N & O Horticultural Products Ltd., dba J~nan Keil Nursery, is currently in the process of cutting perimeter tree branches "to allow more sun" to hit the modest berm that was part of the original site plan for his greenhouse operation. I spoke with the foreman, who indicated that they were going to plant privet hedge to replace the arborvitae that had not survived. (I requested that they consider pine or cedar trees instead.) My concern is twofold: first can the plantings be changed without approval? As it is, his pruning is removing the little bit of high screening we have from this factory operation in the summer. Evergreens on this puny little berm are the only plantings that will eventually block this eyesore in the winter. If sunlight is the issue - why can't he move his berm further away from the property line - he has 17 acres compared to my 1 acre, or all the half acre residential lots abutting this property line. A much bigger buffer should be added to our town code to enforce manners and good neighborliness. Would you like to live next to this noisy, unsightly neighbor - well neither do I! Secondly, additional greenhouses have been erected. Were these greenhouses part of the original site plan, and if not, who is responsible for enforcement of the plan? If he has flaunted the rules - why isn't he required to remove the offending buildings? The average taxpayer would have to if we dared do something similar. Is it because he is again under the shield of agricultural use? We came before the board when the original site plan was approved, and were not treated well. The agricultural community was there in force, including most prominently, pugnacious Mr. Norman Keil. He indicated that he was a good neighbor in St. James where he has another greenhouse operation in a residential area. He neglected to say that the only reason he was a good neighbor was because he feet were put to the fire by wealthy, politically connected neighbors who forced him to be a good neighbor. He has thumbed his nose at Southold at every turn, getting away with putting in semi permanent housing for his workers, and erecting additional greenhouses. Maybe he thinks that we are a little more laid back in Southold so he can get away with it? Is this true, and if so why? I speak as one small voice against a much louder, more powerful, more politically connected group when I tilt my lance at this greenhouse grower, or any greenhouse grower; part of the apparently sacrosanct "agricultural" community. My family's quality of life and the value of my home have been negatively impacted with the arrival of a greenhouse factory in the middle of a primarily residential area. In the winter my house vibrates as the result of the loud heating plant next door. At all times of the"year large trucks come and go, I get to listen to all the "endearing" noises of a factory right down tothe ubiquitous coffee truck horn at different times of the day! I now have a beautiful vista of plastici and the assorted detritus associated with "farming" such as irrigation pipes and derelict vehicles. I get to smell the lovely odor of burning garbage at night. You notice that I put agricultural and farming in quotes. When the average taxpayer thinks of the benefits of supporting our agricultural community and saving open space, I do not believe they have greenhouses in their minds eye. Farming usually conjures up open fields of corn, potatoes and grain - not plastic and glass. Greenhouses are factories plain and simple. They should be held to the same building standards and codes as the rest of us including setbacks, permits and dare I say tax burden! Tax breaks for agriculture were originally conceived to help the farmer survive nature's whims in an effort to bring food to market. The current trend in growing should be classified as manufacturing - these growers are not at the mercy of mother nature in their plastic and glass factories, nor are they for the most part raising edibles. If a glue factory decided to come and build in our community, would they be given the same carte blanch to clear deciduous woods, build with little oversight, and not have the same code setbacks and restrictions as the rest of us? (You could stretch it and call a glue factory agricultural.) Why do they continue to be allowed special privileges to override the codes we have in place to keep us all good neighbors, all in the name of agriculture. Also, why are we buying their development rights with my tax dollars? I would rather have had 7 houses next door, as allowed in current 2 acre zoning, than this noisy, nasty neighbor. What is the point of buying the development rights - what else can you do now with this denuded, polluted piece of land to the betterment of this community and our future generations? I understand that the global market in farming is changing, and that our farmers are changing to stay in the game, but we should be able to do that in a way that everyone is a good neighbor. I understand that this is a lengthy letter, with many points. My advertising guts say you won't assimilate the majority of the text because it is long. But, I have to say it. I would like to take this opportunity to address these issues in this letter to you and to the other Planning Board members. The cleating of farmland is one of these issues. As a farmer this was not done by choice but rather by economic necessity, the expenditure while considerable was required to preserve an agricultural business as viable. The clearing could have extended fi.om property line to property line with no regard to my neighbors. Out of concern for the existing esthetic, a vegetated buffer was left adjoing my neighbors propert~ and along Westphalia Rd. Additionally where I have my loading and parking area I have purchased 125 8'- 9' arborvitae to plant on top of a 500' berm for additional privacy for my neighbors along Bennets Pond Lane. The arborvitae are expected to grow to a height of at least 20' and the berm will help contain any rulloff. This work should be started and completed in the coming week. To contain runoff in the area that was cleared a special landscape fabric has been installed on top of the ground to prevent erosion and to allow natural drainage through the porous fabric. Additionally as the property has a natural slo~ to the south a swale was incorporated in a east - west direction across the area to minimize erosion and runoff The construction of the new greenhouse will also mitigate erosion and runoff as all roof drains are directed to dry wells. In general it is arguable that the land clearing and proposed construction will have an insign/ficant or no impact as to erosion or runoff. With regard to access to the property, there is a single driveway approximately 15' wide servicing the residence and the loading and parking areas. This past summer the driveway was paved in response to a neighbors concern regarding dust from vehicles entering and leaving the property. There is no other practical location for an additional driveway nor is there any foreseeable need for one. For over 30 years I have had a very good relationship with my neighbors in Head of Harbor where I have 15 acres of farmland and greenhouses. I have maintained that relationship by being concerned and responsive to their quality of life, as in paving the driveway to eliminate dust blowing across the street on my neighbors automobiles. My own concern at this point is as a farmer, I cannot dictate when a crop must be planted, I have to follow a schedule to be ready for market. With the onset of winter and the possibilities of further delays I am agreeable to any reasonable solution to expedite this project.
