Dear Mr. Henmann:
The following action was taken by the Board of Town Trustees during its Regular
Meeting held on Wednesday, December 15, 1999 regarding the above matter:
WHEREAS, En-Consultants, Inc. on behalf of JOHN LARSEN applied to the Southold
Trustees for a permit under the provisions of the Wetland Ordinance of the Town of
South old, application dated November 26, 1999, and,
WHEREAS, said application was referred to the Southold Town Conservation Advisory
Coundl for their findings and recommendations, and,
WHEREAS, a Public Hearing was held by the Town Trustees with respect to said
application on December 15, 1999, at which time all interested persons were given an
opportunity to be heard, and,
WHEREAS, the Board members have personally viewed and are familiar with the
premises in question and the surrounding area, and,
WHEREAS, the Board has considered all the testimony and documentation suhmitted
concerning this application, and,
WHEREAS, the Board has determined that the project as proposed will not affect the
health, safety, and general welfare of the people of the town,

NOW THEREFORE BE IT,
RESOLVED, that the Board of Trustees approved the application of JOHN LARSEN to
construct a two-story, one-family dwelling with attached first and second story decks; a
pervious driveway; a sanita.'Y system; and a drinking water well; and establish and
maintain two non-disturbance/non-fertilization buffers adjacent to freshwater wetlands,
all as depicted on the site plan prepared by Joseph A. Ingegno, last revised October 22,
1999. Fill created from house excavation will be used on-site for regrading as indicated
on site plan.
BE nr FURTHER RESOLVED, that this determination should not be considered a
determination made for any othe.· department or agency which may also have an
appli,:ation pending for the same or similar project.
Permit to construct and complete project will expire two years from the date it is signed.
Fees must be paid, if applicable, and permit issued within six months of the date of this
notification.
Two ¡inspections are required and the Trustees are to be notified ·upon completion of said
project.

SOUTHOLD TOWN
CONSERVATION ADVISORY COUNCIL
A meeting of the South old Town Conservation Advisory Council was held Monday,
December 6, 1999. The following recommendations were made:
Moved by Richard Smith, seconded by Abby Cochran, it was
RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of
the Wetland Permit Application of JOHN LARSEN 59-5-23 to construct a two-story,
one··family dwelling with attached first and second story decks; a pervious driveway; a
sanitary system; and a drinking water well; and establish and maintain two non-
disturbance Inon-fertilization buffers adjacent to freshwater wetlands. Fill created from
house excavation will be used on-site for regrading.

The· CAC recommends Disapproval because the proposed construction is too close to
both sets of wetlands which would have an adverse impact on the wetlands, as well as
the site being an important part of an important ecological system.
