POLICY: At scheduled Town Board meetings, the attending public is encouraged to briefly
address the Town Board relating to agenda resolutions prior to their enactment; the public will
also be given time at the conclusion of the regularly scheduled business agenda to address the
Board on any given topic.

NYS Depm hnent of Environmental Conservation Notice of application of Michael Craig to
obtain an off-bottom culture permit, including a temporary marine area use assignment, for
an off-bottom culture of shellfish grow-out activity on public underwater lands in Great
Peconic Bay, approximately 1.25 miles from shore, westerly of Robins Island, Southold.
Written comments by November 10, 2003.

Special Note: At the start of the Town Board Meeting the Supervisor will invite the public to
speak on the following resolutions.
673. Authorize modification to the Bay Constable 2003 budget for vehicle maintenance and
repairs.
674. Grant permission to the Mattituck Junior-Senior High School to use town roads for their
"Harvest Walk" on October 24, 2003.
675. Grant permission to the Mattituck Lions Club to use town roads for their Halloween Parade
on October 3 I, 2003.
676. Grant permission to the Oysterponds Union Free School District to use town roads for their
Halloween Parade on October 31, 2003.
677. Set 8:00 p.m., November 6, 2003, Southold Town Hall, as the time and place for a public
hearing on "A Local Law in relation to Continuing Conditions for the Validity and
Existence of a Building Permit and Issuance of a Certificate of Occupancy". (IV-2)
678. Authorize modification to the General Fund Part Town 2003 budget to provide for a
planning consultant.

685. Authorize and direct Supervisor Horton to execute an agreement with Cleary Consulting
for professional planning services re Hamlet Revitalization Study.
686. Determine that the purchase of approximately 25.75 acres of the approximately 37.75 acre
parcel, SCTM #1000-79-2-7, is an Unlisted Action and would have no significant impact
on the environment and declare a negative declaration pursuant to SEQRA Rules and
Regulations.
687. Determine that the purchase of approximately 16.04-acre parcel, SCTM #1000-79-5-20.15,
is an Unlisted Action and would have no significant impact on the environment and declare
a negative declaration pursuant to SEQRA Rules and Regulations.
688. Appoint Ruth Oliva as Chairperson of the Zoning Board of Appeals.
689. Approve the appropriation in the amount of $10,500,000, including the amounts of any
grants that may be received from the United States and the State of New York, for the
increase and improvement of the facilities of the Fishers Island Ferry District, authorizing
the issuance of serial bonds in the principal amount of not to exceed $4,800,000 to finance
that portion of said appropriation for wh/ch such grants are not available.
690. Approve the appropriation of $45,000 to finance the maintenance and repair of existing
bulkheads, in the Southold Park District, stating the estimated maximum cost thereof is
$45,000 and authorizing the issuance of serial bonds to finance said appropriation.
691. Appoint George Augustine to the position of School Crossing Guard.
692. Authorize and direct the Town Clerk to re-advertise for the position of Matron/Detention
Attendant.
693. Declare Southold Town Police Department 1998 Ford Crown Victoria, VIN
2FAFP71W3WXI63145, surplus and transfer to the Highway Department.
694. Authorize modification to the Police 2003 budget for insufficient funds, miscellaneous
supplies.

1000-122-4-44.2 (original petitioner Strong's Marine) and reaffirm the Negative
Declaration adopted by the Town Board dated June 27, 1995.
700. Accept the report of Nelson, Pope & Voorhis regarding the zone change on the property
100046-1-2. l (original petitioner Riverhead Building Supply) and reaffirms the Negative
Declaration adopted by the Town Board dated October 15, 1996.

Special Town Board meeting for the purpose of adopting the 2004 Preliminary budget and
setting a public hearing.
704. Authorize and direct the Town Clerk to transmit the proposed "A Local Law in relation to
Continuing Conditions for the Validity and Existence of a Building Permit and Issuance of
a Certificate of Occupancy" to the Southold Town Planning Board and the Suffolk County
Department of Planning for their recommendations and reports.
705. Authorize and direct the Town Clerk to transmit the proposed "A Local Law in relation
Amending Chapter 100 'Zoning' of the Code of the Town of Southold to create a new
Article solely for the Agricultural-Conservation (A-C) and Low Density Residential R-80
Districts, to amend the provisions of the Agricultural-Conservation (A-C) and Low Density
Residential R-80 Districts governing uses and subdivisions, and to amend certain sections
of Chapter 100 to conform to the new Article "to the Southold Town Planning Board
and the Suffolk County Department of Planning for their recommendations and reports.

706. Authorize and direct the Town Clerk to transmit the proposed "A Local Law in relation to
Amending the Existing Affordable Housing District (Al-ID) Law to Create Permanent
Affordable Housing" to the Southold Town Planning Board and the Suffolk County
Department of Planning for their recommendations and reports.
707. Authorize and directs Supervisor Horton to hire the firm of Nelson, Pope & Voorhis to
conduct an evaluation pursuant to the State Environmental Quality Review Act (SEQRA)
to address the environmental issues pertinent to the proposed "A Local Law in relation to
Continuing Conditions for the Validity and Existence of a Building Permit and Issuance of
a Certificate of Occupancy".
708. Authorize and direct the Town Clerk to transmit the proposed "A Local Law in relation to
Creation of a Rural Incentive District" to the Southold Town Planning Board and the
Suffolk County Department of Planning for their recommendations and reports.
709. Direct the Town Planner to conduct a planning review of the LIO zoning in the Town and
make recommendations as to the continued use of the LIO Zoning and/or possible
amendments to the rules and regulations governing the use and bulk schedule requirements
of the LIO zoning district all to be completed within forty-five (45) days.
710. Enact "A Local Law to Amend the Zoning Map of the Town of Southold by Changing the
Zoning District Designation of SCTM # 1000-122444.2 from Low Density Residential (R-
80) District to Marine (M-l)".
711. Enact "A Local Law to Amend the Zoning Map of the Town of Southold by Changing the
Zoning District Designation of SCTM # 1000-46-1-2.1 from Hamlet Density (HD) to Light
Industrial Park/Planned Office Park (LIO)".
712. Enact "A Local Law to Amend the Zoning Map of the Town of Southold by Changing the
Zoning District Designation of SCTM # 1000-115-9-5. l from Light Industrial (LI) to Low
Density Residential (R-40)".
713. Enact on "A Local Law to Amend the Zoning Map of the Town of Southold by Changing
