WHEREAS there has been presented to the Town Board of the Town of Southold, Suffolk
County, New York on tbe 23rd day of Marcb, 2004, a Local Law entitled "A Local Law in
Relation to a Stop Sign on Love Lane, Mattitoek, New York", and
WHEREAS the Town Board oftbe Toxin of Soutbold held a public hearing on the aforesaid
kocal kaw at which time all interested persons were given an opportunity to be beard, now
therefore be it
RESOLVED that the Town Board of the Town of Soutbold hereby enacts the following Local
Law:
A Local Law entitled "A Local Law in Relation to a Stop Sign on Love Lane, Mattituck,
New York
LOCAL LAW NO. ~_O OF 2004
BE IT ENACTED, by the Town Board of the Town of Southold as follows:
Purpose- The purpose of this Local Law is to improve safety for pedestrians and vehicles at
the intersection of Love Lane and Pike Street.
1I. Chapter 92, Section 92-30 tVebicles & Traffic) of the Code of the Town of Southold is
hereby amended as follows:

thereof other than the part or provision so adjudged to be invalid or unconstitutional.
This Local Law shall take effect immediately upon filing with the Secretary of State.

BE IT ENACTED, by the Tovcn Board of the Town of Southold as follows:
Purpose- The purpose of this Local Law is to improve safety for pedestrians and vehicles at the
intersection of Love Lane and Pike Sn'eet.
II. Chapter 92, Section 92-30 (Vehicles & Traffic) of the Code of the Town of Southold is

COUNCILMAN WICKHAM: NOTICE IS HEREBY GIVEN that there has been presented to the
Town Board of the Town of Southold, Suffolk County, New York on the 23rd day of March, 2004. a
Local Law entitled "A Local Law in Relation to a Stop Sign on Love Lane, Mattituck, New York",

NOTICE IS HEREBY FURTHER GIVEN that the Town Board of the Town of Southold will hold a
public hearing on the aforesaid Local Law at the Southold Town Hall, 53095 Main Road, Southold
New York on the 20th day of ApriL 2004 at 8:00 p.m, at which time all interested persons xxill be
given an opportunity to be heard.
This proposed "Local Law in Relation to a Stop Sign on Love Lane, Mallituck, New York", reads

Public Hearing-Love Lane
That is essentially all of this local law. It has appeared on the Town Clerk's bulletin board outside, it
has appeared as a legal in the local newspaper and I have no further comnmnications on this hearing.
SLIPERVISOR HORTON: Thank you, Councilman Wickham. Would anybody care to address the
Board on this specific public hearing? Mrs. Egan.
JOAN EGAN: Good evening, again. Mr. Wickham, would you kindly repeat part where, what you
really are going to, hope to do there?
COUNCILMAN W[CKH,adM: There is an intersection in Mattituck on Love Lane and Pike Street...
MS. EGAN: That is right near the railroad tracks.
COUNCILMAN WICKHAM: Yes, that is con'ect. There would be stop signs placed on Love Lane,
both on the north side of Pike Street and the south side of Pike Street.
MS. EGAN: Well, I think ....
SUPERVISOR HORTON: It would be a lbur-way stop at that point.
MS. EGAN: I thilOz that is a step in the right direction but I truly feel that on Love Lane, on the Main
Road, that you really need a three-way light.
COUNCILMAN WICKHAM: That is on tile Main Road and Love Lane?
SUPERVISOR HORTON: On the turn there.
MS. EGAN: Yeah, yeah. It is getting worse there, the road is breaking up, you have had so many
accidents there, I don't know how the people who live up there get across the street. 1[ mean it is at
your own risk. I would rather cross 42"d Street and Lexington Axenue, I could do that better and safer
thm~ cross Love Lane up there on, it, it, it is terrible. You have so much in that area, you have a
church, you have a bar, you have a hardware store, you have a bank. You can't park there, maybe in
January, FebruaD', March. In the summer, I avoid Love Lane like a plague. [ go in one way, go in
where you go forward and then I go back and come around and park by the bank. And so, I think you
are heading in the right direction doing something on Love Lane, but I thil3z you need a ~'eat deal
more inpnt, to traffic lights and again, of course, you can review through the police department all the
accidents. You even had a fire truck go over there, what was that, last year?
SUPERVISOR HORTON: Thatxk you, Mrs. Egan. Would anyone else care to address the Board on
this public hearing?
COUNCILMAN ROSS: Yes. It seems as though there may be, although I don't necessarily think a
stop sign on the north bound direction is necessa~' because of the blind spot created by the stores, I
don't think a stop sigxt is needed on the south bound. The visual is open, both to thc east and to the
west and you have the track there and l am song,' 1 didn't mention this earlier but I just gave it thought
now, ma3, I suggest that we reconsider this?

Public Hearing-Love Lane
SUPERVISOR HORTON: I think, this is something that came from, 1 am open to reconsidering it but
it is something that came from the Superintendent of Highv,,ays after several requests and to be honest
with you, I have been standing on tile comer of Love Lane and had residents come up to me on the
street and request that stop signs be there both ways and I have also obsep,'ed traffic moving at a high
rate of speed, even south bound. And I think that by having a four-way stop there, you are creating a
much safer situation, people are walking back and forth between the comer of Orlowski's Hardware to
the bank on regular occasion. Highly trafficked by pedestrian traffic and I think tbar~ the four-way
stops are going to do no harm to the business community and slow things down considerably. I just
came from the Superintendent of Highways and [ wouldn't at this point, I don't think it is for us to
object to tbat.
COUNCILMAN ROSS: Okay.
SUPERVISOR HORTON: Would anybody else on the Board have a sense on it?
COUNCILMAN EDWARDS: Well, as somebody who almost got run down there this morning, I am
in support of it. I am particularly concerned, as Dan is, about the north bound because people come
through there attd they kind of feel relieved that they are at the end of that parked area and they go
shooting out across the railroad tracks a little too fast. I think it is a good idea.
SUPERVISOR HORTON: It is in the interest of public safety.
