Box 728 Southold, New York [ 1971 TELEPHONE (516) 765-1892 JULY 31, 1986 7:00 P.M. - REGULAR MEETING The regular meeting of the Board of Town Trustees was held on JULY 31, 1986 at the Town Hall, Main Road, Southold. The meeting was called to order by President Henry P. Smith at 7:00 P.M. Present were: President Henry P. Smith Vice President John Bredemeyer Trustee Phillip J. Goubeaud Trustee Albert Krupski Trustee Ellen M. Larsen (7:05 P.M.) Bay Constable Donald Dzenkowski Clerk Ilene Pfifferling Trustee Smith advised that the date for the Aumust field inspections will be held on August 21, 1986 to depart from Town Hall at 1:00 P.M.. The date for the next regular Trustee meeting will be held on August 28, 1986 to commence at 7:00 P.M.. Moved by Trustee Krupski seconded by Trustee Bredemeyer it was RESOLVED to APPROVE the minutes of the JUNE 26, 1986 Trustee meeting. Vote of Board: Ayes: All This resolution was declared duly adopted. Moved by Trustee Krupski seconded by Trustee Goubeaud it was RESOLVED to APPROVE the SEPTEMBER 1986 Mooring Renewals. Vote of Board: Ayes: Ail This resolution was declared duly adopted. Trustee Smith gave the Trustee monthly report for June 1986 as follows: Permit fees $15.00, Application fees $70.00, Dock & Ramp fees $242.00, Wetland Inspection fees $60.00, Wetland Application fees $550.00 and Mooring Renewal fees $445.00 for a total of $1382.00 ich has been turned over to the Supervisors Office to be placed in the General Fund. Trustee Smith advised that the public notice is published on the Town Clerk's Bulletin Board if anyone wishes to review same. Trustee Smith commenced with the Communications and advised that there are twenty communications listed on the agenda. He asked if anyone wished to review any particular item? Trustee Krupski commented that there were several letters regarding Richmond Creek Board of Trustees - July 31, 1986 - Page 2. which have been submitted. Trustee Krupski advised that the Trustees do not have an application before them at this time. Trustee Smith asked the Board if there were any other comments? Hearing none he commenced with the Resolutions until 7:30 P.M. V. RESOLUTIONS: MARRATOOKA CLUB - AMENDMENT TO PERMIT Moved by Trustee Krupski seconded by Trustee Goubeaud it was RESOLVED to AMEND the permit as requested by the Land Use Company on behalf of the Marratooka Club to attach the bulkhead to the existing structure. Vote of Board: Ayes: Ail This resolution was declared duly adopted. JOSEPH KOZEL - MOORING APPROVAL Moved by Trustee Bredemeyer seconded by Trustee Krupski it was RESOLVED to APPROVE the request made by Joseph Kozel to reinstate an offshore mooring in East Creek, Cutcho~ue, using public access, and with the provision that the boat will not swin~ into any other boat or impede navigation. Vote of Board: Ayes: Ail This resolution was declared duly adopted. 3. LAND USE COMPANY ON BEHALF OF COVE PROPERTIES - LEAD AGENCY DECLARATION o Moved by Trustee Goubeaud seconded by Krupski it was RESOLVED that the Southold Town Trustees declare itself lead agency in remard to the State Environmental Oualitv Review Act in the matter of the application of The Land Use Company on behalf of Cove Properties for a Wetland Permit on certain ~rooertv located on Main Bayview Road, Southold. Vote of Board: Ayes: All This resolution was declared duly adopted. GORDON J. BARES - MOORING APPROVAL Moved by Trustee Smith seconded by Trustee Bredemeyer it was RESOLVED to APPROVE the request made by Gordon J. Bares to place an offshore moorin~ in Goose Creek. Southold using private nroDertv as access, and with the provision that the boat will not impede navigation or interfere with any other boat. Vote of Board: Ayes: All This resolution was declared duly adopted. ROGER MCCARVILL - MOORING APPROVAL Moved by Trustee Krupski seconded by Trustee Goubeaud it was RESOLVED to APPROVE the request made by Roger McCarvill to place an offshore mooring in Corey Creek, Southold, using private property as access, with the provision that the boat will not swing into any other boat or impede navigation. Vote of Board: Ayes: All This resolution was declared duly adopted. Board of Trustees - July 31, 1986 - Page 3. JOHN E. STIMMEL - MOORING APPROVAL Moved by Trustee Smith seconded by %rustee Bredemeyer it was RESOLVED to APPROVE the request made by John E. Stimmel to place an offshore moorin$ in Goose Creek, Southold, using private property as access, and with the provision that the boat will not swing into any other boat or impede navigation, and a fore and aft mushroom will have to be used. Vote of Board: Ayes: Ail This resolution was declared duly adopted. WILLIAM & DOROTHY GALATI - LEAD AGENCY DECLARATION Moved by Trustee Goubeaud seconded by Trustee Bredemeyer it was RESOLVED that the Southold Town Trustees declare itself lead agency in reeard to the State Environmental Oualitv Review Act in the matter of the application of William & Dorothy Galati for a Wetland Permit on certain Dronertv located on WatersedKe Way, Southold. Vote of Board: Ayes: All This resolution was declared duly adopted. EN-CONSULTANTS, INC. ON BEHALF OF HAROLD WILSBERG - SIGNIFICANT ENVIRONMENTAL DECLARATION Moved by Trustee Krupski seconded by Trustee Larsen the following Significant Environmental Assessment was declared: WHEREAS, En-Consuitants, Inc. on behalf of Harold Wilsberg has heretofore applied to the Southold Town Trustees, pursuant to Chapter 44 of the Code of the Town of Southold for permission to construct a 100' timber bulkhead generally along the line of MHW plus a 15' return at the west end. Dredge in front of same out to 15'. Approximately 225 cu. yds. of spoil will be removed and placed behin~ the bulkhead as spoil. Bulkhead will Connect to and be in line with recently constructed bulkhead to the east. Property is located on Ole Jule Lane, Mattit~ck, NOW, THEREFORE IT IS RESOLVED AS FOLLOWS: Pursuant to the provisions of Article 8 of the Environmental Conservation Law; Part 617 of Title 6 of the New York State Code, the Southold Town Trustees, as lead agency, does hereby determine that the action proposed is a Type 1 action and is likely to have a Significant Effect on the environment. 2. That the Secretary to the Trustees shall file and circulate such determination as required by the aforementioned law, rules and code. 3. That the Secretary to the Trustees shall immediately notify the applicant, Eh-Consultants, Inc. on behalf of Harold Wilsberg and further request said applicant to prepare a Draft Environmental Impact Statement, all in accordance w~th the Law, rules and code. Moved by Trustee Goubeaud seconded by Trustee Bredemeyer it was RESOLVED to APPROVE the request made by En-Consultants. Inc. on behalf of Friedrich Krug for an extension on permit no. 79. Said permit will expire on January 31, 1987. Ail other terms and conditions remain written in the original permit.
