The Southold Town Board met at the office of the Supervisor, Lester M.
Albertson, at Greenport, on Tuesday, June 12, 1962 at 3:00 P.M. with the
following present: Supervisor Albertson; Councilmen Demarest and Grathwb~;
Justices Tuthill and Clark; Supt. of Highways Price and Town, Clerk Richmond.
Moved by Justice Tuthitl; seconded by Councilman Demarest;
RESOLVED: That the minutes of the meeting of May 29, 1962, be and they
hereby are duly approved.
Vote of Town Board: Ayes-Supervisor Albertson; Councilmen Demarest and
Grathwohl; Justices Tuthill and Clark.
Moved by Councilman Demares; seconded by Justice Clark;
RESOLVED: That the next regular monthly meeting of this Town Board will
be held at the office of the Supervisor, Lester M. Albertson, at 16 South
Street, Greenport, N.Y. on Tuesday, June 26, 1962, at 3:00 P.M.

RESOLVED:.That the report of Supervisor Lester M. Albertson for the five

WHEREAS, the Southold American Legion GTG Post ~803, $outhoid, N.Y. has
applied to the Town Clerk for a Bingo License, and
WHEREAS, THE Town BOard has examined the application and after.inVestig-
ating the matter, duly made findings and determinations as required by law,
NOW, THEREFORE, BE IT RESOLVED: That the supervisor be and he hereby is
authorized and directed to execute on behalf~of the Board the~?f~dings
and determinations required by law and it is further
RESOLVED: That the Town Clerk be and he hereby is direct~ed to issue a
Bingo license to the Southo!d ~me~ican Legion GTG Post ~3.

WHEREAS, Mattituck Fire Department, Mattituck, N.Y. has applied to the Town
Clerk ~br a Bingo License, and
WHEREAS, the Town Board has examined the application and after investig-
ating the metter, duly made findings and determinations as required by law,
NOW, THEREFORE, BE IT RESOLVED: That the SupervisOr be and he hereby is
authorized and directed to execute on behalf of the Board the findings
and determinations required by law and it is further
RESOLVED: Tha~ the Town Clerk .be and he hereby ~s directed to issue a
Bingo License to the Mattituck Fire Department.

W1EEREAS, MatColm P. Rackett~, applied to the Town Board for a single trailer
permit dated June t2, 1962,
NOW, T~EREFORE, BE IT RESOLVED: That the application of Malcolm P. Rackett
to locate a single trailer on his property, corner lot, Bailey Ave. and
~a~lin Place, Greenport, N.Y. ben, and hereby is granted for storage for
a period of one year.

WHEREAS, 'residents of Matt~tuck Creek have requested the Town Board to
regulate the speed of boats in said creek, Mattituck, N.Y., and
WHEREAS, the Town Board has investigated the boat operations in said creek
and is of the o~inion that in the interest of safety the speed of boats
should be limited in said area,
NOW, THEREFORE, BE IT RESOLVED: That no person shall operate a boat in
the waters of Mattituck Creek, at Mattituck, N.Y. at a speed greater than
five (5) miles an hour, and be it further
RESOLVED: That the Supervisor be and he hereby is authorized and directed
to cause notice of such speed limit to be posted in appropriate places in
said ~ek.

kEqEREAS, ~the St. Agnes Society, Greenport, N.Y. has requested permission
to use Wiggins Street for recreation and activities connected with the
school on June 19, 1962 between the hours of 9:00 ~4 and 11:00 PM,
NOW, THEREFORE, BE IT RESOLVRD: That Wiggins Street be closed to public
traffic at 7th Street, Greenport, from 9:00 AM until t1:00 PM on June 19,62.

WHEREAS, residents of James Creek have requested the Town Board to regulate
the speed of boats in said creek, Mattituck, N.Y., and
WHEREAS, the Town Board has investigated the boat operations in said creek

WHEREAS, residents of Gull Pond have requested the Town Board to regulate
the speed of boats in said creek, Greenport, N.Y., and
WHEREAS, the Town Board has investigated the boat operations in said creek
and is of the opinion that in the interest of safety the speed of boats
shOuld be limited in said area,
NOW~ THEREFORE, BE IT RESOLVED: That no person shall operate a boat in the
waters of Gull Pond at Greenport, N.Y. at a speed greater than five (5)
miles per hour, and be it further
RESOLVED: That the Supervisor be and he hereby is authorized to cause notice
of such speed limit to be posted in appropriate places in said creek.

RESOLVED: That Supervisor Lester M. Albertson be~ and he hereby is auth-
orized and directed to advertise for bids for proposals to furnish to
the Town of Southold 300 Landing Mats for use as boat ramps.

Grathwohl; Justices Tuthill and Clark.

RESOLVED: That Albert W. Richmond, Town Clerk, of the the Town of Southold,
be and he hereby is authorized to attend Town Clerk School in ~haca at
Cornell University, N.Y. July 9, t0, 11, 1962, and be it further
~RESOLVED: That the necessary expenses incurre~ while attending said
school be a legal charge against the Town.

WHEREAS, the Cont.ingent Fund-Full Town in the Annual Budget for the
current fiscal year is $8D00.00, and
WHEREAS, of such sum appropriated $8000.00 remains unexpended to date,
NOW, TF~EREFORE, BE IT RESOLVED: That $500.00 of said unexpended balance
be and ~he same is transferred to Drainage Area, General and that the
amount heretofore appropriated for said purposes be and the same hereby
is increased in the amount of $500.00.

NOW, THEREFORE, BE IT RESOLVED: That $1000.00 of said unexpended balance
be and the same is transferred to Town Officers-Other Expenses and that
the amount heretofore appropriated for said purpose be and the same
hereby is increased in the amount of $1000.00

WHEREAS, the Cutting Weeds Fund in the Annual Highway Budget Item 4 for
the Current fiscal year is $6,000.00, and
WH?~REAS, of such sum appropriated $6000.00 remains unexpended to date,
NC~Y, THEREFORE, BE IT RESOLVED: That $5000.00 of said unexpended balance
be and the same is transferred'to, other Misc. Expenses, Item 4 of the
Highway Budget and that the amount heretofore appropriated forsaid
purposes be and the same hereby is increased ink,the amount of $5000.00.

RESOLVRD: Thht all offices of the Town Cl~rk Building, Southold, N.Y.
be closed all day Saturdays during the months of July and August and the
first Saturday in September.

Supervisor Lester M. Albertson appointed Justice Clark and Justice Tuthill
to be on a committee with him-to study a code of ethics for the Town Of
Southold.

RESOLVED: That Thomas J. Byrnes, Southold, N.Y. be appointed a Special
Bay Constable from June 15, 1962 to September 15, 1962 to police Town
waterways.

RESOLVED: That ThomasReeves, Mattituck, N.Y. be appointed a Special Bay
Constable from June 15, 1962 to septenf~er 15, 1962 to patrol Town waterways.

RESOLVED: That General Bills in the amount of $29,041.84; Lighting District
Bills in the amount of $2,785.53 and Fishers Island Ferry District Bills
in the amount of $11,562.49 be and the same are hereby ordered paid.

IN THE MATTER OF THE EXTENSION OF ~HE WEST
GREENPORT LIGHTING DISTRICT IN THE TOWN OF
SOUTHOLD, COUNTY OFSUFFOLK, STATE OF NEW~'
YORK, PURSUAi~T TO ARTICLE 12A OF THE TOWN
LAW.
WHEREAS, a map or Plan relating to the proposed extension of the West
Greenport Lighting District, prepared by Otto W. VanTuyl & Son, competent
engineers and surveyors, duly licensed by the State of New York, in the
manner and in Ehch detail as has been determined by the Town Board of
Southold Town, has been duly filed with 'the Town Clerk of the Town of
Southold, in accordance with the requirements of Article 12-A of the Town
~aw, and
WHEREAS, an order was duly adopted by the Town Board of Southold Town on
May 29th, 1962 reciting the filing of said map or plan, the improvements
proposed, the boundaries of the proposed district, the estimated expense
thereof, the'proposed method of financing, the fact that the map or plan
describing the same are on file in the Town Clerk's Office for public
inspection, and stating all other matters required by law to be stated,
and specifying June 12, 1962 at 7:30 P.M. on that day, as the time, and
the Village Hall in the Village of Greenport in said Town as the place
where the said Town Board would meet to consider said map or plan, and to
hear all persons interested in the subject thereof concerning the same
and to take such action thereon as is required or authorized by law, and
WHEREAS, such order was duly published and posted as required by law, and
WHEREAS, a hearing on said matter was duly held by said Town Board on
this 12th day of June, 1962, beginning at 7:30 P.M. of that day at the
Village Hall in the Village of Greenport in said Town, and full discussion
of the matter having been had and all persons desiring to be heard having
been duly heard,
NOW, upon the evidence given upon such hearing and u~on motion of Justice
Clark, seconded by Councilman Demarest, it is
RESOLVED: and Determined:-
(a) That the notice of hearing was published and posted as required by
Law and is otherwise sufficient.
(b) That all property and property owners within the proposed district
are benefited thereby.

(c) ~nat all the property and property owners benefitted are included
within the limits of the proposed district.
(d) That it is in the p~blic interest to extend said West Greenport
Lighting District, and it is
FURTHER RESOLVED AND DETERMINED that the extension of the boundaries of
the West Greenport Lighting District as set forth in said map be approved:
and the improvements in said district be installed upon the requir'ed funds
being made available and provided ~or: and such district sh&ll be known a~d
as the Greenport East-West Lighting District in the Town Of soUthold a~signated
shall be bounded and described as follows:
BEGINNING at the southeasterly corner of theexisting
Greenport West Lighting District on the westerly b~und~
ary of the ~illage of Greenport; running thence south-
erly along said boundary to Pipes Cove; thence in a
general southwesterly direction along the shore Qf Pipes
Cove and Peconic Bay to the center of Mill Creek; thence
northeasterly and then northwesterly through said Mill
Cre~k and ARshamomaque Pond to a point on the extension
southeasterly of the southwesterly line of land of Ruch;
thence northwesterly along said extension and along said
southwesterly line of Ruch to North Road; thence across
North Road and then along the southwesterly line of land
of Faversham to Long Island Sound; thence n~rtheasterly
along Nong Island Sound about four miles to the east
Marion Lighting District; thence southeasterly then north-
easterly then southeasterly then southwesterly then south-
easterly along said East Marion Lighting District to
Gardiner ' s Bay; thence southwesterly along Gardiner' s
Bay about 3,000 feet to the Village of Greenport; thence
along the boundary of said Village of Greenport north-
westerly then southwesterly then southerly to the north-
erly line of Front Street; thence along said West Greenport
Lighting District generally southerly to the point of
beginning.
The boundaries described are intended to include all property within said
boundaries referred to and as shown in the map on file in the Town Clerk's
Office, and it is further
RESOLVED: that the method of financing said improvements monsist of
assessments levied on benefited real property withinsaid district,
and it is further
RESOLVED: that this resolution is subject to a permissive referendum as
provided in Section 209-e of the Town Law.

Grathwohl; Justices Tuthill and Clark.
The resolution was thereupon declared duly adopted.
