Martocchia, 16 South Street, Greenpor~-, New' York, a~-3:~0 P.M., Tuesday, September 12, 1972, with the following present: SuperVisor Albert M. Martocchia, Councilman James H. Rich, Jr., Councilman James F. Homan, Justice Martin Suter, Justice Louis M. Demarest, Town Attorney Robert W. Tasker, Superintendent of Highways Raymond C. Dean, and Town Clerk Albert W. Richmond. Absent: Justice E. Perry Edwards. Moved by Justice Suter, seconded by Councilman Rich, it was RESOLVED, that the minutes of August 24, 1972 be and they hereby are approved. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Justice Demarest, seconded by Councilman Homan, it was RESOLVED that the next meeting of the Southold Town Board will be held at 3:00 P.M., Thursday, September 28, 1972 at the office of Supervisor Albert M. Martocchia, 16 South Street, Greenport, New York. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. The reports of the Supervisor, Police, Building Department, Justice Suter and Town Clerk were received and placed on file. Moved bY Justice Suter, seconded by Justice Demarest, it was RESOLVED that Supervisor Albert M. Martocchia be and he hereby is authorized to sign a lease with ~he Long Island Rail Road covering property at Mattituck, New York. Said lease covering September 1, 1972 to January 1, 1973 and January 1, 1973 through January 1, 1974, in the sum of $1.33. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by JuStice Suter, seconded by Councilman Rich, WHEREAS a request has been made by the Fire Chief's Council for bus transporation to New York, it is therefore RESOLVED, that this request be held for study. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Councilman Rich, seconded by Councilman Homan, WHEREAS A. Nelson Chapman has been a faithful member of the Conservation Advisory Council for three ysars, and WHEREAS A. Nelson Chapman has acted as Chairman of the Conservation Advisory Council, NOW, THEREFORE, BE IT RESOLVED that it is with deep regret that the Town Board accepts the resignation of A. Nelson Chapman. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Justice Demarest, seconded by Councilman Rich, it was RESOLVED that Joan Richter, Greenport, New York, be and hereby is appointed Clerk- Typist, to work at the Supervisor's Office, at a salary of $4500.00 per year, effective September 1, 1972. IT IS FURTHER RESOLVED that Joan Richter is to serve a probationary period of one year. Vote of the Town Board: Ayes: Supervisor Ma~tocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Justice Demarest, seconded by Councilman Homan, ~qEREAS Riverhead Fence Co. was the low bidder for chain link fence for the town disposal area, NOW, THEREFORE, BE IT RESOLUED that Supervisor Martocchia be and he hereby is authorized to sign a contract with Riverhead Fence Co. to furnish and install said fence at a cost of $8,584.00. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Justice Demarest, seconded by Councilman Rich, it was RESOLVED ~hat $8,584.00 be and hereby is transferred from A1990 - Contingent Fund - Part Town to A8160.4 Refuse & Garbage - Contractual. Vote of the Tow~ Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, JuStice Suter, Justice Demarest. Supervisor Martocchia asked if there was anyone present who wished to bring anything before the Board. Mrs. Kenneth Tiedke, Southold, questioned the Board relative to filling of the mosquito ditch at the corner of Akerly Pond Lane and Route 25, which is being done by permission of the County of Suffolk and Town of Southold. A group of residents from the Laurel Lake area appeared before the Board requesting that the area be cleaned up, police protection provided, the no-swimming regulation be enforced, and steps be taken to prevent further pollution of the Lake. --- ~upervisor Martocchia and Justice Suter will meet with the group at 3:00 P.M., Sunday, September 17th to inspect the area and see what can be done. Mrs% Gladys Csajko, representing the "council" brought up the possibility of notifying all residents by letter when there is to be a pu. blic hearing in their area. Moved by. Councilman Homan,. seconded by Councilman Rich, WHEREAS a petition was received from the. residents and property. owners of Bay Avenue, Cutchogue, New York, requesting the change of name of said Bay Avenue to Skunk Lane, and WHEREAS, the Town Board acted upon said petition, now, ther-efore, be it RESOLVED that Bay Avenue, Cutchogue, New York, shall hereafter be known as Skunk Lane. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homart, Justice Suter~ Justice Demarest. Moved by Councilman Rich, seconded by Councilman Homan, WHEREAS, The Town of Southold has heretofore applied to the Federal Insurance Administration in order to have the Townof~ Southold~made eligible for the sate of flood insurance within the Town under the national flood-insurance program, and · ~ WHEREAS., the. Federal-Insurance Administrator has requested that this board designate an official, for the purpose~of a~sisting the Federal Insurance~Adm~nis~ra%or in delineating the limits of the areas having special flood~or~mud~slide hazards on available-locat~maps-of~sufficient scale to identify and locate building sites, NOW, THEREFORE, EE IT~ RESOLVED,~.that the Building Inspector of the Town, of Southold, be, and.he hereby-is designated.as the official of the Town to assist the Federal Insurance Administator~ in delineating the ~imits of~ the areas having, special floodoor mud slide hazards on available.~local maps~of ~ufficien~ scale ~o identif~h~ locate building sites. WHEREAS Zdzislaw Mekalojczyk applied to the Town Board for a single trailer renewal permit dated August 10, 1972, 232 NOW, THEREFORE, BE IT RESOLVED that the application of~Zdzislaw Mekalojczyk to locate a single trailer on his property a't John's Road, east side Main Road, Mattituck, New York, be and hereby Ks granted for a six month (6) period. ~ - Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Councilman Rich, seconded by Councilman Homan, WHEREAS Isadore Krupski applied to the Town Board for a single trailer renewal permit dated August 10, 1~7~ NOW, THEP~EFORE, BE IT RESOLVED that the application of Isadore Krupski to locate a s~ngle trailer on his property at Main Road, Peconic, New York, be and hereby is granted for a period of six (6) months. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice-Suter, Justice Demarest. Moved by Councilman Homan, seconded by Councilman Rich, it was RESOLVED that $300.30 be and hereby is transferred from Highway Item I Surplus to Highway State Insurance Fund. Vote of the Town Board: Ayes: Supervisor Mattocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Justice Demarest, seconded by Councilman Homa-n, it was RESOLVED that $500.00 be and hereby is transferred from Contingent Fund A1990 to A5650 Offstreet Parking personal services. Vote of the Town Board.: Ayes: Supervisor Martocchia, CoUncil'man Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Justice Suter, seconded by Councilman Homan, it was RESOLVED that the Town Clerk be and he hereby is directed to request the Long Islan'd Lighting Company to replace 100W light on Pole. ~19 Connty Route 27 and Shirley Road, Mattituck, New York with a 175 MV light, and move 100W light to corner of HortonqAvenue and Shirley Road, Mattituck, New York. Vote of the Town, Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Recess wa~ called at 4:40 P.M., to reconvene at 5:30 P.M. Meeting reconvened at 5:30 P.M. and recessed at 6:00 P.M. Meeting reconvened at 8:15 P.M. Moved by Councilman Hogan, seconded by Justice Demarest, it was RESOLVED, that General bills in the amount of $16,396.93; Eishems Island Ferry District bills in the amount of $25,821~87; Highway bills in the amount of $15,602.83; and Special District bills ~n the amount of $5,303.55 be and the same are hereby ordered paid. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilma~n Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Justice Demarest, seconded by Justice Suter, it was ~ RESOLVED that $15,000.00 be and hereby is transferred from Highway Item 3 Surplus to Highway Purchase of Machinery. ~ Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Counc±lman Homart, Justice Suter, Justice Demarest. Moved by Councilman Homart, seconded by Justice Suter, it was RESOLVED that the Superintendent of Highways of the Town of Southold be authorized to advertise for bids and to purchase from the lowest responsible bidder, the following: One (1) New 1972 International Fleet Star dump truck, O~ EQUAL. Vote of the Tow~ Board: Ayes: Supervisor Ma~tocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Justice Demarest, seconded by Justice Suter, it was RESOLVED that the Superintendent.of Highways of the Town of Southold be authorized to advertise for bids and to purchase from the lowest responsible bidder: One (1) New 3/4 Ton International dump truck, OR EQUAL, One (1) 1962 International C-139 dump truck to be taken in trade, as part payment on new truck.
