Mar~occhia, 16 South Street, Greenport, New York at 3:00 P.M., Tuesday, February 22, 1972 with the following present: Supervisor Albert M. Martocchia, Councilman James H. Rich, Jr., Councilman James_F. Homan, Justice Martin S Suter, Town Attorney Robert W. Taserk, Town Clerk Albert W. Richmond. Absent: Justice Louis M. Demarest and Justice E. Perry Edwards. Moved by Justice Suter, seconded by Councilman Rich, it. was RESOLVED: That the minutes of February 10, 1972 be and they hereby are approved. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter. Moved by Councilman Homan, seconded by Justice Suter, it was RESOLVED: That the next meeting of the Town Board will be held at the Supervisor's Office, 16 South Street, Greenport, New York, on March 7, 1972 at 3:00 P.M. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter. Moved by Justice SR~e~, seconded by Councilman Rich, it was RESOLVED: That the Town Board of the Town of Southold does hereby elect to provide the benefits of sub-division k of Section 341, sub- division f of Section 343 of the Ketirement and Social Security Law and sub-division 4 of Section 243 of the Military Law, all as presently or hereafter amended; and BE IT FURTHER RESOLVED: That this election shall become effective with the payroll period beginning on the 1st day of March 197h. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter. Moved by Councilman Homan, seconded by Councilman Rich, WHEREAS: Thames Shipyard and Repazr Company was low bidder for repair of the Mystic Isle, NOW, THEREFORE, BE IT RESOLVED: That the Southold Town Board approves the amazon of the Fishers Island Ferry District for repairs to the Mystic.Isle in the sum of $7,135.83 as specified in said bid. Vote of the Town Board: Ayes: Supervisor Martocchia, ~C0uncilman Rich, Councilman Homan, Justice Suter. Moved by-Justice Suter, seconded-by Councilman Homan, WHEREAS W. Edgar Worthington, Mattituck, New York has applied to the Town Board for~a single trailer permit dated March 21, 1972, NOW, TblEREFORE, BE-IT RE-SOLVED~ That.the application of W. Edgar Worthington to locate a single trailer.on his property at Sound Avenue, Mattituck, New York be and the same is granted for a six (6) month period. McCarthy, 190.Bay~Avenue, ~attituck, ~New York, has applied to the Town Board f,or a single trailer renewal permit dated February 10, ~19~72, NOW~ THEREFORE,. BE IT RESOLVED: ~That the application of George A. McCarthy to locate a single trailer on his propertY at Sound Avenue, Mat.tituck, New York, be and the~same is granted.-for a six (6) month period~. .......... Moved by Councilman Homan, seconded by Councilman Rich, WHEREAS William McGonegal was appointed Police Patrolman of the Town of Southold for a probationary period ending March 1, 1972, NOW, THEREFORE, BE IT RESOLVED: That William McGonegal be and hereby is appointed Police Patrolman for the Town of Southold, New Yorki and be it RURTHER RESOLVED: That William McGonegal serve in the ~apa¢ity of Police Patrolman' of the Town Of Southold at the pleasure-0f'the Town Board unless otherwise provided-for. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter. Moved by Councilman Homan, seconded by Justice Suter, WHEREAS, a petition was received from Edward Rolquin requesting a change of zone on certain property in East Cu~chogue, New York, said petition for a change from "A" Resids~tial and Agricultural District to "B" Business District, NOW, THEREFORE, BE IT RESOLVED: That the Town Clerk of the Town of Southold be and he hereby is directed to transmit this appiication to the Planning Board in accordance with Article XVI, Section 16Q0 of the Building Zone Ordinance of the Town of Southold. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilm~ Rich, Councilman Homan, Justice Suter. Mo~ed by Councilman Rich, seconded by Counciiman Homart, it was RESOLVED: That the r~eport of-Police Chief Cataldo for the month of January 1972 be and hereby is accepted by the Town Board and placed on file. Moved by Councilman Rich, seconded-by 'Council~man Homart, it was RESOLVED: That a recess be called, meeting to reconvene at ~:00 P.M. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter. Meeting reconvened at 4:00 P.M. Moved by Justice Suter, seconded by Councilman Homan, i t w as RESOLVED: That bond or bank pass book of $3,600 for North Wo6ds subdivision be and hereby is released as requested/ with~consent of the Superintendent of Highways and Planning Board in the file. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilm~n Rich, Councilman Homan, Justice Suter. Moved by Councilman Homan, seconded by Justice Suter, it was RESOLVED: That Supervisor Martocchia be and he hereby ~s authorized to notify'the Morgan ~uaranty Trust Company, 23 Wall Street, New York 10015, Attention: Custody Department, to release f~om Town Of Southold Escrow Account 29554 to the free control of ~e'~Sedurity National Bank the following: $100,000 Babylon UFSD ~6 RAN 4.12 dd 8-17-71 due 6-30-72 and accept in substitution: $150,000 Lindenhurst Vill Ban 2.97 dd ~12-21-71 due 12-1~72. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman ~ich, Councilman Homan, Justice Suter. Moved by Justice Suter, seconded by Councilman Rich: WHEREAS, Section 1524 of the Real Property ~a~ Law provides that ~n each local government the~e shall be a Board of Assessment-Review, and WHEREAS, this Board desires to establish such board and to appoint the members thereto, NOW, THEREFORE, BE IT RESOLVED that pursuant to Section 1524 of the Real Property Tax Law there is h~reby established a Board of Assessment Review for the Town of:Southold wh.~¢h said board shall consist of five members, and IT IS FURTHER RESOLVED, that the following persons are hereby appointed as members of such board each for the term set opposite his name, to ~ wit: Robert W. Brown, Gillette Drive, East Marion, New York, foraa term of five years; Barney Sidor, Main Road, Mattituck, New York, for a term.of four years; John Paris, Peconic Bay Boulevard, Mattituck, New. York, for a term of three years; Mabel Lytle, Soundview Avenue, Southold, New York, for a term of two years; and. Alexander Bogan, Beechwood Lane, Cutchogue, New York, for a term of one year. IT IS FURTHER RESOLVED that the member, s of said Board of ASsessmeht Review shall receive such~ compensation for their services as shall be hereafter fixed by resolution of this board. Vote of the Town Board: Ayes: Supervisor Martocchia, Councilman Rich, Councilman Homan, Justice Suter, Mr. Otto IIhl, Jr., Cove Beach Estates, East Marion, appeared before the Town Board protesting his property 'being changed on the new zoning map. ToWn Attorney Tasker advised that if he wished it to be changed back, to file for ~ change of zone. lO~gmot~io~lpf~Jnsti'ce ~ufer~econd~d by Councilman Rich, it was RESOLVED that a joint hearing be held by the Town B~dof the Town of Southold and Village Board of the Village of Greenport on the 13 th day of April, 1972 at 8:00 o'clock P.M. on said day ~n the matter of the petitons of Arthur Wolpert, Wilhelm V. Krumholtz, Josgph DeSchrage, A. Bernstein and Lillian S. Pell for the annexa- tion of certain territory to the Village of Greenport. Vote of the Town Board: Ayes: Supervisor Martocchis, Councilman Rich, Councilman Homan, J~ti~i~$~e~'~ Al! ~.~.-,~ On motion of Justice Suter, seconded by Councilman Rich, it was RESOLVED that s joint hearing be held by the Town Board of the Town of Southold and Village Board of the Village of GreenPort on the llth day of Aoril, 1972, at 8:00 o'clock P.M. on said day, in the matter of the petition of East End Associates for the annexation to the Village of_Greenport ~of certain territory adjoining said Village. - ~. ..
