MINUTES
Wed., July 13, 2005

A meeting of the Southold Town Conservation Advisory Council was held Wed., July 13,
2005 at Down's Farm Preserve.

CALL TO ORDER
Chairman Don Wilder called the meeting to order at 6:00 PM.
CHAIRMAN'S ANNOUNCEMENTS
The Council reviewed the budget worksheet and submitted their requests for 2006 fiscal
year.
Chairman Don Wilder asked each member to review the proposed mooring code draft
and submit any comments to Doris for the public hearing on Mon., July 18, 2005.
REPORTS
Doris McGreevy distributed a brochure to each of the members that explains the
dangers of the use of pesticides on lawn areas.
APPROVAL OF MINUTES
Moved by Tom Schlichter, seconded by Jack McGreevy, to Approve the Minutes of
June 14, 2005.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Don Wilder, seconded by Doris McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of BELVEDERE PROPERTY
MANAGEMENT, LLC to remove approx. 300' of deteriorated timber bulkhead and to
install in place approx. 300' of new vinyl bulkheading, to install a 8'X 65' float dock, to
remove 150-200 piles and assorted debris and to establish a 57'X 140' area of tidal
wetlands plantings. Proposed bulkheading shall be "flood type" where on the north side
of the area of proposed plantings 2' panel openings will be established in 8 locations
and on the south side of the area of plantings, 11 panel openings will be established to
allow tidal water to flow through.
Located: First & Jackson St., New Suffolk. SCTM#117-8-20
The CAC recommends Approval of the application with the Condition the development
rights are deeded to the Town.

Moved by Doris McGreevy, seconded by Tom Schlichter, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of LOUIS GIGLIOLI to construct a first
and second-floor additions to the existing dwelling, construct new decks, remove the
existing attached garage, and construct a new three-car detached garage.
Located: 1275 Bungalow Lane, Mattituck. SCTM#123-3-17
The CAC recommends Approval of the application with the Condition gutters and
drywells are installed to contain the roof run-off.
Vote of Council: Ayes: All

Moved by Don Wilder, seconded by Doris McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of
the Wetland Permit application of LAUREL COUNTRY ESTATES PROPERTY
OWNER'S ASSOC. for the existing beach stairs.
Located: Peconic Bay Blvd., Laurel. SCTM#128-6-3
The CAC recommends Disapproval of the application because no pressure treated
lumber should be used within 100' of the wetlands. All treated lumber should be
removed as well as the existing fence to the left of the stairway.
Vote of Council: Ayes: All

Moved by Don Wilder, seconded by Jennifer Mannino, it was
RESOVLED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of BCB REALTY HOLDING CORP. to
demolish an existing building being used for a restaurant and construct an
office/medical building with apartments above and a bank building.
Located: 74825 Main Rd., Greenport. SCTM#45-4-8.3
The CAC recommends Approval of the application with the Condition all parking areas
within 100' of the wetlands are pervious and gutters and drywells are installed to contain
the roof run-off. The CAC also recommends the chain-link fence be removed and
replaced with a split-rail fence.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of ESTATE OF EILEEN O.
GOLDNER to construct a two-story, one-family dwelling located partially within 100'
jurisdictional area; install drainage system of drywells and public water service; and
establish a 50' non-disturbance/non-fertilization buffer adjacent to tidal wetlands
boundary.
Located: 435 Bay Home Rd., Southoid. SCTM#56-5-22
The CAC recommends Approval of the application with the Condition all un-cleared
areas remain natural.

Moved by Don Wilder, seconded by Jennifer Mannino, it was
RESOLVED to TABLE the Wetland Permit application of KAROL FILIPKOWSKI to
construct a single-family dwelling, deck, and driveway.
Located: 65390 Route 25, Southold. SCTM#53-5-2
The CAC Tables the application because the wetland line was not on the survey.
Vote of Council: Ayes: All

RONALD PA?TANIESE to construct a one-story addition to the existing single-family
dwelling.
Located: 400 Richmond Rd. East, Southold. SCTM#135-3-8
The CAC did not make an inspection, therefore no recommendation was made.

RESOVLED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of BARBARA & SANDY REIBLING to
renovate the existing single-family dwelling with a new a second-floor addition and add
a new leaching pool to the existing sanitary system.
Located: 75 Island View Lane, Greenport. SCTM#57-2- 32
The CAC recommends Approval of the application with the Condition the driveway is
pervious and drywells and gutters are installed to contain the roof run-off.
Vote of Council: Ayes: All

ERNESTO ADRIANO to construct a single-family dwelling, deck, asphalt driveway, and
sanitary system.
Located: 2195 Edwards Lane, Orient. SCTM#18-3-6.12
The CAC did not make an inspection, therefore no recommendation was made.

RESOVLED to recommend to the Southold Town Board of Trustees APPROVAL WITH
CONDITIONS of the Wetland Permit application of LARRY KULICK to remove existing
section of bulkhead and dock assembly and replace with new wall section, catwalk,
ramp and float.
Located: 2200 Minnehaha Blvd., $outhold. SCTM#87-3-61

The CAC recommends Approval of the application with the following Conditions:
a 20' non-turf buffer
split-rail fence
and pervious walkways only.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of ATHANA$1A & BILL KARTSONIS
to construct a 4'X 41' fixed timber walk and stairway down bluff to beach.
Located: 1790 Grand View Dr., Orient. SCTM#14-2-3.13
The CAC recommends Approval of the application with the Condition no CCA lumber is
used and there is no disturbance to the bluff.

RESOLVED to TABLE the Wetland Permit application of JAMES & MARINA
MITCHELL to construct a 4'X 53' fixed timber catwalk and 4'X 6' stairs.
Located: 470 Willis Creek Dr., Mattituck. SCTM#115-17-17.11
The CAC Tables the application because there was no access to the proposed docking
facility and the project was not staked.
Vote of Council: Ayes: All

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of DAVID MCELROY to construct a
bluff stairway within the northeastern section of the subject property.
Located: 1640 Grandview Dr., Orient. SCTM#14-2-3.14
The CAC recommends Approval of the application with the Condition no CCA lumber is
used and there is no disturbance to the bluff.

Moved by Don Wilder, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
CONDITIONS of the Wetland Permit application of ROBERT'S CUSTOM HOMES to
construct a 22.6'X 14' deck and sand to bulkhead, demolish 17.4' X 19.8' portion of
existing dwelling and construct new first and second floor additions to dwelling.
Located: 80 Rabbit Lane, East Marion. SCTM#31-18-3
The CAC recommends Approval of the application with the following conditions:
no turf on the seaward side of the house
gutters and drywells are installed to contain the roof run-off
no CCA treated lumber.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
CONDITIONS of the Wetland Permit application of LEWIS 8, HELAINE TEPERMAN to
replace or repair the existing stairs, landings and supports.
Located: 1225 Aquaview Ave., East Marion. SCTM#21-2-16
The CAC recommends Approval of the application with the Condition the widths of the
landings are reduced and there is no disturbance to the bluff.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of JOHN & JOANNE GOUVEIA to
construct a 162 sq. ft. addition to the existing single-family dwelling over the existing
deck and a +/-90 sq. ft. deck extension.
Located: 55404 Route 48, Southold. SCTM#44-1-11
The CAC recommends Approval of the application with the Condition no CCA treated
lumber is used.

MARY S. ZUPA to install a 4'X 30' fiberglass grid walk @ 2.5' above grade, 3'X 6' ramp
and 6'X 20' float and two 8" piles.
Located: 580 Basin Rd., Southold. SCTM#81-1-16.7
The CAC did not make an inspection, therefore no recommendation was made.
DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND PERMITS
Moved by Don Wilder, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Amendment application of DONALD IADANZA to Amend Permit
fl4815 to replace the stairway leading down to the beach.
Located: 855 Soundview Rd., Orient. SCTM#15-3-11.1
The CAC recommends Approval of the application with the Condition a planting plan is
submitted for restoration of the bluff.

Moved by Don Wilder, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Amendment application of GERARD KEEGAN to Amend Permit #5600 to include a
concrete wall, deck, hand-trim the phragmites, and re-vegetate.
Located: 100 Beachwood Lane, Southold. SCTM#70-10-52&63
The CAC recommends Approval of the application in accordance with the letter dated
May 27, 2005 from the office of the Board of Trustees.
Vote of Council: Ayes: All
Motion Carried
The next meeting of the Conservation Advisory Council has been set for Wed., August
17, 2005 at 6:00 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 8:00 PM.
