A meeting of the Southold Town Conservation Advisory Council was held Mon., October
18, 2004 at Down's Farm Preserve.

CALL TO ORDER
Chairman Don Wilder called the meeting to order at 6:00 PM.

REPORTS
Chairman Don Wilder reported that the Stormwater Committee will soon be formalized.
APPROVAL OF MINUTES
Moved by Don Wilder, seconded by Jack McGreevy, to Approve the Minutes of
September 14, 2004.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Don Wilder, seconded by Doris McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application MARILYN P. ANGELSON to
construct approx. 4'X 88' long stairway in order to provide access to shoreline of L.I.
Sound, from the top of the bluff. The stairway will be between 4' and 6' above the
existing grade, and terminate at the bottom of the bluff +/-35' landward of the highwater
mark.
Located: 28079 County Rd. 48, Southold. SCTM#73-6-1
The CAC recommends Approval of the application with the Condition the bluff is re-
vegetated after construction.

Moved by Don Wilder, seconded by Nicholas Dickerson, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of ARNOLD BARTON to construct a
4'X 20' stairway leading to a 10'X 20' deck, a 4'X 16' stairway leading to a 6'X 8' deck, a
4'X 16' stairway to a 6'× 8' decking, then a 4'X 14' stairway to a 4'X 20' deck. A 4'X 4'
platform to a 4'X 8' stairway ending at the beach. Located: 5295 Nassau Point Rd.,
Cutchogue. SCTM#111-9-13
The CAC recommends Approval of the application with the Condition the stairs are
constructed with appropriate landings 4'X 4' or smaller, and there is no change to the
bluff.

Moved by Don Wilder, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Wetland Permit application of TED DOWD to dredge the entrance of Fairhaven Inlet -
Ten-Year Maintenance Permit.
Located: Cedar Beach- 1775 Inlet Way, Southold. SCTM#91-1-8
Vote of Council: Ayes: All

Moved by Don Wilder, seconded by William Cook, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of EDMUND J. E~AUMANN to remove
trees and establish a rear property driveway for trailer and boat storage/access and
plant evergreens on the north property line. Located: 325 Wood Lane, Peconic.
SCTM#86-6-2.2&3.2
The CAC recommends Approval of the application with the Condition that only the
selected trees on the attached survey are removed and the trees within 30 of the
wetlands, on the north property line, east of the wetlands, should remain.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of JOAN SELBY to install a new
reinforced epoxy sheet pile seawall to replace existing seawall, which is collapsing.
Located: 20275 Soundview Ave., Southold. SCTM#51-4-8
The CAC recommends Approval of the application with the Condition the seawall is
replaced, inplace.

Moved by Don Wilder, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of EAST OF EDEN, LLC to construct
a 4'X 68' set of timber stairs/platforms down bluff face to provide access from upland to
beach.
Located: 1380 Sound Dr., Greenport. SCTM#33-3-19.25
The CAC recommends Approval of the application with the Condition the existing swale
on top of the bluff is maintained, there is a pervious walkway, and the top of the bluff is
re-planted in order to stop erosion.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit & Coastal Erosion Permit application of MARK
GORDON to extend the existing balcony to north face of house and build new deck and
pool at north side of property.
Located: 63165 Route 48, Greenport. SCTM#40-1-14
The CAC recommends Approval of the application with the Condition drywells are
installed to contain the pool backwash, and the existing elevations are maintained.

Moved by Don Wilder, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of
the Wetland Permit application of JEFFREY VICTOR to construct a 4'X 35' fixed
catwalk, 5'X 45' fixed dock, a 3'X 15' seasonal ramp and 6'X 20' seasonal floating dock.
Located: 1185 Kerwin Blvd., Greenport. SCTM#53-3-6
The CAC recommends Disapproval of the application because the docking facility would
have a negative impact on the wetlands, in a pristine area where there are no other
structures in the water.

Moved by Don Wilder, seconded by Doris McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of KATHLEEN NEUMANN to
renovate and expand the existing two-story single-family frame dwelling with additions
to the living space of 1136+/- sq.ft, and the addition of surrounding porch spaces of
1895+/- sq.ft., the final structure having overall dimensions of 64'8" X 68', and to install
a new on-site sewage disposal system.
Located: 750 East Mill Rd., Mattituck. SCTM#107-1-1
The CAC recommends Approval of the application with the Condition hay bales are
placed down prior to construction, drywells are installed to contain the roof run-off, and
a swale is built around the creek side of the house, in order to stop run-off.

Moved by Jack McGreevy, seconded by Don Wilder, it was
RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of
the Wetland Permit application of ALEX KOUTSOUBIS to construct an in-ground
swimming pool 20'X 40' with surrounding stone or concrete grade-level patio 10' wide
on each side and with surrounding security fence as required.
Located: 1610 The Strand, East Marion. SCTM#30-2-64
The CAC recommends Disapproval of the application because the proposed location of
the swimming pool is too close to the top of the bluff.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of PARKER & BETSY DICKERSON
for the existing fixed dock, ramp, and floating dock.
Located: 1485 Mill Creek Dr., Southold. SCTM#51-6-29
The CAC recommends Approval of the application with the Condition the existing dock
and walkway is included on a survey by a licensed surveyor.

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND PERMITS
Moved by Don Wilder, seconded by Doris McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of
the Amendment application of JAMES BUGLION to Amend Permit #5938 to increase
the front porches from 4' to 7'6", reducing the front yard setback from 40' to 36'6".
Located: 2520 Clearview Ave., Southold. SCTM#70-10-29.1
The CAC recommends Disapproval of the application because the work has already
been done. The CAC recommends a violation.

Moved by Doris McGreevy, seconded by Don Wilder, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Amendment application of ROBERT & HELEN KEITH to Amend Permit #5700 to
construct approx. 58 linear ft. of rip-rap on filter cloth and construct approx. 208 linear ft.
of vinyl Iow-sill bulkhead to backfill with approx. 100 cy. clean sand fill to be planted with
spartina alterniflora (12" on center).
Located: 995 Willis Creek Dr., Mattituck. SCTM#123-10-2

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Amendment application of PATRICK SCOLLARD to Amend Permit #5701 to construct
approx. 59 linear ft. of rip-rap on filter cloth and construct approx. 92 linear ft. of vinyl
Iow-sill bulkhead to backfill with approx. 10 cy. clean sand fill to be planted with spartina
alterniflora (12" on center).
Located: 905 Willis Creek Dr., Mattituck. SCTM#123-10-3

Moved by Don Wilder, seconded by William Cook, to
TABLE the application of GREGORY M,A??ANOBILE to Amend Permit #5631 to
eliminate the swimming pool and move the proposed sanitary system leaching pools 3'
further from the wetlands line. Located: 1300 & 1460 Lake Dr., Southoid. SCTM#59-1-
21.6&21.7
The CAC Tables the application and will re-inspect in November when the project is
staked.
Vote of Council: Ayes: All
Motion Carried
The next meeting of the Conservation Advisory Council has been scheduled for
Tuesday, November 9, 2004 at 6:00 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 7:30 PM.
