MEETING OF DECEMBER 22, 1964 ~he Southold ~ow~.BOard met~at the office of Supervisor Lester M. Albertson, i6 So~th Street, Greenport,. ~.~y. on December 22, 1964. The meeting was called to order at 3:00 p.M. with the following present: Supervisor Albertson; Councilmen Demarest and Valentine; Justices Tuthilland clark; Supt. of Highways Price; Town Attorney Tasker and Town Clerk Richmond. Moved by JUstice Clark; seconded:by Councilman Demarest;. RE~OLVED: That the minutes of December 8,.1964 be and they are d~ly apprQved. Moved by Councilman Demarest; seconded by Councilman Valentine; RESOLVED: That.the Organization and regular meeting of the Town Board wi!~ be held at the off, ce of the Supervisor, Lester M. Alberts0n, 16 South St., Greenport, N.Y. on Tuesday, Janqary 5, 1965 at 3:00 P.M. Vote of Town Board: Ayes-supervisor Albertson; Councilmen Demarest a~d ~a%entine; ~ustices..Tuthill and Clark. Moved by Justice Clark; seconded by.Councilman Demarest; WHEREAS, section 164 of the Social Welfare LaW authorizes the legislative body of a county, city or town responsible for providing home relisf and aid to dependent_children to determine and direct that employable persons in receipt of home relief and emplqyabl~ parents receiving aid to dependent children be assigned to perform work for such county, city or town as such persons are able to perform exclusive of any ~ork or~inarily, per.~ormed by regular employees of such county, city or ~own or_ bY craft or.trade in private employment; and WHEREAS, it appear_.s to this board to be in the besb interests of the~ Town of Southold and of emp%oyable persons receiving home relief and employable parents receiving aid to dependent children therefrom that such persons be assigned to perform such work for such town, its de- partments, bureaus, divisions and other units thereof, as they ar~e able to perform and which is not prohibited bY such section 164 of the Social Wglfare Law, it is RESOLVED: That pursuant to Section 164 of the Social Welfare Lgw,, the Town-Board does hereby determ%ne and direct that employable persons, in receipt of hOm~h~ief and employable parents receiv~R~g aid t9 depen- dent children/be assigned to perform work for the Town of S°U%held, the head of any of its departments, bureaus, divisions or other units there- of whenever request is made that such persons be assigned to such unit, such request tq be addressed to the public welfare official of this Town, and the number of persons to be used and the character of the work to be performed indicated: and it is further RESOLVED: That the public welfare official of the town, upon receipt of such a request shall thereupon assign such persons in receipt of home relief and parents receiving aid to dependent childrem who, in his judgment, are able to perform the Work indicated, provided he is satisfied ~hat such persons will not be used to~replace,.or to perform any.work_ordinarily performed by regular employees of any department ,or ~t~er u~it of this town, or to replace, or to perform any work which would ordinarily be performed by craft.gr trade in private em- ployment~;.and it is further RESOLVED: That persons shall be assigned_to perform only such work as they are able, in the judgment of the public welfare official to per- form, and it is further .~RESO~V~D: That the number of da~s of work to be ~iven each person shall be determined by the amount of the budget deficit of the recip- ient and his family computed on tocaljhome relief budget schedules, and that. no person shall be required ~o work for more than the number of days necessary to earn such amount at an hourly rate,which shall not be less than that ~aid for like work, and no person shall'.be required to work morej, than eight hours ina day or more than forty hours i~ a week, and it is further RESOLVED: That any person who refuses to ~eport for or to perform work,to.which he has been assigned by ~e public welfare official shall become ineligible for home relief or aid ~to ~dependent children, as the case may be~ and it is further RESOLVED: That this resolution shall take effect immediately.
