Applications: · PARADISE POINT HOLDING CORP. PROPERTY: SCTM #: 1000-81-2-5 Location: 695 Paradise Point Road, Southold Total Acreage: +19.95 acres PDR Acreage: +12 acres Zoned: A-C FWet: +3.83 acres CPF: Yes Planning Staff attended to discuss conservation subdivision proposal. (7:00 p.m. appointment) Town of Southold's Senior Environmental Planner, Mark Terry, presented landowners latest version of conservation subdivision proposal for three residential lots, of approximately one acre each, with remaining land offered for fee title purchase by Town. Proposal showed lots set back from Paradise Point Road. The LPC members suggested that one of the three proposed building lots, be relocated towards Paradise Point Road to include road frontage rather than intruding into the proposed open space area. Land Preservation Committee in favor of procedding with appraisal if landowner agrees to move lots and design allows for trail easement over landowners adjacent parcel on North Bayview Road. · PIPES COVE AREA Randy Parsons of The Nature Conservancy gave update re: projects within Pipes Cove Area (7:'15 p.m. appointment) Randy Parsons distributed hand-out sheets consisting of an aerial of the Pipes Cove area with lots identified by number and a corresponding key to further identify the parcels and the status of each. Properties were discussed in numbered order. Randy will continue follow-ups with interested landowners, and attempt further outreach on other parcels. It was suggested that some lots be dropped from the list, or that no outreach be done until a more significant parcel was preserved in the specific area. · MEYER PROPERTY SCTM #: 1000-102-2-23.5 Location: 31025 Route 25, Cutchogue Total Parcel Acreage: 20.1666 acres TPDR Acreage: +9.0 acres Unprotected Acreage:+11.1666 acres (GIS 11.0 acres) Offered PDR: +5 acres Zoned: A-C & R-40 FSNet: +0 acres CPF: Yes Reviewed new application offering additional land for PDR. Sandra Meyer (f/Ida Sandra Scott) met with Melissa Spiro and John Sepenoski to present a proposal to the Land Preservation Committee to expand, in a southerly direction, the 9.0 acre development rights easement that the Town purchased from her in 2004, to include an additional 5 to 6 acres. MOTION made by Ray Blum, seconded by Craig Arm, to direct Melissa Spiro to commission an appraisal on an additional 5 to 6 acre development rights easement located directly southerly from the 9.0 acre TPDR easement on the Meyer property, restricting placement of any future agricultural structures within the proposed easement area from the westerly side of the subject easement, but allowing structures within a designated area on the easterly side behind existing house and barns. Motion carried 6/0. Enzo Morabito, a real estate broker, met with Melissa Spiro and John Sepenoski to discuss the potential for the preservation of approximately 50 acres now for sale in the real estate market. As in the past, the LPC was unsure that these parcels were priority preservation parcels and decided to hold off any further discussions concerning this property until such time as the Southold Town Board finalizes and adopts the HALO boundaries. The members entered into EXECUTIVE SESSION. General: · Melissa Spiro's status report [executive session status of offers] but not discussed. END OF EXECUTIVE SESSION Informational: · Manzi (Oregon Landing I) - closing scheduled for Wednesday, August 24, 2005, at 10:00 a.m., in Melissa's office in the Land Preservation Department. Levin property - John Sepenoski gave an update on the continuing stewardship projects happening in Arshamomaque Preserve in Greenport. Wooden walkways have been built over wet areas located on a trail leading to a raised wooden observation platform. NOFO Associates (McFeely) property - John Sepenoski gave an update on this recent Town purchase of open space property that adds 30.785 acres to the existing preserved property that surrounds Laurel Lake in Laurel. John presented possible future uses for the existing structures that can be saved (stewardship center, pavilion, equipment storage) and insight as to what unsafe structures will probably be razed. He spoke of the potential for various projects. Adoption of Meeting Minutes: · Adoption of minutes from July 26, 2005 MOTION made by Craig Arm, seconded by Fred Lee, to accept minutes of the July 26, 2005 meeting. Motion carried 6/0. Next Regular Meeting: The next regular meeting will be held on Tuesday, August 23, 2005, in Conference Room, at 7:00 p.m. [This meeting cancelled at a later date.
