Commencement:
The meeting began at 7:05 p.m. with four LPC members present.
Adoption of Meeting Minutes:
Lengthy discussion ensued about the terminology of "to present a purchase offer to
landowner(s)". Members agreed to henceforth "to recommend a purchase offer to
landowner(s)" after appraisal has been received and reviewed by LPC members for
the purpose of determining a purchase price to "recommend" to landowner, always
subject to Town Board approval.
A sample of an offer/motion form was distributed to LPC members for review.
Recommendations for possible revisions to be made at next scheduled LPC
meeting.

MOTION made by Ray Huntington, seconded by Craig Arm to accept minutes of
the May 3, 2005 meeting with revision - the word "present" revised to
"recommend".
Motion carried 4/0.

Peconic Land Trust to update re: meeting with landowner.
Presentation made by Tim Caufield of Peconic Land Trust. Landowner owns two
adjacent lots; one with Town PDR, one with rights intact. PDR parcel is planted in
vineyard. Vineyard area extends on to part of adjacent lot (1-3 acres estimated).
Landowner is requesting a lot line change to add land with vineyard
encroachment to PDR parcel. Landowner would like to offer PDR on the
encroachment area. LPC decided to appraise entire property with development
rights intact in order to determine per acre value for the vineyard encroachment
area, and per acre value should landowner wish to sell development rights on
entire parcel.
MOTION made by Ray Huntington, seconded by Craig Arm, to direct Melissa
Spiro to commission an appraisal on 16.7 acres with intent of purchase on all, or
portion of, development rights on smaller parcel.
Motion carried 4/0.

Melissa Spiro met with Vincent Orlando, landowner, his attorney William
Goggins, and Planning staff members in regard to landowner's proposed three
lot conservation subdivision.
MOTION made by Ray Huntington, seconded by Craig Arm, to direct Melissa
Spiro to commission an appraisal subject to concept plan verified by landowner
of 2 lots on road frontage and 1 lot in north/west corner.
Motion carried 4/0.

Discussed questions raised by landowner after offer made.
Craig Arm reported to members on his meeting with George Penny regarding
suggested LPC offer and possible bargain sale. George Penny to commission his
own appraisal in regard to bargain sale. Community Preservation Project Plan
will need to be amended if landowners decide to proceed with sale of
development rights since property is not on CPPP.

Inquiry made by member of the Yennecott Homeowners Association as to
Town's interest in accepting transfer of ownership of the parcels as this matter is
to be brought up for discussion with homeowners at their next association
meeting. Melissa to discuss this issue further with inquiring homeowner. LPC
expressed interest in acquiring property.
The members entered into EXECUTIVE SESSION.

END OF EXECUTIVE SESSION
Informational:
· Booth - Margot Booth thanked LPC members for attending and speaking in
support of the Booth project at the recently held Planning Board meeting. A June
2005 closing date is anticipated.
· Grippa - closed May 4, 2005.
· Dubner (south)- anticipate a June closing date.
· Manzi (Oregon Landing I) - anticipate a June closing date if subdivision is
completed.
Next Regular Meeting:
· The next regular meeting will be held on Tuesday, May 31, 2005, in Conference
Room, at 7:00 p.m.
