A meeting of the Southold Town Conservation Advisory Council was held Mon., April 11,
2005 at Down's Farm Preserve.

CALL TO ORDER
Chairman Don Wilder called the meeting to order at 6:00 PM
CHAIRMAN'S ANNOUNCEMENTS
Chairman Don Wilder attended the Board of Trustees Meeting on March 23, 2005. He
commented on how the Trustees took the council's recommendations into consideration
during each hearing.
REPORTS
Doris McGreevy reported that she's a member of the Botanical Society and encouraged
members of the council to join. The organization hosts field trips and educational seminars
that would be helpful to the council.

APPROVAL OF MINUTES
Moved by Don Wilder, seconded by Jack McGreevy, to Approve the Minutes of March 15,
2005.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Don Wilder, seconded by Doris McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
CONDITIONS of the Wetland Permit application of LI SOUND OYSTER, LLC cio TOM
ANDERSON to construct alterations and additions to the existing single-family residence;
construct a second-story addition to the existing 960 sq. residence; remove the existing
8'X 17' deck area on the southwest side of the residence; reconstruct the existing deck on
the northwest side of the residence with an additional 14'X 17' of deck area; construct a
6'X 12' covered entrance on the southwest side of the residence; and to maintain the
existing pervious gravel driveway, as required. The residence will utilize the existing well
and sanitary system.
Located: 1240 Love Lane, Mattituck. SCTM#140-1-23.1
The CAC recommends Approval of the application with the Condition there is no further
encroachment of the deck toward the water, and drywells and gutters are installed to
contain the roof run-off.

Moved by Don Wilder, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
CONDITIONS of the Wetland Permit application of PETER WARNS to renovate the
existing dwelling.
Located: 8740 Peconic Bay Blvd., Laurel. SCTM#126-5-2.1
The CAC recommends Approval of the application with the Condition there is no change
to the existing footprint, and gutters and drywells are installed to contain the roof run-off.
Vote of Council: Ayes: All

Moved by Don Wilder, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A
CONDITION of the Wetland Permit application of GEORGE KOFINAS to renovate the
existing residence, construct a second-floor addition, install an in-ground swimming pool
and pavilion.
Located: 552 East Rd., Cutchogue. SCTM#110-7-18.1
The CAC recommends Approval of the application with the Condition a drywell is installed
to contain the pool backwash.
Vote of Council: Ayes: All

Moved by Alicia Marin, seconded by Jennifer Mannino, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A
CONDITION of the Wetland Permit application of C&L REALTY to demolish westerly +/-
17' of building and construct new exterior wall, and make necessary interior repairs and
maintenance. Add sidewalk on west side of building and pavement for handicap parking.
Located: 61600 Main Rd., Southold. SCTM#56-5-3.4
The CAC recommends Approval of the application with the Condition there are no
impervious roads or parking areas within 100' of the water.

Moved by Doris McGreevy, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of
the Wetland Permit application of ENZO MORABITO to construct a single-family dwelling,
attached rear deck, pervious driveway, sanitary system and private well.
Located: 895 Glen Court, Cutchgoue. SCTM#83-1-9
The CAC recommends Disapproval of the application because all activities are proposed
too close to the top of the bluff.
Vote of Council: Ayes: All

Moved by Don Wilder, seconded by Jennifer Mannino, it was
RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of
the Wetland Permit application of NICHOLAS ALIANO to construct a single-family
dwelling and retaining walls.
Located: 3705 Duck Pond Rd., Cutchogue. SCTM#83-1-11&12
The CAC recommends Disapproval of the application because all activities are proposed
too close to the top of the bluff.

KEVIN & MARGARET WHITROCK to renovate and construct an addition to the existing
single-family dwelling.
Located: 580 Private Rd. #17, Mattituck. SCTM#123-6-20
The CAC could not locate the property, therefore no recommendation was made.
Moved by Jack McGreevy, seconded by Alicia Marin, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A
CONDITION of the Wetland Permit application of JO ELLEN & WILLIAM AHMUTY to
remove and replace (in-place) approx. 67 linear ft. of existing timber bulkhead with vinyl
bulkhead and backfill with approx. 25 cy. of clean sand to be trucked in from an upland
source. Remove and replace existing 3.5'X 5.5' timber steps to beach.
Located: 3405 Bay Shore Rd., Greenport. SCTM#53-6-10
The CAC recommends Approval of the application with the Condition of a 20' non-turf
buffer landward of the bulkhead.

Moved by Don Wilder, seconded by Jack McGreevy, to
TABLE the Wetland Permit application of FRANK PURITA for clearing within 100' of the
wetlands.
Located: 875 Eugene's Rd., Cutchogue. SCTM#97-2-19
The CAC Tables the application until a landscape plan with a non-disturbance zone is
produced.
Vote of Council: Ayes: All

Moved by Jack McGreevy, seconded by Alicia Marin, it was
RESOVLED to recommend to the Southold Town Board of Trustees APPROVAL WITH
CONDITIONS of the Wetland Permit application of PETER & GRACE GORMAN to
construct stairs to the beach.
Located: 440 Windward Rd., Orient. SCTM#14-2-30.6
The CAC recommends Approval of the application with the following Conditions:
Size of landings must comply with Town Wetland Code.
¼" spacing between decking on landings.
50' non-turf buffer

Moved by Don Wilder, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Wetland Permit application of VINCENT & CAROL MANAGO for complete removal of the
existing 64' wood jetty and restoration of the beach on subject property with approx. 300
cy. of dredged or borrow sand.
Located: 8225 Nassau Point Rd., Cutchogue. SCTM#118-4-10
Vote of Council: Ayes: All

Moved by Alicia Marin, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A
CONDITION of the Wetland Permit application of PETER RUTTURA for alterations and
additions to the existing dwelling. Demolition of existing roof, carport, rear deck and
proposed addition of new roof, rear deck, front covered porch and two-car garage with
unheated breezeway.
Located: 835 Waterview Dr., Southold. SCTM#78-7-12
The CAC recommends Approval of the application with the Condition of a 50' non-turf
buffer.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A
CONDITION of the Wetland Permit application of ROBERT A. MACFARLANE to
construct a single-family dwelling and deck.
Located: Els Stillwater Ave., Cutchogue. SCTM#136-2-6,7,&8
The CAC recommends Approval of the application with the Condition of the submission of
a landscape plan of the protection of the 8" DBH trees.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
CONDITIONS of the Wetland Permit application of MATT-A-MAR BY THE BAY, LLC to
construct boat racks and a parking area.
Located: 650 First St., New Suffolk. SCTM#117-8-18
The CAC recommends Approval of the application with the following Conditions:
all run-off is captured and sent to drywells
a full SEQRA review is conducted
the plans are compatible with the Local Waterfront Revitalization
Program.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A
CONDITION of the Wetland Permit application of ARNOLD BARTON to repair
inkind/inplace approx. 124 linear ft. of existing bulkhead. Located: 5295 Nassau Point
Rd., Cutchogue. SCTM#111-9-13
The CAC recommends Approval of the application with the Condition no treated lumber is
used.

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND PERMITS
Moved by Don Wilder, seconded by Alicia Marin, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A
CONDITION of the Amendment application of CHARLES SALICE to Amend Permit
#5020 to reconfigure the floating dock, from it's present alignment, to a straight linear
configuration extending out from the present catwalk and ramp, and perpendicular to the
shoreline, and secured by three (3) new piles.
Located: 2315 Pine Tree Rd., Cutchogue. SCTM#104-3-1
The CAC recommends Approval of the application with the Condition the docking facility
and boat do not exceed 1/3 across the width of the creek.
Vote of Council: Ayes: All
Motion Carried
The next meeting of the Conservation Advisory Council has been set for Tues., May 10,
2005 at 6:00 PM.
There being no further business to come before the Council, the meeting was adjourned
at 8:00 PM.
