L.I., N.Y. 11971 TELEPHONE (516) 765-1809 MINUTES SPECIAL MEETING JANUARY 29, 1983 A Special Meeting of the Southold Town Board of Appeals was held on Saturday, January 29, 1983 at 11:45 o'clock a.m. at the Southold Town Hall, Main Road, Southold, New York. Present were: Gerard P. Goehringer, Chairman; Charles Grigonis, Jr. and Joseph H. Sawicki. Also present was: Mr. Victor Lessard, Administrator (Building Department). Absent were: Robert J. Douglass due to illness and Serge Doyen, Fishers Island. The Chairman called the meeting to order at 11:45 a.m. NEW PENDING APPLICATION: APPEAL NO. 2956 - PARKSIDE HEIGHTS CO. by David E. Kapell as agent for permission to construct con- dominium units on premises bordering Gardiners Bay at Cleaves Point, East Marion, NY; 1000=038-07-003. On January 21, 1983, Mr. Kapell submitted for the record photocopies of the N.Y.S.D.E.C. Permit Re: 10-82-0048 which has an expiration date of 1 /31/83 for the construction of 19 condominium units and repair of an existing 75' by 6'-wooden dock by replacing approximately 20 pilings into same location. Also submitted was one copy of the site plan dated January 15, 1982 which was approved by the County Health Department (Ref. ~EM-8A) on November 29, t982. Mr. Kapell emphasized that the plan was revised for 18 u~its rather than 19 as originally planned, tn ~wo buildings. Proposed are 26 open on-site parking stalls, 18 of which are outside of the 18 garage units. Pursuant to the requirements of the State Environmental Quality Review Act, the board has reviewed the within applica- tion, and the following action was taken: On motion by Mr. Goehringer, seconded by Messrs. Grigonis and Sawicki, it was _ ~Southold Town Board of Appeals -2- January 29, 1983 Special Meeting (Appeal No. 2956 - Parkside Heiqhts Co., Environmental Review continued:) RESOLVED, that this board declares lead agency status, and that coordinated review is not necessary by other agencies which may be involved inasmuch as they have determined this action not to have an Environmental Effect upon the Environment in their individual reviews under the S.E.Q.R.A. law; and it is further RESOLVED, that this board determines the within project to be an "Unlisted Action"; and it is further RESOLVED, that this board hereby requests that applicant submit an Long Environmental Assessment Form for review. Vote of the Board: Ayes: Messrs. Goehringer, Grigonts and Douglass. (Members Sawicki and Doyen were absent.) This resolution was unanimously adopted. Being there was no other business properly coming before the board at this time, the Chairman declared the meeting adjourned. Respectfully submitted, Linda F. SAWlCKI WAIVER OF NOTICE OF SPECIAL MEETING WE, the undersigned, being members of the Board of Appeals of the Town of Southold, Suffolk County, New York, do hereby severally waive notice of the time, place and purpose of the meeting of the Board of Appeals to be held at the Southold Town Hall, Main Road, Southold, New York on Saturday, January 29, 1983 at 11:45 a.m. and do hereby consent that the same be held on said date for the transaction of any business which may properly come before said meeting.
