Dear Ms. Rathgeber:
The Board of Town Trustees took the following action during its regular meeting held on
Wednesday, August 20, 2003 regarding the above matter:
WHEREAS, CHRISTINE M. RATHGEBER applied to the Southold Town Trustees for a
permit under the provisions of Chapter 97 of the Southold Town Code, the Wetland Ordinance of
the Town of Southold, application dated July 31, 2003, and,
WHEREAS, said application was referred to the Southold Town Conservation Advisory Council
for their findings and recommendations, and,
WHEREAS, a Public Hearing was held by the Town Trustees with respect to said application on
August 20, 2003, at which time all interested persons were given an opportunity to be heard, and,
WHEREAS, the Board members have personally viewed and are familiar with the premises in
question and the surrounding area, and,
WHEREAS, the Board has considered all the testimony and documentation submitted
concerning this application, and,
WHEREAS, the structure complies with the standards set forth in Chapter 97 of the Southold
Town Code,
WHEREAS, the Board has determined that the project as proposed will not affect the health,
safety and general welfare of the people of the town,

NOW THEREFORE BE IT,
RESOLVED, that the Board of Trustees approve the application of CHRISTINE M.
RATItGEBER to construct a first-floor addition to the existing single-family dwelling, with the
condition that the existing fi'ench drains are used to control the roof run-off, and a line of hay
bales is placed down along the top of the bulkhead prior to construction, and as depicted on the
survey prepared by Stanley J. Isaksen, Jr., dated July 1, 2003.
Permit to construct and complete project will expire two years from the date the permit is signed.
Fees must be paid, if applicable, and permit issued within six months of the date of this
notification.
Inspections are required at a fee of $5.00 per inspection. (See attached schedule.)

I am sorry that, because of a back problem that is worse today, I cannot attend this meeting with my
husband Ken. I understand that you may stipulate that we install a traditional gutter system to our house as
part of our Trustee's approval for our one-bedroom addition.
For many years we have used a very effective "French gutters" system which lets rainwater and snowmelt
filter down to the groundwater aquifer around the entire perimeter of our house while keeping it from
settling around the foundation. The area around the bedroom addition that we now propose does not slope
toward the bay. We also have two bulkheads each land-ward of the bay and each with more than ten feet of
vegetation land-ward of them that would keep any blown rainwater from being absorbed in the ground
close to the bay.
You allowed us to keep our "French gutters" in past Trustee's approvals for rebuilding the bulkheads,
which we appreciate. It has worked very well for many, many years and we respectfully request that you
allow us to continue using this low cost, low maintenance, safe and environmentally-friendly system.
