Planning Department Counter (11:00 a.m.) V. RESOLUTIONS Special Note: At the start of the Town Board Meeting the Supervisor will invite the public to speak on the following resolutions. 373. Grant permission to the New Suffolk Civic Association to use Town roads for its Annual Independence Day Parade in New Suffolk on July 4, 2005. 374. Authorize and direct Supervisor Horton to execute New York State Department of Agriculture and Market Contract C800606 in connection with the Agricultural and Farmland Protection Implementation Grant in the amount of $1,200,000. 375. Authorize and direct Supervisor Horton to execute a Cooperative Agreement with the United States of America Commodity Credit Corp. for the implementation of the Federal Farm and Ranch Lands Protection Program FY 2005. Authorize modification to the General Fund Part Town 2005 budget for transcription of public testimony/minutes costs in the Zoning Board of Appeals. 377. Appoint Jason Marks to the position of part-time, seasonal deck hand for the Fishers Island Ferry District. 378. Appoint Christian Killam to the position of part-time, seasonal deck hand for the Fishers Island Ferry District. 379. Authorize and direct Supervisor Horton to execute the License Agreement with the North Fork Audubon Society, Inc. for the use of office space at Inlet Pond Park. 380. Authorize and direct Supervisor Horton to execute the License Agreement with The Long Island Wine Council for use of office space at Inlet Pond Park. 381. Authorize and direct Supervisor Horton to execute the Westlaw Order Form with West Group for a 36-month agreement. 382. Authorize modification to the General Fund Whole Town 2005 budget for over-expended appropriation lines for Data Processing. 383. Authorize modification to the General Fund Whole Town 2005 budget to appropriate funds for Programs for the Aging, Travel Reimbursement. 384. Release the Performance Bond No. 29807 issued by the Nova Casualty Company in the amount of $47,275 for the Minor Subdivision of "Paradise Isles". 385. Accept the Letter of Credit No. 050602 issued by the Suffolk County National Bank in the amount of $164,245 for the roads and other improvements in the proposed subdivision "Oregon Landing 1". 386. Authorize modification to the General Fund Whole Town 2005 budget to appropriate funds for "With You Southold Can" Project. 387. Appoint Elizabeth Signorini as part-time Home Health Aide at the Human Resource Center. 388. Appoint 2005 seasonal summer staff(still water lifeguards, beach attendants, recreation specialists, beach managers, recreation aides, lifeguard trainer) for the period of June 25 September 5, 2005. 389. Authorize and direct Supervisor Horton to execute a Plan and Cost Sharing Agreement with the State of New York in connection with the Acquisition of the Pipe's Cover Coastal Wetlands. 391. Accept the resignation ofValerie D. Maione, Cook. 392. Amend resolution #356, adopted at the June 7, 2005 Town Board meeting to provisionally appoint Denise Heyse to the position of Planner Trainee, effective July 5, 2005. 393. Appoint Alaina Gizzo as part-time Student Intern I in the Southold Town Human Resource Center. 394. Authorize and direct the Town Clerk to forward the Application for Transfer of Sanitary Flow Credits filed by Marie Beninati to the Planning Board and Building Inspector to prepare official reports. 395. Authorize modification to the General Fund Whole Town 2005 budget to appropriate funds for Programs for the Aging: Care Furniture, Vehicle Maintenance & Repairs, Kitchen Supplies. 396. Appoint Lucas Schlager as part-time Student Intern I for the Historic Preservation Commission. 397. Grant permission to Solid Waste Coordinator James Bunchuck to attend a Transfer Station Systems training and certification course July 11-14, 2005 in Philadelphia, PA. 398. Appoint Lauren Semon as Intern I in the Town Clerk Records Management Department. 399. Grant permission to Danielle Carragher to serve an internship in the Southold Town Justice Court for the summer of 2005 at no compensation. 400. Appoint Bruce Herbert as a part-time Fishers Island Bay Constable. 401. Authorize and direct the Town Clerk to advertise for Detention Attendants to perform Matron duties at the Police Department. 402. Approve the terms and conditions of the tentative agreement with CSEA, Local 1000, AFSCME AFL-CIO, Town of Southold Unit 8785 of Suffolk Local 852, dated June 7, 2005 and authorize and direct Supervisor Horton to execute a successor Collective Bargaining Agreement. 403. Amend resolution No. 184 of 2005 to increase the salaries of those employees designated managerial and/or confidential by PERB to a level in line with that as provided by the settlement of the CSEA negotiations. Increase the hourly rate for seasonal employees which have been removed from the CSEA Collective Bargaining Agreement. 405. Authorize and direct Supervisor Horton to sign a grant application to the New York State Environmental Protection Fund Local Waterfront Revitalization Program for a joint project with Cornell Cooperative Extension. 406. Adopt the Housing Needs Assessment (June 2005) as part of the Town's comprehensive planning efforts and determine to use the information in making decisions on continuing, enhancing and creating housing opportunities. 407. Retain Cleary Consulting to perform the SEQRA review on the proposed transfer of Sanitary Flow Credits to the Whitaker House. 408. Retain Given Associates to prepare an appraisal on the property known as SCTM #1000- 61-1-9.1, located on Traveler Street, Southold. 409. Authorize and direct Supervisor Horton to sign a grant application to the NYS Environmental Protection Fund LWRP, Year 2005-2006 for the Fishers Island Building #98 Community Center project. VI.
