MEETING OF JANUARY 29, 1963.
The Southold Town Board met at the office of the Supervisor, Lester
M. Albertson, at Greenport, N.Y. on Tuesday, January 29, 1963. The.~
meeting was called to order at 3:00 P.M. with the following present:.
Supervisor Albertson; Councilmen Demarest and Grathwohl; Justices
Tuthill and Clark; Supt. of Highways Price; Town Attorney..?asker and_
Town Clerk Richmond.
Moved by Justice Clark; seconded by Justice Tuthill:
RESOLVED: That the minutes of the meeting of January 8, 1963 be and
'~ they hereby are duly~ approved.

RESOLVED: That the regular monthly meeting of the Town Board will be
held at the office of the Supervisor, Lester M. Albertson, 16 South
Street, Greenport, N.Y. on Wednesday, February 13, 1963 at~3:Q0 P.M.

WHEREAS, Southold Town Planning Board has prepared an official report
and recommendation upon the .petition of Martin Charles Pfeffer-{or a
change of zone from "A" Residential and AGriculural District to "M"
Multiple Residence District on certain property in Greenport,
NOW, THEREFORE, 'BE IT RESOLVED: That a public hearing wil~t.be held
by the Southold Town Board at the Supervisor's Office, 16 ,South
Greenport, N.Y. on Thursday, Feb. 21, 1963 at 7:30 P.M. on the
above mentioned petition and that the Town Clerk be and he hereby is
authorized and directed to cause a notice of' said hearing ~o be pub-
lished in the Suffolk Times, pursuant to the requirements Of law~,

WHEREAS, Lula Easter-has applied to the Town Board for ~ single trailer
renewal permit,
NOW, THEREFORE, BE IT RESOLVED: That the application of Lula Easter.
to locate a single trailer on her property on Linnet Street, Greenport,
N.Y.-is hereby granted for a one year period.

WHEREAS, Southold Town Planning Board has prepared an official report

for a change of zone from "A" Residential and Agriculural District
to "B" Business District on certain property in Orient, N.Y.
~oW, THEREFORE, BE IT RESOLVED: That a public hearing will be held by
the Southold Town Board at the Supervisor's Office, on Thursday, Feb.
2!, 1963 at 7:30 P~M. on the above, mentioned petition and that the
Town Clerk be and he hereby isauthorized and directed to cause a
notice of said hearing to be published in the Suffolk T~me~pursuant
to the requirements of law~.

WHEREAS, the Town Board of the Town of Soul, old has heretofore referred
to the Southold Planning Board for its reco~%~endation and report, pro-
posals to amend the Southold Town Building Zone Ordinance by amending
Article V, as follows:
1. That Section 500 of Article V of the Building Zone Ordinance of the
Town of Southold be amended to read as follows;
SECTION 500 - In the "C" Industrial District, all buildings and premises

may be used for any use~except that the following uses may be permitted
only as a~.Specialexception by the Board of Appeals, as hereinafter set.

II~-By amending Article V Section 500, Subdivision I of the Building
Zone Ordinance to read as follows:
1 - Abbatoirs
III.~B~amending Article V Section 500 Subdivision 17 of said ordinance
to read as follows:

IV. By amending Article V 'Section 500 Subdivision 34 of said Ordinance
to read as follows:

WHEREAS, Herbert Rosenberg has, for the past six years, served the
TO~n~'of SO~thold as a member of the Southold Town Board of Appeals, and
W~R~AS,' the said Herbert Rosenberg has tendered his resignation as such
member of the Board of Appeals,
RESOLVED:~That the Town Board ~oes hereby recognize the excellent,
energetic and nintelligent service that Herbert Rosenberg has r~ndered
the Town of Southold during his years as a member of the Board of
Appeals. We feet that the efficiency and prestige which the Board of
Appeals has attained has been in large measure due to his earnest efforts
and ~ntiring devotion.
RES~L~ED FURTHER, That in recognition of his services to the Town of
Southold as a member of the Board of Appeals, the Town Board present
Herbert ~oSenberg with a copy of this resolution as an expression of
its sincere appreciation of his se=vice to the community.

RESOLVED: That the Town Clerk be and~he hereby is~directed to request
the Long Island Lighting Company to install three (3) 100 c.p. aerial
lights on Pat Lane and Cindy Lane in the Mattituck ~1 Lighting District
and two (2) 100 c.p. aerial lights on pole ~3 Deer Drive and pole
westphalia Avenue as indicated on map survey dated 1R-19-62.

WHEREAS~ by resolution duly adopted by this Board on the 7th' day of
November, 1962, a public haaring was authorized to be held in the_~_matter
of the amendment of the Southold Town Ordinance regulating the bur~ning
of rubbish, and
WHEREAS, said hearing was held by the Town Board on the 2~th day. of
November, 1962 at which time all interested persons were given an
opportunity to be heard, and
WHEREAS, this Board deems it in the best interest ~f the Town of Sout~
old that Section 5 of. said ordinance be amended to..provide, that a vio-
lation of said ordinance be deemed an offense ~rather than a misdemeanor,
NOW, THEREFORE, BE IT RESOLVED that the Southold Town ordinance entit-
led "Southold Town Ordinance. regulating Burning of Rubbish,:..adopt&d
on May 21, 1957 be and the same hereby is amended to read as follows:
1. Section 5 of the Southold Town ordinance entitled "Southo~ ToWn~
Ordinance regulating the Burning of Rubbish" is hereby amended., to ~read
as follows:
Section 5. Penalties.
Any vi~lation of ~is ordinace shall be deemed an offense and s~alt~'~ be
punishable by a fine of not more than $50.00.
BE IT FURTHER RESOLVED: That the Town Clerk be and he. here~y i~, au~thor-
ized and directed to enter the aforesaid amendment in the Town Board
minutes and to post and publish notice of the adoption of said, amend-
ment as required by the Town Law.

RESOLVED: That the Building Inspector ,. Howard M. Terry, of the ToWn of
Southold be and he hereby is authorized to attend Eas&ern state School
for Building Officials at Hotel New Yorker, New York, N.Y. on February
21& 22, 196~, and be it further
RESOLVED: That registration fees not exceeding $10.00 and all actua~l
and necessary expenses of travel, meals and lodging incurred wb~i!!e
attending said school be a legal charge agaia.st the Town.

Mr, Conklin and Mr. Pushee of the Long Island Lighting CompaDyappeared
before the Town Board in regard to the light failure during the recent
storm. They explained that salt spray and high winds had caused many
shorts on the Cuaseway between East Marion and Orient. They repQrted
that e~uipment had been ordered by the Company to wash salt fromthe~
wires and that heavy insulators would be installed to try to overcome
this trouble.
Mr. Clement Booth spoke to the Board about trying to keep the orient
FerFy in operation, Mr. Albertson said that he had already.int~gd~ced
a resolution to the county Board to do just that ....... - ~

WHEREAS, the _Town Board of the Town of Southold .is advised th~p~suant
to.contract, the New London Freight Lines, Inc., which operates
ferry from Orient Point in the Town of Southold across Long ~Isl&nd~.~ound
to New London, in the State of Connecticut, has been transpo~in~.er~-
ployees~of the Federal Government to and from Plum Isla~d~
period of time, and
WHEREAS, the Town Board of the Town of Southold is also advisgd that
the United states Government proposes to discontinue e~gagimg th/!Sl.
transportation service and proposes ~o~provide governmentaltran.~gr-
ration for the aforesaid employees to and from Plum Island,;a~d
WHEREAS, the Town Board of the TOWn of Southold is advised that the loss
of re~en~9 ~Q~ow%ng~.sUch a d%sqonti~ua~e will necessi%ate a~ discon-
tinuance ~of'theferry service between~LOngIs!and and New England except
during the three summer months period, and
WHEREAS, this Town Board considers that such a curtailment of ferry service
would seriously and adversely affect the economy of Suffolk County, the
Town of Southold, and the traveling convenience of the public generally,
now, therefore, be it
RESOLVED: That-'~%his .Board most earnestly requests that the appropriate
authority ~f the United States Government reconsider this matter and
endeavor to negotiate a Contract for the transportation of its employees
to and from Plum Island which will be agreeable both to the Department
of Agriculture and to the New London Freight Lines, Inc.

MEETING OF FEBRUARY 13, 1963.
The week of February 1t, 1963 being Boy Scout Week, ~ive Boy Scou~s
of the Town of Southold acted as officers in the various departments
of the Town. Their purpose was to acquire some knowledge of how the
Town Government is conducted. The Boys spent the morning in the various
offices and at noon they were taken out to lunch after which they
attended the Town Board meeting. Supervisor Albertson had them conduct
part of'the meeting, each one representing a member of the Town Board.
The bo~s thanked the Town Board for their day of experience in office
and Said they had learned a great deal about the government of the
Town. The Boy Scouts included Thomas DiXOn of Cutchogue, David Corwin
of Greenport, Daniel Thompson of Southold, Dennis Haeg of Mattituck
and Fernando Jiminez of Orient.
The Southold TOWn BOard met at the office of supervisor Lester M.
AlbertS0nat Greenport, on Wednesday, Feb. 13, 1963. The meeting was
called to order at 3:00 P.M. with the following present: Supervisor
Albertson; Councilmen Demarest and Grathwohl; JuStices Tuthill and

Miss zina ChUgin appeared before-the Board to complain about thee road
r; by the Highway Department causing the. water to run on
her said that he and the Highway
Superintendent would investigate the situation.
