doing maintenance to the upper beach area due to the winter storms. We will
be scheduling to install an estimated #264 yards of screened bank -mn (sand)

The following action was taken by the Southold Town Board of
Trustees at their Regular Meeting held on Tuesday, November 21,.
2000.
RESOLVED, that the Southold Town Board of Trustees grant aZ
Amendment to Permit #4428 to replace water damaged floor with
poured concrete and footings to support (4) posts supports
(beachside) and enclosure of already present support main house
wall then 11'6"x22' floor size with 26" knee walls 2x4 and 4
window/screens enclosure of porch with barbeque pit east wall 2'
x 11' 8" with roof size of 13'x23' will stay same size to simple
repair of deck flooring to support roof, columns, and enclosure
of porch.
However, this permit does not constitute any other permits from
other agencies.

The following recommendation was made at the meeting of the $outhold Town
Conservation Advisory Council held May 21, 1998:

RESOLVED to recommend to the Southold Town Board of Trustees
DISAPPROVAL of the Amendment to Permit request of CHAI~LES I~OCKLETT
98-5-2, $, and ~, to cage rocks on inside area of sea wall; recoup any rocks
pulled down to sea edge without entry onto beach area; sand bag, nylon with
ties ~' high by 196' long; cover with 8" x 12" of area with beach sand and
plant vegetation suitable to grow for retention; to install 1275 yards of beach
sand on inside sea wall area back to second retaining wall.

The CAC recommends disapproval because the scope of the project requires a
full Wetland Permit application and process.

Pat Wood lives next to theBocklett property and is concerned
both about what they have done and what, apparently, the trustees
are suggesting to them.
Until two years ago I resided summers and year round in the
Adams house at the end of Indian Neck and therefore, feel I know
a great deal about the general problems if not solutions.
First I would like to say that according to Mr. Mann, the rocks
used to reinforce the concrete bulkhead (closest to water) were
purchased from the South Shore I believe the Quogue area and are
not indigenous. It is my understanding that Mr. Mann told the
trustees during the inspection prior to approval that the rocks
had all been dug up when excavating in preperation to putting in
steps. He (Mann) specifically told me the trustees had approved
the use of the rocks (possibly due to misdirection) and ~at they
had been purchased. Presumably a sales record/trail exists.
I tend %o think the recent flooding which has caused him to request
further permission may have been due to or contributed to the
dredging and placementof fill at the end of South Harbor pushing
abnormal amounts of water towards Robinson Lane.
The new practice of yaarly dredging to enhance the Southold Park
District beach I feel should be examined.
As a Bay resident I was unhappy when the Bays were included (to
date) in your authority. Considerations regarding road ends,
moorings, and other things may well be found to have prospered
more without your involvement.
My nnderstanding is that Pat Wood does not want to see the concrete
bulkhead 'replaced with natural sand'. There is little any more
natural about the Indian Neck beach area and greater discussion
publicly of this fact I feel is in order. I concur with my belief
in what Pat Wood is saying which is the removing of the concrete
bulkhead would probably cause severe erosion and also affect her
property - which is unstable as it is.
I am also concerned in that there are no restrictions abouteliminating
materials which tend to hold the bank within the Bay area. My former
possibly to be regained property had a carefully developed vegetation
seFving a variety of purposes especially along the bluff to prevent
eroision. The present owner has torn out almost all of that.
In regard to stabalizing the
dredge and other ma~erlals and access for repairs there continues
to be little community un~rstanding and/or agreement.
To a certain degree it is a craD game.
In not taking dredge materials one year I went thru
months of watching the concrete bulkhead (Adams) getting taller
and taller as more and more sand went elsewhere. Finally, when
I was about to give up it all came back.
Then of course the courts and others malfunctioning
became involved.

living observer of cond~ions in this area and willing offer

On 4/16/96 both high tides,the Bocklet property at 1580 Robinson
Lane,Peconic, New York in the township of Southold did receive
storm damage to area's in your control. I am respectfully request-
ing to recover losses of and up to twenty four yards of clean-
screened beach sand installed recently to replenish damages from
March of 1996 continuous back to hurricane Gloria but mostly occur-
ring yesterday. Regarding the frequency of occurrence of storms
and damages to the beach and area's in your jurisdiction,without
hesitation on each and every occurrence of any work to be in need
of repairs or future repairs,I will run everything through the
proficient staff at the Southold Town Trustees Dept..
In closing I would like to thank this department again
for all the help and direction in the permit process.

Re: Beach Access to'the Hog Neck Bay Area
'}:=~ As per your request I am submitting ~ in regards
to how our company has obtained access to the beach for the pur-
pose of constructing and repairing several bulkhead structures
south of Indian Neck Lane in Peconic. On several occasions'in
the past 30 years, access was obtained at the end of Robinson
Lane. In recent years this private access has become very
restrictive because of damage caused by a contractor. Pllblic
access at the end of Indian Neck Lane is extremely difficult due
to the .recent severe erosion and the existence of several jetties,
which obstruct beach access except at extremely low water. Seve-
ral times over the years, the #Booklet Property' has provided
the only reasonable and easy access to the beach allowing for the
maintenance of several of the existing structures. -.5

Mattituck can respectfully attest to the fact that prior to 1973,the
property located #lO00-98-05-02,03,04,currently owned by Mr. Charles
Bocklet and previously owned by Mr. Bouchamp did factually have
starting by the north-east corner of the main house and running to
the south-east edge of the concrete bulkhaad a dirt access thru-way
retained higher then the beach foreground used as an access to the
bay. This I can attest to by personal knowledge of memorable visits.

Robinson Lane,Pe¢onl¢ I have personal knowledge of a retained dirt
thru-way running from the east side of the main house to the south-
east concrete bulkhead prior to:1974 and was utilized to render
access for Mr. Bouchamp to the beach on a 1946 Terra-loader
bulldozer for use ~n storm damage to the beach front on a regula~
basi~.

Dear Mr. Strang:
The Southold Town Board of Trustees reviewed the site plan prepared by Garrett A.
Strang, Architect last dated June 2, 2003 and determined the proposed renovations to
the single-family dwelling to be out of the Wetland jurisdiction under Chapter 97 of the
Town Wetland Code and Chapter 37 of the Town Code.
Therefore, in accordance with the current Tidal Wetlands Code (Chapter 97) and the
Coastal Erosion Hazard Area (Chapter 37) no permit is required. Please be advised,
however, that ne construction, sedimentation, or disturbance of any kind may take place
seaward of the tidal wetlands jurisdictional boundary or seaward of the coastal erosion
hazard area as indicated above, without a permit. It is your responsibility to ensure that
all necessary precautions are taken to prevent any sedimentation or other alteration or
disturbance to the ground surface or vegetation within Tidal Wetlands jurisdiction and
Coastal Erosion Hazard Area, which may result from your project. Such precautions
may include maintaining adequate work area between the tidal wetland jurisdictional
boundary and the coastal erosion hazard area and your project or erecting a temporary
fence, barrier, or hay bale berm.
However, any activity within 100' of a Wetland line or seaward of the Coastal Erosion
Hazard Area would require permits from this office.
This determination is not a determination from any other agency.
