Albertson, at Greenport, New York, on Tuesday, November 26, 1963, at 3:00 P.M. with the following present: Supervisor Albertson; Councilmen Demarest and Grathwohl; Justice~Clark; Supt. of Highways Price; ~own~ Attorney~Tasker and Deputy TOWn clerk Marion Regent. WHEREAS, the United States of America and the world at lar~ge' has,.suffered a tragic loss with the death of ~John F. Kennedy, the 35th ~r. esident~/of/~ the United States of America, who was struck down by an assasSi~-~s bullet on November 22, 1963; and WHEREAS, the members of the Town Board of ~the Town of Southol~.wi.sh~to record their' conviction that. a free society' is worth whatever will bring and their .determination to use this freedom .for the-~9~atest~ good that God shall enable them to do; and WHEREAS, IT Is fitting and proper .that. this .Board of the TOWn of~Southold join in paying tribute to the memory of our late President, John .F Kennedy; now, therefore, be it RESOLVED, that the members of this Town Board ask God's continueO bless~ ings and guidance upon the government of this land and upon P~esident Llrndon Johnson, and be it further RESOLVED, that the meeting of .this Town Board stands adjourned in respect- ful memory of the late John F. Kennedy,. President of the united S~a%es of America; and be it further RESOLVED: That this resolution be spread upon the minutes of this Town Board. Moved by Councilman Grathwohl; seconded by Councilman Demarest~; WHEREAS, a request has been received from the Mattituck Chamber of. ~commerce advising the Board that the several shade trees growing on Lo~e:Lane and Pike Street are in need of attention, and WHEREAS, the Town Board ~has made an examination and found that m~_ny branches of said trees are low hanging and others are a threat.~to buildings occupied by local business men, NOW, THEREFORE, BE IT RESOLVED: That the Supervisor be authorlzed/.and~ directed to make necessary arrangements to have this condition ~ectified-~. vote of Town Board: Ayes-Supervisor Albertson; councilmen.Demarest .and Grathwohl; Justice Clark. .~.-~- -~ · '~ A letter was received from Gladys Csajko. outlying her objections to the placement of a building on the lot adjacent .to. her property at~ilckham Park. An application concerning this building is before the Planning Board at the present time. Moved by Councilman Demarest; seconded by Councilman Grathwohl~ WHEREAS, the expenditures for OTHER INSURNNCE in the Part-t~n Budget were greater than anticipated, and W~EREAS, there are available monies in ~he Workmen's Compensation Account Part-TOWn, NOW, THEREFORE, BE IT RESOLVED: That the amount of $500.0~ be transferred from Workmen's Compensation part-Town to Other-Insurance Part-TOWn. Vote of Town BOard: Ayes-~upervisor Albertson; Councilmen Demarest an~ Grathwohl; Justice Clark. 259 Moved by councilman Demarest; seconded by Justice Clark; RESOLVED: That Clarence Tillinghast of Southold,-N.Y. be and he hereby is appointed School Traffic Officer, Town of Southo~d, at a salary of $7~50 per day for each-s~hool day worked, effective as of November 20, 1963, he to serve at the pleasure of the TownBoard. Grabie of Mattituck, New York, has been for 30 years an elected '~Ssessor of the Town of Southold,.and has diligently and faithfully-Performed the duties of~is office, NOW,~ORE, BE .IT RESOLVED: That the Town Board of the Town of Southold express to Mr. Grabie its grateful appreciation of his service. Vote;of Town'Board: AYes~SUpervisor Albertson; Councilmen Demarest and Grathwohl; Justice Clark. seconded by Councilman Demarest; Southold entered.into an agreement with.Lewis E. ~1962, for the operation of premises owned by the Town of SOU as the ~"Town Beach" located at Arshamomaque in theTown ~f~;Southold for a period commencing May 31,1962, and ending 1966,- for the annual sum of $2,050.00'.tobe paid as follows: The s 1,025.00 on the 15th day.of.August of each year and the sum of on the 15th day of September in each year, and ,-~the said. Lewis E. serviss has failed and neglected to make the 1,025.00 due on September 15, 1963, although said.sum has been.~c of the said Lewis E. Serviss, and said ~greement provides that upon.the violation of any of the ;~covenan~iand conditions of said agreement, the.Town of Southold inl~ et£on~ may cancel said agreement and-the same shall become null · NOW;' THEREFORe, BE IT RESOLVED: That the-Town of Southold does hereby cancel ~he.agreement dated and acknowledged'May 17, 1962, between the Town of Southold and Lewis E. Serviss, and be it further RESOLVED:' that the sum of .$500.00 deposited by the said Lewis E. ServisS as secUrity for the full and faithful performance by same of all of the terms and conditions of said agreement be forfeited to the Town of Southold, and be it further RESOLVED: That~the Supervisor be and hereby is authorized and directed. to take such s~eps as he may deem necessary to collect all sums due the Town of Southold apursuant to the terms of the aforesaid agreement. Albertson, be authorized and. directed to change locks and winterize as is necessary the premises owned by ~the Town of Southoldknown as the "Town Beach" and located at Arshamomaque, in the Town of Southold, Southold, N.Y. Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest and Grathwohl~ Justice Clark. Since~the next area to be dredged by the County dredge is Corey Creek in the Bay ~iew area of the hamlet of Southold, and since there are many undersized shellfish in this area, it was agreed by the Town Board to compensate the Baymen at the rate of $2.00 per bushel for the transplanting of these shellfish from Corey Creek to.deeper waters in peCon~ Bay, all to be done under the supervision of the New York State Conservation COmmission. ~Moved by Councilman Grathwohl; seconded by Councilman Demarest; W~EREAS, Goose Neck Property owners request signs for low speed limit placed at Smith Drive North and Smith Drive South in Goose Neck Properties, NOW, THEREFORE, BE IT RESOLVED: That the Supervisor bear~ he hereby is author:ize~ to communicate with the State Traffic Commission and request a SPeed limit on said highways. Moved by COuncilman Grathwohl; seconded by Justice Clark; WHEREAS, the New York Department of Public Works, asSisted by the Town Superintendent~ of Highways,..has made an inventory or_the Town Highway, System in the Town of Sou~hold, County of Suffolk, the Town with a map and a list of said highways .stating .t/~9~ n~eP!t_and ~ length of each and W~RREAS, .the Town Superintendent of Highway did recommend approval of said inventory and map, now, therefore, be it RESOLVED= That th~ Town of Southold at a meeting held on the 26th day of November, 1963, accepts and approves said inventory of .Town ~Highw~ys as submitted by the New York State Department of Public Works and filed in the office of ~he Tow~ Clerk and hereby a,dopts the same. as the offic- ial Town record and map of Town Highways, and be it further.. RESOLVED: That three certified copies of this resolution, be forwarded to the county Superintendent of Highways, who wilt retain one copy for his record and forward two copies~c~o the ~District Office of the State Department of Public Works. Moved by Councilman Demarest; secnnded by Justice Clark; RESOLVED: That the Superintendent of Highways of the TOWn of Southold be authorized %o advertise ~Dr bids and to purchase from the l~west responsible bidder, the following: One (1) stereo Mo~el A-SE Catch Basin Cleaner (or equal) complete with all standard equipment necessary for the efficient ~operation with 15" Orange peel bucket, completely mounted on chassis owned by the Town of Southold. Vote of Town Board: Ayes-Supervisor Albertson; Couacilmen Demarest and Grathwohl; Justice Clark. Mr. George McMann, Attorney at Law, presented dedication papers on roads'.in Woodhollow Properties, Orient, New York. The Bc~rd will exam- ine these.roads before any action ~s taken. Moved by Justice Clark; seconded by Councilman Demarest; WHEREAS, Gordon Bishop applied to the Town Board 'for a renewal ~f a single trailer permit dated November 26, 1963, NOW, THEREF~E, BE IT RESOLVED= That the application of Gordon Bishop to locate a single trailer on Youngs Ave., Southold, N.Y. be and here- by is granted for year round occupancy for a one year period. Vote of TOWn Board: Ayes-Supervisor Albertson; Councilmen Demarest and Grathwohl; Justice clakk. A letter was read from the Planning Board advising the Town B0a~d~f certain recommendations the members were making to the New York State Bureau of_Water Resource Services concerning certain creeks in the Town uf-Southo!d. There were no objections v~iced by members of the Board or other members present. ~pplication of Dorothy B. Chute to the New%York State Office ofGenT eral Services for a grant of land under water at Nassau Po%nt was read. A letter was received from Edward H. L. Smith commending the commun- ication division in the Southold Town Civil Defense group for the excell- ent work being done by them. ~ Supervisor Albertson reported that the joint Legislat~ve Commi~tee.on Motor Boats will have a conference pertaining to the extension~.9~.the State Navigation Law to the tidal waters of Long Island, said conference to be held at Town Hall, in Oyster Bay, L.I.~. on Thursday, DecemberS,_ 1963 at 10 A.M. ~ ~' 261 WHEREAS, this Board deems it iR t~ old that the proposal of John Mac~ ed and that the Town of Southold by a grant from the New York.
