WHEREAS Gary Olsen has been a faithful mmmber of the Narcotic

WHEREAS Gary Olsen has acted as Chairman of the Narcotic Guidance
Council,
NOW, THEREFORE, BE IT RESOLVED, that it is with deep regret that
the Town Board accepts the resignation of Gary Olsen.

Moved by JuStice Demarest, seconded by Justice Suter, it was
RESOLVED, that S~en F. Techet be and he hereby is appointed a
member of the Narcotic Guidance Council in place of Gary Olsen
who resigned.

Moved by Justice Suter, seconded by Councilman Rich, it was
RESOLVED, that the Town Board accept as bond, North Fork Bank
book of Lefferts P. Edson~in the amount of $15,000, as recommended
by the Southold Town Planning Board for the completion of roads,
drainage, and other improvements approved by Lawrence Tuthill,''
Construction Engineer, in the subdivision known as Big Green Acres
owned by Mr. Clarance C. Fleet~

WHEREAS Mabel Miles has applied to the Town Board for a single
trailer renewal permit dated June 5, 1972,
NOW, THEREFORE, BE IT I{ESOLVED,. that the application of Mabel Miles
to locate a single trailer on her property at private road, Mattituck,
New York, be and hereby is granted for a period of six (6) months.

WHEREAS, the Southold Town Planning Board has prepared an official
report and recommendation on the application of Arthur Frank for
a change of zone in Mattituck, New York, from ~A? Residential and
Agricultural District t~ "B-l" Business DiStrict (General),
NOW, THEREFORE, BE IT RESOLVED~ that a public hearing will be held
by the Southold Town Board at the Supervisor's Office, 16 South
Street, Greenport, New York, on Tuesday, July ll, 1972 at 7:30 P.M.
on the abovementioned petition, and that the Town Clerk be and he
hereby is authorized and directed to cause notice of said hearing
~o be published in the Long Island Traveler-Mattituck Watchman
pursuant'to ~he requirement of law.

WHEREAS, the Southold Tow~ Planning Board has prepared an official
report and recommendation on the application of Bayview Develop-
ment Corp. for a change of zone in Bayview, New York, from "A"
Residential and Agricultural District to "M-i" General Multiple
Residence District,
NOW, THEREFORE, BE IT B~qOLVED, that a public hearing will be
held by the Southold Town Board at the Supervisors Office, 16
Sou~h Street, Greenport, New York on Tuesday, July il, 1972 at
8:00 P.M. on the abovementioned petition, and that the Town Clerk
be and he hereby is authorized and directed to cause notice of
said hearing to be published in the Long Island Traveler-
Mattituck Watchman pursuant to the requirement of law.

Moved by Councilman Rich, seconded by Councilman Homan, it was
RESOLVED, that Justice Surer and Justice Demarest, Town of Southold,
New York, be and they hereby are authorized to attend Justice
Conference at St. Lawrence~ New York, July 17, 1972- to July 24,
1972~ and be it further
RESOLVED, that the necessary expenses incurred'while attending
said conference be a legal charge against the Town of Southold.

WHEREAS, George K. Dornauer, by application dated April 3, 1972,
made application for a wetland permit for the p~rpose of ~recting
a bulkhead to retain land on his property, Lot ~3, on subdivision
m~'~f Willow Point, and
WHEREAS, the said application was referred to the'Southold Town
Board of 'Town Trustees and the Southold Town Conservation Advisory
CounCil for their findings and recommendations, and ~ ~
WHEREAS a public hearing was held by the Town Board with respect
to said application on the 6th day of June 1972, at which time all
interested persons were given an opportunity to be heard,
NOW, THEREFORE, BE IT RESOLVED, that George K. Dornauer,~185 Willow
Point Road, Southold, New York, be granted his ~quest, application
~4, to erect bulkhead and retain land.

WHEREAS, Clifford C~rnell, by application dated March 23, 1972,
applied for a wetland permit for the purpose of retaining land on

WHEREAS, the said application was referred to the Southold Town
Board of Town Trustees and the Southold Town Conservation Advisory
Council for their findings and recommendations, and
W~EREAS a public hearing was held by this Town Board with respect

NOW, THEREFORE, BE IT RESOLVED, that Clifford Cornell, 325 Willow

Moved by Justice Demarest, seconded by Councilman Rich,
WHEREAS, Henry F. Praus by application dated November 30, 1971, made
application for a wetlands permit for the purpose of @Racing approx-
imately 2352 yards of fill on premises known as Lot No. 29 and part
of lot No. 30 on map of Peconic Bay Propertie~, Inc.~ (Map No. 786),
which said premises are s~taate on the north side of Haywaters Road,
at Nassau Point, Cutchogue, and
WHEREAS, the said application was referred to the Southold Town
Board of Town Trustees and the Southold Town Conservation Advisory
Council for their findings and recommendations, and
WHEREAS, a public hearing was held by this board with respect to
said application on the 6th day of June 1972, at which time all
interested persons were given an opportunity to be heard, and
WHEREAS, this Board has thereafter examined all statemen'ts an~
documents submitted with respect to such application and has also
visited the premises in question and is therefore familiar with the
premises and the effects upon the same which would result by reason
of the granting of said application,
NOW, THEREFORE, IT IS HEREBY RESOLVED AS FOLLOWS: Upon all of
the evidence and information obtained by this board, the board finds
that the premises in question consist of a lot which has a frontage
of approximately 100 feet on the north side of Haywaters Road and
a depth of approximately 100 feet. On viewing the premises, the
Board finds that the premises are adjacent to a salt water~ bod~ of
water known as Haywaters Cove which in turn flowes into Pe~onic~ Bay
and the waters adjacent to the premises in question comprise a salt
water body of water; that a substantial portion of the premises in
question are covered by storm and normal tidal waters; that the
premises have growing thereon salt hay and cord grass and other
beneficial vegetation which is vital to the marine life of the area;
tb3~ the proposed filling as set forth in said application would
completely fill and cover the area in question and therefore
completely destroy said w~tland and therefore substantially
adversely affect fish, shellfish or other beneficial marine
organisms, aquatic wildlife and vegetation and ~he natural habitat
thereof, it is fh~re further
RESOLVED, that for the reasons hereinbefore set forth, the aforesaid
application of Henry F. Praus is in all respects denied.

Rich, Justice Suter, Justice Demarest. Councilman Homan Not Voting.

RESOLVED, that a recess be called at 3:45 8.M. to reconvene at
8:30 P.M.

Moved by CounciTman Homan, seconded by Justice Suter, it was
RESOLVED that pay to the Board of Assessment Review be $50.00 per
day for Grievance Day and $25.00 a day for each adjustment day.

Moved by Councilmmn Rich, seconded by Councilman Homan, it was
RESOLVED, that Supervisor Albert M. Martocchia be and he hereby
is authorized to sign the agreement for study of the Greenport
Aquaseum with an addendum not obligating the Town to an~ financial
aid.

Moved by Councilman Homan, seconded by Councilman Rich, it was
RESOLVED that a public hearing be held by the Town Board of the
Town of Southold at the Supervisor's Office, 16 South Street,
Greenport, New York, on the llth day of July, 1972 at 3:30
o'clock P.M. of said~ay, in the matter of the following amendments
to the Traffic Ordinance of the Town of Southold, to wit:
I. By amending Article IV of the Traffic Ordinance of the
Town of Southold by adding a new Section thereto, to be Section 4,
to read as follows, to wit:
SeCtion 4. The following town highway-railroad crossings
are hereby designated as Stop crossings and Stop signs shall
be erected, to wit:
Laurel Lane in Laur~el
Mary's Road in Mattituck
Mill Lane in Mattituck
Elijah's Lane in Mattituck
