A meeting of the Southold Town Conservation Advisory Council was held Tues., June 14, 2005 at
Down's Farm Preserve.

CALL TO ORDER
Chairman Don Wilder called the meeting to order at 6:00 PM
CHAIRMAN'S ANNOUNCEMENTS
Chairman Don Wilder welcomed Jacob Smith as the newly appointed student member of the CAC.
REPORTS
Member Doris McGreevy shared an article about plastics and their impacts on the water to the
other members of the CAC.
Member William Cook will attend the next Trustees regular meeting on Wed., June 22, 2005.
APPROVAL OF MINUTES
Moved by Jennifer Mannino, seconded by William Cook, to Approve the Minutes of May 10, 2005.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION
PERMIT APPLICATIONS
Moved by Doris McGreevy, seconded by Alicia Marin, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
CONDITIONS of the Wetland Permit application of 40 C LLC to construct a 4'X 55' timber
walkway 3.5' above grade, a 3'X 14' timber ramp, and a 6'X 20' floating dock.
Located: 635 Waterview Dr., Southold. SCTM#78-7-10
The CAC recommends Approval of the application with the condition the dock is in line with the
neighboring docks and the existing fence is removed.
Vote of Council: Ayes: All

Moved by William Cook, seconded by Jennifer Mannino, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland
Permit application of MICHAEL & KATHRYN RUSSO to construct a screen porch in place of the
existing rear deck, construct a new porch on the landward side of the dwelling, construct a
second-story addition in place of the existing covered porch, and construct a new garage.

Moved by William Cook, seconded by Jack McGreevy, it was
RESOVLED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland
Permit application of NARROW RIVER MARINA to maintenance dredge two shoaled areas of
existing navigational channel to -4.5' below mean Iow water. The resulting 350 cy. of sand to be
transported to shore by barge and trucked off site to an approved upland disposal site.
Located: 5520 Narrow River Rd., Orient. SCTM#27-2-4

RESOVLED to recommend to the Southold Town Board of Trustees APPROVAL WITH
CONDITIONS of the Wetland Permit application of JOHN MULHOLLAND to maintenance dredge
25 cy. to maintain navigable water depth. Dredge spoil will be placed on Mulholland property with
majority being placed on Bandichuck and Carlucci propedies north of Island View Lane.
Located: 725 Island View Lane, Southold. SCTM#57-2-24
The CAC recommends Approval of the application with the Condition the fill is placed in an
appropriate area and proof that the area has been dredged in the past.

CONDITION of the Wetland Permit application of VIRGINIA BONTJE to maintenance dredge 25
cy. to maintain navigable water depth. Dredge spoil will be placed on Mulholland property with
majority being placed on Bandichuck and Carclucci properties north of Island View Lane.

25 cy. to maintain navigable water depth. Dredge spoil will be placed on Mulholland property with
majority being placed on Bandichuck and Carclucci properties north of Island View Lane.

The CAC recommends Approval of the application with the Condition the fill is placed in an
appropriate area and proof that the area has been dredged in the past.

CONDITION of the Wetland Permit application of GEORGE BALDWIN to maintenance dredge 25
cy. to maintain navigable water depth. Dredge spoil will be placed on Mulholland property with
majority being placed on Bandichuck and Carclucci properties north of Island View Lane.

The CAC recommends Approval of the application with the Condition the fill is placed in an
appropriate area and proof that the area has been dredged in the past.

RESOVLED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the
Wetland Permit application of BIEL ASSOCIATES, LLC to construct a single-family dwelling and
to remove the existing sanitary system and install a new sanitary system on the landward side of
the dwelling.
Located: 1315 Watersedge Way, Southold. SCTM#88-5-68
The CAC recommends Disapproval of the application because the project was not staked and the
placement of the dwelling and the sanitary system appear to be too close to the wetlands.

RESOVLED to recommend to the Southold Town Board of Trustees APPROVAL WITH A
CONDITION of the Wetland Permit application of SARAH REETZ to replace 112 linear ft. of
existing bulkhead inkind/inplace using C-Loc 4500 vinyl sheathing. Re-install existing stairway to
beach after new bulkhead is in place.
Located: 955 Cove Circle, Greenport. SCTM#49-1-16&17
The CAC recommends Approval of the application with the Condition of a 30' non-turf buffer
landward of the bulkhead.

RESOVLED to recommend to the Southold Town Board of Trustees APPROVAL WITH
CONDITIONS of the Wetland Permit application of PETER COWAN to install an in-ground
swimming pool and patio and for the existing fence.
Located: 435 Mockingbird Lane, Southold. SCTM#55-6-15.57
The CAC recommends Approval of the application with the Condition the existing chain link fence
is replaced with a split-rail fence and the 75' area landward of the wetlands is allowed to revert
back to a natural state.

RESOVLED to recommend to the Southold Town Board of Trustees APPROVAL WITH
CONDITIONS of the Wetland Permit application of FAITH BEISER & KEVIN EiUCC.INA to
construct a two-story, one-family dwelling with attached outdoor shower; install a pervious
driveway, drainage system of drywells, and concrete retaining wall for proposed sanitary system
proposed more than 100' from wetlands; and establish a 50' non-disturbance/non-fertilization
buffer to remain natural and undisturbed adjacent to on-site freshwater wetlands.

The CAC recommends Approval of the application with the Condition a vegetation plan is
submitted before a permit is issued and all trees to be removed are marked. The CAC
recommends 70% of the property to remain in its natural state.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A
CONDITION of the Wetland Permit application of COREY CREEK ASSOCIATION, INC. to repair
the existing boat ramp.
Located: End of Corey Creek Lane, Southold. SCTM#78-4-45
The CAC recommends Approval of the application with the Condition the road end consist of
pervious material and/or a drainage plan.

RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the
Wetland Permit application of GAlL RERISI to construct a fixed open walkway 4'X 110', hinged
ramp 4'X 12', and floating dock 6'X 20', and install two spiles to secure floating dock.
Located: 497 Private Rd. #22, Southold. SCTM#76-1-15.3
The CAC recommends Disapproval of the application because the project was not staked. The
CAC further recommends an onshore/offshore stake because of the Iow water depths in that area.
Vote of Council: Ayes: All

RESOVLED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the
Wetland Permit application of VICTOR RERISl to construct a fixed open walkway dock 4'X 82'.
Located: 850 Private Rd., #22, Southold. SCTM#76-1-15.6
The CAC recommends Disapproval of the application because the project was not staked.
The CAC further recommends an onshore/offshore stake because of the Iow water depths in that
area.

RESOVLED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the
Wetland Permit application of JAMES ECKERT to construct a fixed open walkway 4'X 100',
hinged ramp 4'X 12', and floating dock 6'X 20', and install two 2-pile dolphins to secure floating
dock.
Located: 1635 Meadow Beach Lane, Mattituck. SCTM#116-7-8
The CAC recommends Disapproval of the application because the project was not staked.

RESOVLED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the
Wetland Permit application of HAROLD BAER to construct a fixed open walkway 4'X 130', hinged
ramp 4'X 12', and floating dock 6'X 20', and install two spiles to secure floating dock.
Located: 1425 Meadow Beach Lane, Mattituck. SCTM#116-7-6
The CAC recommends Disapproval of the application because the project was not staked.

Moved by Doris McGreevy, seconded by Jack McGreevy, it was
RESOVLED to TABLE the Wetland Permit application of SUSAN SOUDER to demolish 7.5'X
14.7' existing extension on NE side of existing house; remove 7.5'X 7.5' slate patio on NE side;
construct 8.8'X 12.1' addition at NE corner of house, and add second floor to house.
Located: 3470 Peconic Bay Blvd., Laurel. SCTM#128-6-8
The CAC Tables the application because the maps were inaccurate, no posting was found, and
therefore unable to locate the property.

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND PERMITS
Moved by Don Wilder, seconded by Tom Schlichter, it was
RESOVLED to recommend to the Southold Town Board of Trustees APPROVAL WITH A
CONDITION of the application of J&C HOLDINGS LP to Amend Permit #6051 to include a new
16'X 25' rear deck.
Located: 435 Albacore Dr., Southold. SCTM#57-1-20
The CAC recommends Approval of the application with the Condition the area seaward of the
deck remains completely natural.

Moved by Jack McGreevy, seconded by Tom Schlichter, it was
RESOVLED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the
application of JACQUELINE BITTNER to Amend Wetland Permit #5726 and Coastal Erosion
Permit #5726 to repair the existing collapsed bulkhead; replace excavated sand associated with
replacement, allow for the placement of +/-2,000 cy. of clean fill from an approved upland source
as backfill behind reconstructed bulkhead.
Located: 4305 Soundview Ave., Southold. SCTM#68-1-17.2&17.3
The CAC recommends Disapproval of the application because of the following reasons:
1. the house should be moved 100' landward.
2. the applicant should be required to submit an Engineer's report proving that the
new bulkhead will survive a 50 year storm.

Moved by Doris McGreevy, seconded by Jennifer Mannino, it was
RESOVLED to recommend to the Southold Town Board of Trustees APPROVAl. of the
application of LOUIS & ELIZABETH FORMICA to Amend Permit #1658 to replace the existing
bulkhead with vinyl sheathing and to reclaim sand (scoured from the bulkhead and migrated
toward the float-boat slip areas) as backfill.
Located: 2422Westphalia Ave., Mattituck. SCTM#114-7-10.6
Vote of Council: Ayes: All

The next meeting of the Conservation Advisory Council has been set for Wed., July 13, 2005 at
6:00 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned at 7:30
