A meeting of the Southold Town Conservation Advisory Council was held Tuesday,
September 14, 2004 at Down's Farm Preserve.

CALL TO ORDER
Chairman Don Wilder called the meeting to order at 6:00 PM.
CHAIRMAN'S ANNOUNCEMENTS
REPORTS
Trustee Peggy Dickerson reported that Heather Tetrault is now working as an
Environmental Technician for the Board of Trustees.
Chris Smith at Cornell Cooperative has created a video of all road ends and drainage
pipes. The video will be available within the next month.
APPROVAL OF MINUTES
Moved by Don Wilder, seconded by William Cook to Approve the Minutes of August 10,
2004.
RESOLUTIONS
Moved by Don Wilder, seconded by Doris McGreevy, it was
RESOLVED to recommend to the Southold Town Board, the appointment of Jacob
Smith as a Junior member of the Conservation Advisory Council.
Vote of Council: Ayes: All

DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by William Cook, seconded by Don Wilder it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Wetland Permit application of ROBERT KELLER to construct an attached
garage/addition with porch and decking, construct an attached second-story addition to
the existing dwelling, and to remove/replace the existing gravel driveway. Located: 380
Knoll Circle, East Marion. SCTM#37-5-11
Vote of Council: Ayes: All

PECONIC LAND TRUST to replace inkind/inplace three (3) existing weirs/wave breaks;
resurface approx. 280 linear ft. of existing timber bulkhead with PVC corrugated
sheathing within an existing hatchery trough; maintenance dredge to -6' MLW removing
approx. 140 cy. clean sand from area of approx. 700 sq.ft, within the weir; dredge to -4'
MLW approx. 265 cy. clean sand fill from an area of approx. 2400 sq. ft. within hatchery
trough; excavate/cleanout an approx. 40' long culvert connecting the hatchery trough on
the north side of the building and the lagoon on the south side of the hatchery removing
approx. 80 cy. clean sand; disposal of approx. 580 cy. total of clean sand dredge
material upland on applicant's property with capacity of approx. 640 cy., raising grade
approx. 2'; all dredging to be undertaken twice over 10 years with disposal of the
second dredging upland on the applicant's property or in approved upland disposal site.
All dredge material is clean sand. Replace existing Quonset Hut building with a Morton
Steel or equivalent building.

The CAC did not make an inspection, therefore no recommendation was made.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of CHARLOTTE DICKERSON to
construct beach stairs from the top of the bluff to the beach.
Located: 4630 Blue Horizon Bluffs, Peconic. SCTM#74-1-35.51
The CAC recommends Approval of the application with the Condition the bluff is re-
vegetated after construction.
Vote of Council: Ayes: All
Motion Carried
SUSAN H. JEFFERIES to remove the existing concrete block wall and patio, to
construct a screen porch, gates, sitting wall, open cabana, pool, enclosed cabana and
pool equipment.
Located: East End Rd., Fishers Island. SCTM#1-2-11
The CAC did not make an inspection, therefore no recommendation was made.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of THOMAS CHRISTIANSON to
demolish the existing dwelling and construct a new 862 sq.ft, dwelling and sanitary
system.
Located: 7065 New Suffolk Rd., New Suffolk. SCTM#117-5-30
The CAC recommends Approval of the application with the Condition the house is
moved to the northwest and the septic tanks are relocated to the south, as necessary,
and the two large oak trees should not be taken down.
The CAC further recommends the Stormwater Committee investigate the Town drain in
front of the subject property.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Wetland Permit application of ROBERT & CHERYL MCCALL to construct a two-car
garage and porch.
Located: 10725 New Suffolk Ave., Cutchogue. SCTM#116-1-5

Moved by Don Wilder, seconded by Jack McGreevy to
TABLE the Wetland Permit application of D. CLAEYS BAHRENBURG to construct a
4'X 79' fixed elevated catwalk, 3.5'X 15' hinged ramp, and a 6'X 20' floating dock.
Located: 220 Bay Ave., Orient. SCTM#24-2-20
The CAC requests a clarification of the regulations of the Coastal Erosion Hazard Area
and recommends the owner consider a mooring.

Moved by Don Wilder, seconded by William Cook, it was
RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of
the Wetland Permit application of ALLA IMENNOVA to install a 12'X 16' shed.
Located: 295 Mockingbird Lane, Southold. SCTM#55-6-15.59
The CAC recommends Disapproval of the application and recommends a 100' setback
from the wetlands and a 20' non-turf buffer.

Moved by Don Wilder, seconded by Jack McGreevy, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
CONDITIONS of the Wetland Permit application of WILLIAM C. GOGGINS to add top
soil for re-grading purposes due to replacement of septic system, install a 6' wide deck
parallel to the bulkhead, install a 6' wide deck parallel to the house, 24' in length,
replace the bulkhead in-kind, and renovate the existing dwelling.
Located: 1780 Jackson St., New Suffolk. SCTM#117-10-14.1
The CAC recommends Approval of the application with the Condition no pressure
treated lumber is used on the bulkhead, the deck is landward of the bulkhead, and a 20'
non-turf buffer is installed landward of the bulkhead.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of RITA M. JONES to construct a
single-story 10'X 26' addition on the landward side of the existing house.
Located: 1335 Island View Lane, Greenport. SCTM#57-2-15
The CAC recommends Approval of the application with the Condition roof drains to
drywells are installed and directed away from the wetlands.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of ANTHONY IENNA to install an 18'X
36' in-ground swimming pool.
Located: 2400 Glenn Rd., Southold. SCTM#78-2-41
The CAC recommends Approval of the application with the Condition hay bales are
placed down prior to construction.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of MICHAEL & JOANN NICKICH to
construct a 4'X 68' catwalk, 2 ~' X 12' ramp and 6'X 20' floating dock, and create an
access path to the docking facility.
Located: 4297 Wells Rd., Peconic. SCTM#86-1-9.5
The CAC recommends Approval of the application with the Condition the access path to
the ramp is a natural path.

Moved by Don Wilder, seconded by William Cook, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Wetland Permit application of NICHOLAS NOTIAS to install a 30'X 14' in-ground
swimming pool, deck and fence, and DISAPPROVAL to construct a 60' long X 5' high
retaining wall and backfill with 40 cy. of fill; remove a diseased oak tree and trim the
brush located on the bluff.
Located: 460 Inlet View East, Mattituck. SCTM#100-3-10.11
The CAC recommends Approval of the application to install a swimming pool with the
condition drywells are installed to contain the pool backwash.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Wetland Permit application of CEDAR BEACH PARK ASSOCIATION to repair the
residential driveways, currently dirt roads, by grading and covering with bluestone chips.
Located: Cedar Beach Park at Bayview.
Vote of Council: Ayes: All

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of GRACE & JOSEPH FINORA to
construct approx. 184 linear ft. of vinyl Iow-sill bulkhead adjacent to rip-rap emplaced in
association with NY State drainage pipe; dredge approx. 10'X 90' area seaward of
bulkhead to a max. depth of-2' ALW to reclaim eroded inter-tidal sediment; place
approx. 35 cy. spoil landward of bulkhead (and seaward of existing wetland vegetation)
in unvegetated inter-tidal area; and plant spoil with spartina alterniflora (12" on center)
to re-establish and restore vegetated inter-tidal marsh. Located: 45 & 135 East Legion
Ave., Mattituck. SCTM#122-3-12&13
The CAC recommends Approval of the application with the Condition all activity is
retained on the property and with no interference with navigation.

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND PERMITS
Moved by William Cook, seconded by Don Wilder, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
application of MICHAEL KENIN to Amend Permit ¢f4984 to include an as-built 10'X 12'
floating dock. Located: 420 Lakeview Terrace, East Marion. SCTM#31-9-11

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
application of WILLIAM & JOAN CORWIN to Amend Permit #5941 to replace the
existing collapsed cesspool in the same location.
Located: 14915 New Suffolk Ave., New Suffolk. SCTM#116-3-17

Moved by Jack McGreevy, seconded by Don Wilder, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the application of ROSEMARY & SEBASTIAN AVOLESE to Amend
Permit #5829 to relocate and replace the existing sanitary system with new, Suffolk
County Dept. of Health services - conforming sanitary system and modify configuration
of proposed additions.
Located: 4150 Wunneweta Rd., Cutchogue. SCTM#111-14-24
The CAC recommends Approval of the application with the Condition a berm is installed
at the end of the path sloping down towards the bulkhead in order to catch any run-off,
and drywells and gutters are installed to contain the roof run-off.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
application of JOHN & JOYCE SAMPIERI to Amend Permit #5841 for a one-story
addition to the existing one-family residence.
Located: 1380 Bayberry Rd., Cutchogue. SCTM#118-2-12
Vote of Council: Ayes: All
Motion Carried
The next meeting of the Conservation Advisory Council has been scheduled for
Monday, October 18, 2004 at 6:00 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 7:15 PM.
