· OUT~OLD TOWN BOARD MIN-JTES Meeting of May 9, 1972 The Southold Town Board met at the Office of Supervisor Albert M. Martocchia, 16 South Street, Greenport, New York, at 3:00 P.M., Tuesday, May ~9, 1972, with the following present: Supervisor Albert M. MartoCchia, Councilman James H. Rich, Jr., Justice Louis M. Demarest, Councilman James F. Homan, Justice Martin Suter, Town Attorne~ Robert W. Tasker, Highway Superlnteddent Raymond C. Dean, and Town Cl~rk Albert W. Ri~chmond. Absent: Justice E. Perry Edwards. Moved by Justice Demarest, seconded by Justice Suter, it was RESOLVED, that the minutes of April 25, 1972 be and they hereby are approved. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest~ Moved by Justice Demarest, seconded by Councilman Rich, it' was RESOLVED, that the next meeting of the Town Board will be held at the Supervi~'~r's office., 16 South street, Greenpo~t, N~w York; on May 2~, ~972, at 3:00 P.M'. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice DemareStf~ Mrs. Gladys Csajko~ President, North Fork Taxpayers Association, Inc. and Council of Allied Associations, ~ead a statement on behalf of these organizations, protesting the proposed acquisition by Suffolk County of lands in Southold Town at Peconic and Orient for park purposes. A number of Southold ~Town Residents, including Mrs. Folks, Peconic, John Tuthill, Orient, Robert Douglass, Orient, Mrs. Tiedke, Southold, and Edward Latham, Orient, also spoke in opposition to this proposal by.'Suffolk County. Moved by Justice Suter, seconded by Justice Demarest, it was RESOLVED, that the reports of the Supervisor, Police, Justice Suter, Building Inspector, Fishers Island Ferry District, and Town Clerk for the month of April, 1972 be accepted by the Town Board and placed on file. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Justice Demarest, seconded by Councilman Homan, WHEREAS, the Senior Citizens, Southold, New York, request the use of three (3) buses for transportation to Lake Minnewaska on May 24, 1972, NOW, THEREFORE, BE IT RESOLVED, that the Town of Scuthold furnish such transportation for the Senior Citizens at a coat not to exceed $772.00. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. Moved by Councilman Homan, seconded by Councilman Rich, WHEREAS, the State Insurance Fund, which is the carrie~for the Workmen's Compensation Coverage for the Town of Southold, has requested up-dating on the original resolution made in 1949, and WHEREAS, the Town Board of the Town of Southold is desirous of having the w©rkmen's compensation c~ntinue to cover all elected and appointed officials of the Town, including the Superintendent of Highways, and paid policemen, school crossing guards and special duty officers, ~AY 9, 1972 SOUTHOLD TOWN BOARD MINUTES NOW, THEREFORE, BE IT RESOLVED, tha,t the Town of Southold requests the State Insurance Fund to continue to cover the abovementia~ed personnel under its policy ~133-507-4 with the said Town. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest Moved by Councilman Rich, s~conded by Justice Suter, it was RESOLVED,~ that the sum of $270.00 be and hereby is ordered paid for the balance of the Master Plan. Moved by Ju2iice Demarest, seconded by Justice Suter, it was RESOLVED/ that this Town Board accept the resignation, ~ith regret, of John Paris from the Assessment Review Board. Mr. Paris' ~esigna- tion is due to the ill'health of his wife. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Ju2~ice Demarest. The Southold Town Board received a letter from Rodney W. King thanking Patrolman Fiedler for his professional actions, care, thoughtfulness, decisiveness, caution, a~em~ness, courtesy and capable driving ability during an emergency situation involving Mr. King. Mr. King also wrote Chief Cataldo thanking him for the fine performance and team effort d~sp~layed by his men. A letter was received and read from Chief Cataldo to Patrolman Henry Stepnoski thanking him for the time he recently spent helping local BDy Scouts qualify for the fingerprint merit badge, as ~1 o~Patr~lman Stepnoski',s~,t.ime-spent in prepa~ration and teaching~was his off duty hours. Supervisor Mamtocchia-.read a letter fFom Commissioner John L? Barry to Chief Cataldo, commending the excellent police work and willing- ness to aid a neighboring police department displayed by Detective Sergeant Joseph Sawicki, whicb~,lead, to tlfelony amrests with a total of 17 narcotics cases being made. Moved by Justice Suter,~ seconded by Councilman Rich, WHEREAS,~Sophie Saunders applied to the Town Board, for a single trailer renewal permit dated April 5, 1972, NOW, THEREFORE, BE IT RESOLVED, that the-.~pplication of Sophie Saunders' to locate a single t~ailer on her property at Main Road~ Laurel, New. York, be and hereby is~.granted for a period:of si~ (6) months. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Uu2tice Demarest. Moved by Justice Demarest, seconded by, Councilman ~ich,..it was RESOLVED, that the sum of $196.13 be and hereby, is ordered paid for the one-half-,Town share for the ,stenographer at-the~annexation hearing with Greenport Village. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Conncilman Homan, Justice Suter, Justice Demarest. Moved by Justice Demarest, seconded by Councilman Rich, it was RESOLVED, that ~ public hearing will be held by the. Town Board of the Town of Southold at the Supervisor's Office, 16 South Street, Greenport; ~ew York, on~the.~6th -day of June--t972,at-~-:30 P.M., in the matter .©f. theappl'ication of:-Henry ,F.-Praus for a .permit under the provisions of the Wetlands Ordinance of the Town of Southold fox-the purpose ,of placing fill on ~premises,-of the said. Moved by Justice Suter, seconded by Councilman Homan, WHEREAS, a petition Was received from Arthur Frank-, Mattituck, New York, requesting a change of zone on certain property at Naugles Drive, Mattituck, New York; said petition for a change of zone from "A" Residential and ~gricu~tural District to "B-i" 8eneral Business District, NOW, THEREFORE, BE IT RESOLVED, that the TOwn ~lerk of: the Town of SouthoId be and'he hereby is directed to transmit' th~s applica- tion to the Planning Board in accordance with Article XVI, Section 1600, of the Building' Zone Ordinance of the Town of So~t~01d. Moved by Justice Demarest, seconded by Councilman Homan, WHEREAS, by reso'lution adopted by this Town Board on tke flth day of April 1972, a publi~ hearing was author-i:zed to be held:in the matter of amending the Ordinance R~gulating the Use of Parking Areas at Southold Town Beaches, and ~ - . WHEREAS, said hearing was held-by-the 'Town Board on the 9th day of May 1972 at 3:30 P.M., at W~ich time all interested persons were given an opportunity to be heard, and WHEREAS, the Board deems it in the best interest of the ToWn Of Southold that this amendment be adopted, NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Southold enac~ the following amendment to wit: By amending the Ordinance entitled "Ordinance Regulating the Use of Parking Areas at Southold Town Beaches": I. By amending Section II by ad'ding a ~ew s~bdivision to be subdivision (c) to read .as follows: 2~ (c) For the purposes of this Ordinance, a trailer shall be deemed a separate vehicle. 2. By amending the last unnumbered paragraph of sub- section (b) of Subdivision (A), .Section III, to read as follows: Residen~ parking permits for motor vehicles shall be permanently affixed .to the right side Of the ~ra~t~?~mper of ~u~ehfc~ec~n~r~&~ent parking permits for trailer vehicles shall be permanently affixed to the right side of the draw bar or Eongue of such Erailer. 3. By amending the first sentence of -Sec-ti~n III, sub- division (A), subsection (4) to read as follows: One day non-resident parking permits may be issued for the parking of vehicles on the parking areas at "Southold Town Beach", "Norman E. Klipp Marine Park" and "New Suffolk Beach"to'any person by the attendant on duty at such parking areas. 4. By repealing Section IVI and renumbering Sections V to IX inclusive to IV to VIII inclusive. Vote of the Town Board: Ayes¥ Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Justice Demarest. MoVed by Councilman Homan, seconded by Councilman Rich, it was RESOLVED, that Police Chief Carl Cataldo, Town of Southold, be and he hereby is authorized to attend the New York State Police Chief Conference at Niagara Palls, New Yof~, on ~n~y 23rd through 27th, 1972, and be it further RESOLVED, that the actual and necessary expenses to travel, meals and lodging incurred while attending said conference be a legal charge against the Town of Southold.
