Dear Trustees: I have discussed the changes with Dr. Groocock and reviewed the subject file in the Trustee's office. The changes planned are quite to our satisfaction and will enhance their home and our neighborhood. We see no negative enviromental effect to the shore or the creek. Further, plans for construction of a new small dock are also quite acceptable. Such a dock will have no negative environmental impact and will likely serve to benefit the interaction between land and water at this site. A dock has been in place there for many years. The Groococks have a keen sense of stewardship with respect to our environment and we expect that the details of the change will be just as well executed as the plan presented for your consideration. NY 11935 13 Jan 2002 Here is an update on our permit application for a house extension and floating dock. Dock. The old floating dock has been broken up and removed. As requested by you I am submitting a plan of the proposed new dock, which was developed after consultation with a professional contractor in Greenport and a visit to the DEC office in Stonybmok. I understand that an application for a similar plan was made to the Trustees six or seven years ago and a permit was given. However for various reasons this was not acted upon at that time. Bank. Straw bales have been placed at the southern section, which will prevent surface runoff until the new plantings are in place. This section has remained more stable over the last 30 years, due to the roots of the two large trees and the yew bushes. Though we cut back the yew trees because of their straggly growth, we intend to keep them. but pruned to a lower profile. As I indicated in an earlier letter we plan new plantings on the bank, which will include such plants as Rosa rugosa etc. These in combination with existing root systems should keep that part of the bank relatively stable. House Extension. Concern was expressed by the Trustees that the neighbors might object to our plans. The neighbors to the north, Alex and Marion Wipf, have been kept informed of our plans and they are very supportive of them. The plot of land to the south is of substandard size and cannot be built upon. To the south of that, the property and house is owned by Tom Wickham. Tom and Gekee also have no objections. Earl3' last month the neighbor across West Creek Rd, Ray Huntington, who is secretary of the Fleets Neck Association, offered his support. You should have received positive communications from these neighbors. The properties to the south of Wickham's, starting with the McGahan's, are closer than we are to their banks with the wetlands; the extension we propose would be roughly in line with them. Item 1. ]'he decision that a fixed structure such as bulk-heading is not permitted is accepted. The advice of the visiting Board was that an impermanent structure of loose stones and rocks piled to protect the bank would be in order. The trustees also suggested that a low permanent wall at the top of the bank. to hold any refilling of the sinkage in the edge of the lawn. would also be in order. At the time of the visit they also took note of an old photograph showing the bank retained by the concrete blocks described in my previous letter. I attach a Xerox copy of the photograph of the old partly dismantled walls and of the property survey showing the positioning of the block walls. Acting on the suggestions of the visiting Board. 1 plan to make a series of narrow terraces on the face of the bank by returning some of the concrete blocks and stacking them loosely to create a substructure for the terraces. These would be covered with loose rocks and hidden by plantings. The whole structure would still allow free drainage of fresh water into the creek through, in and around the loosely stacked materials. A low retaining wall - 18 inches - of concrete blocks will be built at the top of the bank. Its top wilt be faced with flag-stones level with the surface of the lawn. Item 2. During the visit of the Board there ~vas unsatisfactow comment about the impennanent floating dock installed by previous renters. We entirely agreed and said we had planned to replace it. Permission is requested to build a smaller and more conventional dock comprising: A fixed walkway extending to the edge of the Spartina grass - 48 feet long by 3 feet wide. Posts will be 6x6 inches placed at 8 foot intervals. Aramp 15 ftx3 fi. I apologize for tlMs last minute, after the fact application, but a floaong dock could be a very useful tool m our proposed project and losing it seemed a waste of a valuable resource. I am also concerned how the street run off will affect our project. Will you please examine the drain on the west side of West Creek Avenue at the juncOon of North Cross Road which empties into the creek just north of my property line. That drain runoff flows directly into a growing area. Wickham's Creek has thirteen houses on the south and east side of the creek and Tom Wickham's farm on the west s/de. It is a relatively pnstme creek and we feel a good place to do a shellfish growth project. It would be very helpful to not have to deal with a rtmoff condition. Dr. Groocock is a professional biologist and Ms approach to the project revolve proper scientific record keeping. If we are successful, our creek project may be useful to other Long Island tidal pond re-population projects, Both Dr. Groocock and I appreciate your attention to this matter. The present level of the top of the bank is uneven. From the enclosed survey it can be seen that the existing bank is 9 to 10 feet in height above the wetlands. There is a fall-offofthe present laxxm of 5 to 6 feet from thc house to the top of the bank and an additional 2 feet fi.om the sides of the house. This is about a 1 iu 6 incline. The soil will be thinly spread near the house deepening as it approaches the wall. This will lessen the present slope of the land to a 1 in 10/15 incline. This will markedly reduce the amount of runoffinto the creek and prevent the erosion that has occurred in the past on this part of our property. On the waterside of the proposed wall, hay bales will be placed during construction. The existing bank will remain as is. The area of the lawn will be slightly reduced, lessening fertilization and other maintenance needs. We also seek permission to demolish the existing wood flame house, with the exception of thc existing foundation, as we have found that the framing is sub-standard to the present building code. The original plan of the dock was approved, reference your letter to Architechnologies of Februaryl, 2002 and permit # 5485. Owing largely to prolonged negotiations with the DEC in meeting their requiremen~ts, we have only just recently received the DEC approval. We enclose a copy of their approval letter of September 27 2004. The DEC disallowed a ramp and floating section for the dock. The revised plan is for an entirely fixed structure of ca~,alk and dock.
