A meeting of the Southold Town Conservation Advisory Council was held Mon., February
14, 2005 at Down's Farm Preserve.

CALL TO ORDER
Chairman Don Wilder called the meeting to order at 6:00 PM
CHAIRMAN'S ANNOUNCEMENTS
Chairman Don Wilder met with Supervisor Joshua Horton and discussed the status of the
Council. Don expressed the Council's desire to work on other projects and the possibility
of modifying the current job description of the Council. Don suggested the Council
coordinate a meeting with Jim McMahon to discuss the management of Town owned
parcels. The meeting will be set at a later date.
The Council concluded by scheduling a meeting for Tues., Feb. 22, 2005 at Down's Farm
Preserve to discuss the plans to build on the current CAC job description as stated in the

Proclamation from 1969. The Council will also discuss their recommendations of proposed
changes to Chapter 97 to present to the Board of Trustees at their next meeting on Mamh
2, 2005.
REPORTS
APPROVAL OF MINUTES
Moved by Don Wilder, seconded by William Cook to Approve the Minutes of January 11,
2005.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Don Wilder, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
CONDITIONS of the Wetland Permit application of LILIANA NEALON to construct a
second-floor addition to the existing dwelling, construct a one-story garage, screened
porch, and removal of the wood decks in the rear yard.
Located: 395 Bayview Ave., Southold. SCTM#52-5-24
The CAC recommends Approval of the application with the following conditions:
drywells and gutters are installed to contain the roof run-off
the installation of a 50' non-turf buffer or half the distance to wetlands,
whichever is less, and
a 4' wide non-pervious path.
Vote of Council: Ayes: All
Motion Carried
Moved by Don Wilder, seconded by William Cook, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
CONDITIONS of the Wetland Permit application of J&C HOLDING, LP to construct a
single-family dwelling with attached garage, pervious driveway, and sanitary system.
Located: 450 Albacore Dr., Southold. SCTM#57-1-43
The CAC recommends Approval of the application with the Condition there is no clear
cutting, a berm is installed at the wetland border to allow for absorption of run-off, and a
landscape plan is submitted noting all trees over 8" DBH.
Vote of Council: Ayes: All

Moved by Doris McGreevy, seconded by Don Wilder, it was

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
CONDITIONS of the Wetland Permit application of JAMES IANNONE to replace the
existing staircase to the beach.
Located: 19105 Soundview Ave., Southold. SCTM#51-1-17
The CAC recommends Approval of the application with the Condition the bluff is re-
vegetated after the construction of the stairs and no treated lumber is used.
Vote of Council: Ayes: All
Motion Carried
Moved by William Cook, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of
the Wetland Permit application of SKUNK LANE TRUST CIO BRAD & MARY KRAUSE
to construct a single-family dwelling with deck, sanitary system, and pervious driveway.
Located: 9105 Skunk Lane, Cutchogue. SCTM#104-3-18.1
The CAC recommends Disapproval of the application until a plan for the disposition of the
trees over 8" DBH is submitted (three (3) 24" DBH).
Vote of Council: Ayes: All

ALAN CARDINALE to construct a communal, "U-shaped" timber dock consisting of a 4'X
37' fixed timber catwalk, 3'X 17' hinged ramp, 5'X 43' float, and (3) 3'X 20' finger floats, all
to be supported by (8) 8-inch diameter pilings; and install (4) 8-inch diameter tie-off
pilings.
Located: 11950 Main Rd., Mattituck. SCTM#122-3-1.4
The CAC recommends the application be postponed until there is a final site plan
approval.
The CAC inspected the property and found the proposed docking facility to exceed 1/3
across the width of the creek and interferes with navigation. The CAC recommends no
treated lumber be used on the docking facility.
Moved by Don Wilder, seconded by William Cook, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A
CONDITION of the Wetland Permit application of JAMES MURRAY & SUSAN SEGUR to
remove and replace (in-place) approx. 160 linear ft. of existing timber bulkhead (including
8' northerly return) with vinyl bulkhead (to be raised 18" higher than existing); remove and
replace (in-kind/in-place) existing 8'X 22' timber boat ramp; remove and replace (and raise

18") existing 3'X 9' wood walk, 3'X 14' wood walk, and 10'X 17' fixed dock; and dredge
approx. 300 oy. of spoil from area up to 30' off bulkhead to a maximum depth of -3' ALW,
approx. 70 cy. of which will be used as backfill and approx. 230 cy. of which will be
trucked off-site to an approved upland source.
Located: 1900 Peconic Bay Blvd., Laurel. SCTM#145-4-3
The CAC recommends Approval of the application with the Condition no treated lumber is
used.

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND PERMITS
Moved by William Cook, seconded by Don Wilder, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A
CONDITION of the application of NANCY CARROLL to Amend Permit #5481 to add a
second-floor and renovation of the existing dwelling with replacement of existing deck,
construct 13'X 39' deck, 16'X 24' garage, and 8'X 58' porch.
Located: 350 West Lake Dr., Southold. SCTM#90-1-21
The CAC recommends Approval of the application with the Condition drywells and gutters
are installed to contain the roof run-off and the installation of at least a 50' non-turf buffer.
Vote of Council: Ayes: All

Moved by Doris McGreevy, seconded by Don Wilder, it was
RESOVLED to recommend to the Southold Town Board of Trustees APPROVAL WITH A
CONDITION of the application of ROBERT & EILEEN SCHIAVETTA to Amend Permit
#5664 to include a retaining wall 40' long and between 27"-33" in height at the south end
of the driveway, and 4' wide steps.
Located: 320 Tarpon Dr., Southold. SCTM#57-1-3
The CAC recommends Approval of the application with the Condition the existing buffer is
maintained.
Vote of Council: Ayes: All

Moved by Doris McGreevy, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A
CONDITION of the application of VIRGINIA CONWAY to Amend Permit #1812 to include
the existing 5'X 8' (jet-ski) float at the end of the dock.
Located: 5150 New Suffolk Ave., Mattituck. SCTM#115-10-4
The CAC recommends Approval of the application with the Condition the float is
repositioned parallel to the bulkhead.

Moved by Doris McGreevy, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
application of THOMAS WILLDIGG to Amend Permit #5614 to include the existing 16'X
43' deck. Located: 440 Shore Lane, Peconic. SCTM#86-1-4.1
Vote of Council: Ayes: All

GREGORY MA?TANOBILE to Amend Permit #5631 to eliminate the swimming pool and
move the proposed sanitary system leaching pools 3' further from the wetlands line.
Located: 1300 & 1460 Lake Dr., Southold. SCTM#59-1-21.6&21.7
The CAC recommends the Board of Trustees postpone the application until the applicant
submits a report prepared by an expert describing how the proposed project will not have
adverse effect on the environment. The CAC further requests clarification with regard to
the ownership and future plans of Central Ave.
The next meeting of the Conservation Advisory Council has been set for Tues., Mamh 15,
2005 at 6:00 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 8:00 PM.
