Commencement:
· The meeting began at 7:07 p.m. with four LPC members present.
Adoption of Meeting Minutes:
· Adoption of minutes from September 6, 2005
MOTION made by Fred Lee, seconded by Ray Blum, to accept minutes of the
September 6, 2005 meeting. A blue 2005 Suffolk County Tax Map book was
handed out to Michelle Zaloom.

Reviewed new application for PDR.
Melissa Spiro, having personally met with the landowner, reported to the LPC
members the landowner's intention to preserve two vacant parcels. The
landowner owns three lots, two vacant and one with a house that seems to
straddle the property line between the two smaller lots. The landowner is offering
an easement over all 3 lots limiting development to no more than the existing
dwelling. Easement would likely allow for re-building of existing dwelling.The
largest lot of 5 acres is now overgrown and was once part of a sand-mining
operation. Members present expressed an interest in preserviing the parcels, the
largest lot being adjacent to a working farm, if the landowner's financial
expectations are reasonable. Melissa instructed to contact landowner for
addional information and report back to the committee before any motion would
be made for commissioning an appraisal.
The Members entered into EXECUTIVE SESSION for the purpose of discussing
a possible purchase price.

Reviewed change to Conservation Subdivision design.
"Concept Plan Four", dated September 14, 2005, as prepared by Peconic Land
Trust, shows movement of a proposed 1.3 acre reserved area into the farmed
area rather than designing the subdivision with the lots within the wooded area
as originally proposed. LPC generally acceptable with the change in location, but
would like to see the building area, at least half, within the wooded area. Melissa
Spiro instructed to discuss with applicant.

Reviewed amended offer.
Sandra Meyer, in a telephone conversation with Melissa Spiro, amended her
preservation land offer to include some road frontage. Landowner will need to
further define area being offered for a development rights easement. This matter
will be reviewed at the next LPC meeting providing such information is obtained
by that date.
General:
· Reviewed certifed letter from M. Kontokosta to Ray Blum re: removal of
properties from Community Preservation Project Plan
Requested properties to be removed included a +17 acre parcel owned by KACE
LI, LLC (SCTM #'1000-40-3-'1, zoned HD) on Route 46 in Greenport and
surrounded on three sides by Moores Woods; a +31 acre parcel owned by
QUAD Enterprises Co. (SCTM #'1000-55-5-'17, zoned R-60) on Boisseau
Avenue in Southold located north of Dully preserved farmland; and a +60 acre
parcel owned by JEMCO Realty Associates, LLC (SCTM #'1000-35-'1-24,
zoned R-60) on Route 25 in Greenport adjacent to Peconic Landing.
Ray Blum recused himself from further discussion, leaving a quorum unavailable
for a vote to take any action. Melissa Spiro instructed to contact Michael
Kontokosta, Esq. and explain that since a majority of voting members were not at
this meeting, no action could be taken at this time, and to inform Mr. Kontokosta
that his letter would be reviewed at next LPC meeting.

Outreach letter to be sent to landowner for the possible preservation of open
space along Wells Road in Peconic.
