ~ 3. All proposed highways ~hall be properly surveyed, monu~en~ed with concrete monuments on all pointS, curves and intersections at~'point of curvature, 100 ft. along curve and poxnt of tangency. Monument to be 4"x4"x4'. All roads shall be laid~out in a "station mark" system showing elevations, percentage of grade distances between station marks, ~11 drainage pipes, drainage structures, recharge basins, etc. ~o he, clearly shown on both ~ap and profile map of each road. All profile maps to be on a large' scale~'.~le~rly a'nd legibly printed with not more than one road on one page or sheet. An add~t~0n~i survey map of the property other than the one in the folder shall also be submittea. Detailed construction drawings of each road must be submitted, 5 copies of each road Highway Department, Construction Inspector~ ~and Planning Board\to'ben'notified 2 days before each phase or step i~ begun. ' ' 4. All highways terminating at tidewater shall have-a width of-nOt less than 100 feet back from the mean high water mark. If clay is encountered, the road bed~ depth shall be 18" of sandy-loam or 12" of bank run, existing materia~ shall not be considered satisfactory unless there is 10% or more of gravel. -t0-. 'Wtiere cuts and fills a~e necessa~ in order to bring the highway to the proper grade and cross sections,-the cut-o~ fil~ shall meet the abutting surface with a 1 on 2 slope. Where the slope or fil~ ~xt~n-ds beyond the fifty f~et or bonnds of highway, the necessary re~eas~s~ easements or deeds must be obtained-from the property~ owher or o~ne~s. ~l';:Concrete curbs, storm sewers, leac~ing~basins, leaching areas ~a~d:,gutters~ shall be installed in accordance with the requirements and under the supervision of the Superintendent of Highways, or duly appointed Construction Inspector. When leaching basins and gutters are req~i:red, ~he same shall be constructed as follows: ...... a. Catch basins & leaching basins: Only inlet type basins shall be connected to each other with eighteen (18) inch corrugated pipe, or 1~ i:nch-asbestos cement pipe-. : :: ~:: b. Concrete curbs: Curbs shall be installed on-all streets wi~hin~-~h~ subdivision or 'development. All intersectio~shall have a curve with a radius of not less than twelve-(12) feet. The distance between curb faces on both sides of the highway area shall be 36 feet. Curbs shall be 6 inches wide, 18 inches deep, 6 inches above road surfaces. c. Full length concrete curb ~n both ~ides of ail roads are regja..~ed~Integral curb and gutter bhall be installed at all intersections for at least ten (10~ feet each side of tho curve and at laadg ten;-~10) feet each sido of a drainage inlet structuro intake. Integral curb and gutter on both sides of any road, having~a, grade:of 5%..o~mo~e. 12. After the highway area has been Properly graded, rolled, shaped to the approval of the Superintendent of Highways or duly~ apPointed Construction Inspector, the thirty-six (36) foot section-~n the center of the highway area (hereinafter referred to as the "road section") shall be stabilized with an application of three (3) gallons of MC-250 (bituminous cut-back) per square yard mixed to a depth ~o.f~ 6" minimum in two (2) separate applications. Within two (2) months~_. and not less than one (1) month after stabilization, the road sec~$~on shall be rolled and properly prepared and an application of one-hal~ (½) gallon of RC-250 (bituminous cut back) per square yard be app!~ied. with sufficient sand to absorb the excess oil. In case of dry .~e~a~t~e~, the sub-grade shall be wet-down before the application of oil.~Befoue the highway is accepted by the Town of Southold, the Superintendent of Highways or Construction Inspector shall examine the same. and there- after a final application of .3 gallons of RC-250 (bituminous c~t~back) per square yard, shall be applied and shall be covered with thre~!e~ghths (3/8) inch blue stone at the rate of 20 lbs. per square yard, which shall be rolled with a roller having a minimum weight (8) tons,,~ Where curbs are installed, the road section shall be deemed to be the entire~ area within the curbs. 13. On both sides of the oiled surface or road section of ~he hiqhway area, there shall be a six (6)~ foot shoulder which shall be graded and free from all trees, brush, rocks, stumps, and other obstructiqns., ~a3nd ra~ed and seeded with a suitable grass seed~mixture. a. Corrugated pipe having a minimum diameter of 18 inches extending from drainage area to bounds of highway shall be insta~!~e~ with clean-out, boxes at· the minimum of 150 ft. intervals. All.D~i~age easements shall be a minimum of 15 ft. in width. 14. Bef6re any h~ghway shall be accepted by the Town of Southold~ as a town highway by dedication~ the assessed value of the buildings ~n~ structures on the land on both sides of such highway (as shown on the current tax roll of the To~rn of Southold) shall have an assessed value of not less than forty thousand ($40~000.0Q) dollars permile p~Opo~t- ioned at that rate if more or less than a mile. 15. Where it is necessary to have a drainage area located be~t.~h~D fiftY-(50) foot bounds of the highway, fee title to such area sha~l~e~'~ conveyed to the Town of Southold, together with the necessary l~nd~-.~ connect such area to the bounds of the highway. Corrugated pipe having a minimum diamete~ of eighteen (18.) ipches extending from the drainage area to the bounds of the highway shall be installed with cle~n ou~-bo~e$ at 150 foot intervals. 16. Sidewalks shall be standard four foot in width, four i .nch~se~ick_, except in driveways where they must be not less than six inches thick. All curbs and gutters to be built, to standard _-forms as may ~e directed_ ~ the S.uper~ntendent 9f ~ighways. On existing Town Hi.'gh~ays the _Town ~ will furnish the necessary engineering, grading, fill and labor;.~the. - property owner or owners shall furnish the necessary ready mixed concrete and shall deliver such concrete to the site as directed by ~he Superinten- dent of H~ghways, The amount of Sidewalk ~o~s~ruction throughou~he ~own shall be determined by ~he)Town Board. ~ : ~ .._~: i-7. Highways shall be a minimum of 50 feet in width and designed to the requirements of feet visabiiity on curves depending on curve and ra~ii~as specified hereiith. e.'Drainage structures shall show such details as location, pipe sizes, number of rings, depth of excavation, typ~ of ieaching basins, and type of entry and cover for each. Easements for drainage facilities and for side slope shall be shown. II. Final plans must be submitted upon receip~ ~f Written approval and return o'f one (1) cop~ of th~ preliminary'plan apprdved or approval as corre'ct~d, as follows: - a. Final plan shall be to the scale of 1" 'to ~00' ft. showing actual distances along the highway. b. Monuments shall be shown. c. Exlact location and types of drainage strh~tures'.- d. Exact location of curbing and sidewalks. e. Exact location of easements. III, construction plans A cons_truction plan shall be submitted for approval upon return of final~ plan. · No work on roads shall be done un%il approval of' construction plan has been received by the Subdivider. The plans sha~ll be at a scale of 1" to 100 ft. Showing stations of ro~ads. Points of beginning and ending of stations shall be detailed ahd curve design data given on the plans. The 'various type 'of curbs shall' be shown, on the plans, locating the limits by road .stationing. D~rain'age structures shall be exactly located' and details of each structure given including ~over elevation, invert 'e~evati0n~, 'type of grate, frames, covers, rings, size and n~mber, ahd'~.~parate' details~and drawings, of each recharge basin. Pr'.ofiles shall show grades, stationing and eleva~tions 0~f"in~ers~ctions, length of ~ertical curves. Drainag~ structures including pipes, shall show..n with size, type and inv~r'%s indicated[. The scale shall be 1" to 10 f~. vertically, Borings shall be taken at every station to a' depth of 4 feet to deter- mine the type of soil present and this information shall~ be on the construction plans. IV. Where curbin~ has been waivered and not required by the Superin- tendent of Highways ahd' the Planning Board a detailed drawing-of th~ cross section of the road shall be shown. Without such'-curbing and detail of road, surfacing and shoulder grading must' be shown. 18, Authorization to proceed with road construction'work The ~r~inage system may be installed at any time before the final grading ~f' the roads is completed.~ The s~per~'~tendent's engineer shall be notified of the time of installation so ~hit'he can inspect the work whil~in progress. ~ · ~Whe~the fihal gradihg work of roads is Completed, the Superintendent shali~be notified. The Superihtendent's engineer wilI then make an analysis of ~he road bed material and submit a report of his findings. After the analysis of the road bed material is accepted as satisfactory in compliance with' S~c~ion ~9 of Specifications,~authorizatioh to proceed[with the r~ad work~i~ll ~e issued by the Superintendent as follows: ~p%P3rova~ ~0 proceed With %~e Wor~ of stabilizing the rdad ~ed with MC-250'.' Whenever in the opinion of the Superintendent of Highway~he feels that for the best interest of the Town, alterations or modifications shoul'd be made to the above specifications, rules, and regulations~ alterations or modifications may be mad~ on ~the recommendation of th~ Sup- erintendent of H~ghw~ys to and wi~h the approval of the Town B0a~d 20. Any work done on any highway without notifying the Superintendent of Highways or his Inspector and done with no Inspector present will be considered unacceptable-and subject to-review by the Planning Board and the Superintendent of Highways. 21.
