The meeting began at 7:10 p.m. with four LPC members present. Adoption of Meeting Minutes: ?? Adoption of minutes from August 9, 2005 MOTION made by John Sepenoski, seconded by Fred Lee, to accept minutes of the September 20, 2005 meeting. Motion carried 4/0. EXECUTIVE SESSION. The members entered into Applications: ?? SHUR PROPERTY SCTM #: 1000-94-3-1.6 Location: 4050 Soundview Avenue, Mattituck Total Acreage: 16.71 acres (GIS 17.11 acres) Zoned: A-C & R-80 FWet: 0 MWet: 0 CPF: Yes Reviewed appraisal. [executive session] Prior to executive session, Tim Caufield updated LPC on meeting he had with new owners of Magg property (property located south of Shur). New landowner interested in reserving area behind small “out” parcel to west of parcel for barn/horse area and selling easement on rest. With regard to the Shur property, Peconic Land Trust requested some sense of Land Preservation Committee’s offer so Peconic Land Trust could then decided whether or not to make offer on property. MOTION made by Eric Keil, seconded by Craig Arm, to confirm Land Preservation Committee’s commitment to the Peconic Land Trust in providing Town funding towards the purchase of a development rights easement on this farmland. Motion carried 5/0. ?? MEYER PROPERTY SCTM #: 1000-96-5-14 & 1000-102-2-23.5 Location: 31025 Route 25, Cutchogue Total Parcel Acreage: 20.1666 acres TPDR Acreage: ±9.0 acres Unprotected Acreage:±11.1666 acres (GIS 11.0 acres) Offered PDR: ±5 acres Zoned: A-C & R-40 FWet: ±0 acres CPF: Yes Reviewed change to PDR easement and offer. [executive session] Last month, LPC made offer to Sandy Meyer for a 5 acre easement without any road frontage included. Sandy met with Melissa Spiro on October 4, 2005, and offered a revised area including an additional acre with 60 feet of road frontage along Main Road (Route 25) located to the left (west) side of farmstand continuing back (northerly) to the originally offered 5 acre area. MOTION made by John Sepenoski, seconded by Fred Lee, to increase offer price per acre for a development rights easement on this 5-6 acre area. Motion carried 4/1. END OF EXECUTIVE SESSION General: ?? Reviewed certified letter from M. Konkotosta to Ray Blum re: removal of properties from Community Preservation Project Plan MOTION made by Ray Huntington, seconded by Craig Arm, to direct Melissa Spiro, Land Preservation Coordinator, to send letter to Mr. Kontokosta indicating that listing of any property on the Community Preservation Project Plan does not restrict or encumber the sale, value or use of the property; therefore, the Land Preservation Committee does not recommend removal of the properties from the list. Motion carried 5/0. ?? Tim Caufield to lead discussion re: appraisals and bargain sale. Tim distributed written information to LPC members. ?? Tim Caufield presented DVD on affordable farmland. Presentation made. ?? Melissa’s confidential status report on LPC projects. Add-on to Agenda: ?? Standardized number for PDR’s. During the Shur discussion held earlier in the evening, the Land Preservation Committee discussed the possibility of coming up with a standardized number for the purchase of development rights that would be the number used for a certain period of time. Number would be adjusted (point system) for certain attributes of property. Melissa Spiro to review this concept in further detail. Next Regular Meeting: ??
