A meeting of the Southold Town Conservation Advisory Council was held Wed., August
17, 2005 at Down's Farm Preserve.

CALL TO ORDER
Member Doris McGreevy called the meeting to order at 6:00 PM.
CHAIRMAN'S ANNOUNCEMENTS
Chairman Don Wilder was absent.
REPORTS
Member Doris McGreevy distributed a checklist created by Jennifer Mannino to utilize
on future inspections.

The members discussed the revisions to the brochure and agreed to incorporate Jack
McGreevy's road run-off ideas into the brochure.
The Board of Trustees have set a Public Informational Meeting to discuss the proposed
Mooring & Anchorage Chapter of the Town Code for Thurs., Aug. 25, 2005 at 7:00 PM
in the Meeting Hall.
APPROVAL OF MINUTES
Moved by Doris McGreevy, seconded by Jack McGreevy, to Approve the Minutes of
July 13, 2005.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Doris McGreevy, seconded by Jack McGreevy, it was
RESOLVED to TABLE the Wetland Permit application of ANTHONY AND JOANNE
KROPP to reconstruct the existing shed, construct first and second floor additions to the
dwelling, increase the front deck, and replace the existing sanitary system.
Located: 360 Riley Ave., Mattituck. SCTM#143-5-8
The CAC Tabled the application because the project was already started and the
project appeared to be too close to the wetlands.
Vote of Council: Ayes: All
Motion Carried
Moved by Jack McGreevy, seconded by Doris McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
CONDITIONS of the Wetland Permit application of VINCENT & EILEEN FLAHERTY to
maintain and replace the existing marine structures. Construct 351' of new bulkhead
immediately in front of and within 18" of existing bulkhead on south side of property.
Remove and replace a portion of existing wooden deck to allow installation of backing
system for bulkhead. Stabilize 60' of existing east bulkhead by installing HDPE
sheathing below bottom stringer. Repair hole in short return section of existing east
bulkhead using HDPE sheathing.

The CAC recommends Approval of the application with the Condition the bulkhead
remains in line with the neighboring bulkheads and a 10' non-turf buffer is installed
landward of the bulkhead.

Moved by Doris McGreevy, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
CONDITIONS of the Wetland Permit application of ROBERT SWING to construct a
second-story addition to the existing single-family dwelling.
Located: 4295 Bayshore Rd., Southold. SCTM#53-6-24
The CAC recommends Approval of the application with the Condition gutters and
drywells are installed to contain the roof run-off and a 10' non-turf buffer is installed
landward of the bulkhead.
Vote of Council: Ayes: All

Moved by Jacob Smith, seconded by Jack McGreevy, it was
RESOVLED to TABLE the Wetland Permit application of LEO ALESSl to install a 36'X
16' swimming pool contiguous with the existing ground floor wooden deck on the
southeastern side of the existing two-story frame house, and to extend said deck to
wrap around the short sides of the proposed pool.

The CAC Tabled the application because the project was not staked.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of BRIAN MCGINN to remove 126' of
old, deteriorated wood bulkhead and replace with 126' of vinyl sheathing.
Located: 645 Watersedge Way, Southold. SCTM#88-5-61.1
The CAC recommends Approval of the application with the Condition a 10' non-turf
buffer is installed landward of the bulkhead.

AMELIA P. MANClNI to construct a first and second floor addition to the existing
dwelling and to extend the existing deck.
Located: 600 Grove Rd., Southold. SCTM#151-6-25
The CAC did not make an inspection, therefore no recommendation was made.

Moved by Doris McGreevy, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southoid Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of PATRIClA GILCHRIST MANClNO
to remove and replace (in-place) a +/-91' section of existing timber bulkhead with vinyl
bulkheading; construct a 12' westerly return; and backfill with approx. 25 cy. clean sand
to be trucked in from an upland source. Remove and replace (in-place) an existing 32'
Iow-profile timber groin with a 32' Iow-profile vinyl groin; remove and replace (in-place)
an existing 53' Iow-profile timber groin with a 47' Iow-profile vinyl groin, and construct
3'X 4.5' timber steps to beach.

The CAC recommends Approval of the application with the Condition a 20' non-turf
buffer is installed landward of the bulkhead.

RESOVLED to recommend to the Southold Town Board of Trustees APPROVAL of the
Wetland Permit application of GEORGE & MARY PAVLIClN for the existing beach
stairs built in 1978.
Located: 2500 Sound Dr., Greenport. SCTM#33-1-13
Vote of Council: Ayes: All

Moved by Doris McGreevy, seconded by Jacob Smith, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
CONDITIONS of the Wetland Permit application of DAVID HOFFMAN to rehabilitate the
existing boat house and repair in-kind, including stucco at existing masonry walls, new
wood doors, slab, and new terrace over existing.
Located: 1230 Ruch Lane, Southold. SCTM#52-2-36
The CAC recommends Approval of the application with the Condition there is minimal
disturbance to the surrounding wetland vegetation and the project is consistent with the
LWRP.

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND PERMITS

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Amendment application of JOHN & PATRICE KEITT to Amend Permit #5883 to re-
shingle and re-roof the entire house and re-construct landward entry porch in-kind.
Located: 280 Basin Rd., Southold. SCTM#81-1-19
Vote of Council: Ayes: All

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Amendment application of JOSEPHINE GElS to Amend Permit #35 to repair the
existing 3'X 8' catwalk, 3'X 12' hinged ramp, and 6'X 20' floating dock.

PHILIP AND DEBRA RYBECKY to Amend Permit #1191 to remove all of the existing
asphalt area (driveway and area near creek) and repave an area of asphalt approx.
30'X 32' for parking and basketball.
Located: 1065 Fleetwood Rd., Cutchogue. SCTM#137-4-24
The CAC did not make an inspection, therefore no recommendation was made.

RESOLVED to TABLE the Amendment application of STEVEN & ANDREA KOLYER
to Amend Permit #5672 to expand the existing fixed platform from 5'X 9' to 5'X 13' and
to add (5) 8" diameter pilings.

The CAC Tabled the application because the applicant should be required to submit a
professionally certified plan with accurate measurements of the proposed addition to the
docking facility and location of pilings.

Moved by Jack McGreevy, seconded by Doris McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Amendment application JLH ASSOCIATES, LLC to Amend Permit #5981 to relocate
the foundation 15' to the west and change the side-entry garage to a front-entry garage.

The next meeting of the Conservation Advisory Council has been scheduled for Wed.,
September 14, 2005 at 6:00 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 7:30 PM.
