POLICY: At scheduled Town Board meetings, the attending public is encouraged to briefly address the Town Board relating to agenda resolutions prior to their enactment; the public will also be given time at the conclusion of the regularly scheduled business agenda to address the Board on any given topic. RESOLUTIONS Special Note: At the start of the Town Board Meeting the Supervisor will invite the public to speak on the following resolutions. 223. Appoint Everett C. Corwin to the position of full-time Automotive Equipment Operator, Highway Department. 224. RESOLUTIONS - Cont. 225. Reclassify the Civil Service title of Zachary Tomaszewski from provisional full-time Technical Coordinator II to provisional full-time Technical Coordinator I. 226. Authorize modification to the General Fund Whole Town 2005 budget for tapes and diskettes, Data Processing. 227. Authorize the addition of $4,000 to the Computer Workstations and Printers Capital Project in the 2005 Capital Budget. 228. Authorize and direct Supervisor Horton to sign the 2005 Agreement with the County of Suffolk and Family Service League for the Southold Town Youth Services Program. 229. Authorize and direct the Town Clerk to advertise for 2005 summer positions: lifeguards, beach attendants, playground instructors and weekday beach manager. 230. Authorize and direct the Town Clerk to supply the Southold Town beach attendants and beach managers with a petty cash fund to enable them to make change. 231. Authorize and direct the Town Clerk to issue free beach parking permits to water safety instructors, beach attendants, lifeguards, lifeguard trainer, beach managers and Recreation Supervisor Ken Reeves. 232. Authorize and direct Supervisor Horton to enter into an agreement with Corazzini Asphalt to transfer title to the surplus Kohman Conveyor in exchange for unlimited use of Corazzini's Reed Power Screen by the Highway Superintendent for three years. 233. Grant permission to the Mattituck Lions Club to hold their annual Strawberry Festival and Country Fair, Route 48, Mattituck, on June 14-June 20, 2005. 234. Authorize modification to the General Fund Whole Town 2005 budget for boat engines for the Bay Constable. 235. Grant permission to Senior Environmental Planner Mark Terry, Senior Planner Anthony Trezza and Site Plan Reviewer Bruno Semon to attend a workshop on Land Use Planning, Conservation Subdivision Design, on May 26, 2005 in Muttontown, NY. 236. Approve Change Order No. 2 and authorize and direct Supervisor Horton to execute said Change Order in the amount of $20,000 in order to cover additional costs and work performed by Terry Contracting on the Griffing Street Parking Facility. 237. Grant permission to the North Fork Country Club to close town roads for their Annual Two-Day Member Guest Golf Tournament July 15-16, 2005. 239. Authorize a mandatory referendum for approval of the qualified voters of Southold Town on November 8, 2005: Shall a Resolution Increasing the Term of Office of the Town Supervisor from Two (2) Years to Four (4) Years be approved? (effective 1/1/08) 240. Authorize modification to the Highway Fund 2005 budget for various supplies and services. 241. Appoint John Speirs to the position of part-time, seasonal deck hand for the Fishers Island Ferry District. 242. Grant permission to the Orient Fire Department to use town roads for a Memorial Day Parade, May 30, 2005. 243. Grant a refund to Stalco Construction in the amount of $50 for the return of bid documents for the Solid Waste Transfer Station prior to the bid opening. 244. Place one (1) sanitary flow credit into the Town TDR Bank from the purchase of development rights easement on the parcel owned by the Peconic Land Trust, formerly Harper. 245. Authorize and direct Supervisor Horton to execute a Proposal with Diversified Technology Consultants regarding engineering services for the Fishers Island Sewer District. 246. Authorize and direct Supervisor Horton to execute an Agreement with Verizon Network Integration Corp. regarding maintenance and management services for the frame relay network. 247. Authorize modification to the General Fund Whole Town 2005 budget to appropriate gift funds for Adult Day Care Furniture, Programs for the Aging. 249. Grant permission to Event Power and Cornell Marine Science Center to use town roads for the "7th Annual Mighty North Fork Triathlon" on July 10, 2005. 250. Increase the pay of Michael Fiora to $19/hour as he has completed the requirements to become a Captain for the Fishers Island Ferry District. 252. Amend resolution #281, adopted at the April 12, 2005 regular Town Board meeting authorizing the closure of the Solid Waste Transfer Station and Yard Waste Compost facility to begin May 18, 2005. 253. Authorize and direct Supervisor Horton to execute the necessary forms regarding the Elizabeth Field Airport Apron and Taxiway for Partial Payment Request No. TWO. 254. Recognize the week of May 1-7, 2005 as Municipal Clerks Week and extend appreciation to Municipal Clerk, Elizabeth Neville, and to all Municipal Clerks for the vital services they perform. 255. Accept the bid of Corazzini Asphalt, Inc. for furnishing and placing Bituminous Surface Treatment Liquid Asphalt Grades RC-250 and MC-250 ("Oil & Sand) within Southold Town. 256. Accept the bid of Corazzini Asphalt, Inc. for furnishing and placing Bituminous Surface Treatment RC-250 Liquid Asphalt ("Oil & Stone) within Southold Town. 257. Accept the bid of Corazzini Asphalt, Inc. for furnishing and placing Liquid Asphalt Grades RC-250 and MC-250 within Southold Town. 258. Accept the bid of Corazzini Asphalt, Inc. for furnishing and placing Hot Mix Asphalt Concrete Pavement "Type 5 Shim" Sand Mix Asphalt within Southold Town. 259. Accept the bid of Corazzini Brothers, Inc. for furnishing and placing Hot Mix Asphalt Concrete Pavement "Type 6 Top" within Southold Town. 260. Accept the bid of Corazzini Asphalt, Inc. for furnishing and placing Bituminous Surface Treatment RX-250 Liquid Asphalt "Oil & Recycled Stone" within Southold Town. 261. Accept the bid of Thomas H. Gannon & Sons, Inc. for the application of Polymer Modified Emulsified Asphalt Pavement, Type II Micro-Surfing within Southold Town. 262. Accept the bid of Island Resurfacing LLC for the furnishing and placing of Nova Chip Ultra-Thin Surfacing Course within Southold Town. 263. Authorize the Town Clerk to advertise for bids for the purchase of Type 6 Asphalt for pickup and use by the Southold Town Highway Department. Retain Michael Rikon, Esq. as special counsel in an Eminent Domain proceeding relating to the properly owned by George Stankevich. 266. Set 5:00 p.m., May 24, 2005, Southold Town Hall, as the time and place for a public hearing on "A Local Law in relation to Amendments to the Domestic Partnership Law". 267. Adopt the conceptual plan for the Town of Southold Animal Shelter, Version No. SK.A3.10.7, authorize and direct the Town Engineer to coordinate the preparation of bid specifications, and authorize Supervisor Horton to pursue initiatives to fund the project. 268. Authorize the Town of Southold Tree Committee to affix public notice posters to Southold Town street trees that are designated to be removed and require all other agencies proposing to remove street trees use such public notice posters in advance of such tree removal. 269. Appoint Philip L. Goldman to the Tree Committee, term to expire December 31, 2005. 270. Authorize the Southold Town Tree Committee to place a full-age advertisement for its annual Memorial Tree Honor Roll in the Traveler-Watchman and The Suffolk Times. 271. Implore and work with the NYS Department of Transportation to remediate the effects of the drainage project in the heart of Cutchogue by re-designing the project to beautify it and make a safe and useful area. 272. Authorize and direct Supervisor Horton to execute a maintenance agreement with the Cutchogue-New Suffolk Park District for the care and maintenance of Wally Kaelin Park, Griffing Street, Cutchogue. 273. Set 5:05 p.m., May 24, 2005, Southold Town Hall, as the time and place for a public hearing on "A Local Law in relation to the Litter on Private Properly Law". 274. Declare intention to work in partnership with the County of Suffolk, the State of New York and all other interested agencies towards the preservation of Clark's Beach. 275. Request the NYS Department of Transportation to immediately install No Parking signage along both sides of Route 25 from the Cross Sound Ferry terminal past the intersection of Ryder Farm Road in Orient; and develop a Park and Ride facility along the Long Island Expressway exit ramp to Exit 71 for parking and shuttle service to and from the Cross Sound Ferry terminal for walk-on passengers. Approve the trailer permit application of Glover Perennials to locate a mobile trailer to be used as a farm office on Sterling Lane, Cutchogue, SCTM #1000-96-5-13, 277. Increase the suggested fee for a Southold Town Memorial Tree Planting from $350 to $500. VI.
