The validity of this permit is or may be subject to the approval of other governmental or municipal
authorities. The Town accepts no responsibility in applying for or obtaining such approval. In the
event that such approval is necessary, the holder of this permit shall not commence operations here-
uncter until such approval has been obtained in writing. The failure to obtain such other approval when
required shall subject this permit to immediate revocation by the Trustees upon receipt by the
Trustees. of written notice from such other governmental or municipal authorities of its refusal or
disapproval.
The applicant does by the acceptance of this permit, assume all responsibility for operations under-
taken pursuant to this permit, and shall take all precautions for the prevention of injuries to persons
and property resulting from such operations. By such acceptance, the applicant also agrees to indemni-
fy and save harmless the Town, and its officers, agents and employees from any and all claims arising
from operations under this permit and any and all acts or omissions of applicant, his agent and
employees.
The applicant and the owner and occupants of the premises upon which the operations authorized by
mis permit are being conducted, do, by the acceptance of this permit, give consent to the Town, and
its officers and employees to enter upon the premises where such operations are being conducted to
make such inspections as the Town may deem necessary to insure that such operations are being con-
ducted in conformity with this permit.
This operation will not substantially:
A. Adversely affect the wetlands of the town.
B. Cause damage from erosion, turbidity or siltation.
C. Cause saltwater intrusion into the fresh water resources of the town.
D. Adversely affect fish, shellfish or other beneficial marine organisms, aquatic wildlife and vege-
ration or the natural habitat thereof.
E. Increase the danger of flood and storm-tide damage.
F. Adversely affect navigation on tidal waters or the tidal flow of the tidal waters of the town.
G. Change the course of any channel or the natural movement or flow of any waters.
H. Weaken or undermine the lateral support of other lands in the vicinity.
I. Otherwise adversely affect the health, safety and general welfare of the people of the town.

A detailed description and plans of the applicant's activity are inclosed
to assist tn your review.
The decision whether to issue a permit will be based on an evaluation of
the probable impact includin$ cumulative impacts of the activity on the
public interest. That decision ~rlll reflect the national concern for both
protection and utilization of important resources. The benefit which
reasonably may be expected to accrue from the activity must be balanced
against its reasonably foreseeable detriments. Ail factors which may be
relevant to the activity will be considered including the cumulative
effects thereof; amon8 those are conservation, economics, aesthetics,
general environmental concerns, wetlands, cultural values, fish and
wildlife values, flood hazards, flood plain values, land use, navigatio[~,
shoreline erosion and accretion, recreation, water supply and conservation,
water quality, energy needs, safety, food production and, in general, the
needs and welfare of the people.
ALL COMMENTS RECKING THE PERMIT APPLICATION MUST BE PREPARED IN WRITING
AND MAILED TO PEACH THIS OFFICE BEFORE THE EXPIRATION DATE OF THIS NOTICE~
otherwise it will be presumed that there are no objections to the activity.
A~ly person may request, in writing to the district engineer, before this
public ~otic... expires, that a public hearing be held to collect information
necessary to consider this application. Requests for public hearings shall
state, with particularity, the reasons why a public hearing should be held.
It should be noted that information submitted by mail is considered just as
carefully in the permit decision process and bears the same weight as that
furnished at a public hearing.

Pursuant to Section 7 of the Endangered Species Act (16 U.S.C. 1531) and
based upon a review of the latest published version of the threatened and
endangered species llstlng, a preliminary determination is that the
activity under consideration rill not affect those species listed or their
critical Imbitat.

archeologtcal, scientific, prehistorical or historical data ~ay be lost by

Reviews of activities pursuant to Section 404 of the Clean Water Act will
include application of the ~uidelines promulgated by the Administrator,
U.S. Envlronmntel Protection Agency, under authority of Section 404(b) of
the Clean Water Act and the applicant will obtain a water quality
certificate or waiver from the appropriate state agency in accordance with
Section 401 of the Clean Water Act prior to a permit decision.
Pursuant to Section 30?(c) of the Coastal Zone Management Act of 1972 as
amended (16 U.S.C. 1456(c)), for activities under consideration that are
located within the coastal zone of a state which has a federally approved
coastal zone management program, the applicant has certified in the permit
application that the activity complies with and will be conducted in a
manner that is consistent with the approved state coastal zone management
program. By this pablic notice, we are requesting the state's concurrence
with, objection to, or waiver of the applicant's certification. No permit
decision will be mede until one of these actions occur. For activities
within the coastal zone of New York State, the applicant's certification
end accompanying information is available from, and any comments on, should
be addressed to the New York State Department of State, Division of Local

DESCRIPTION OF WORK
The applicant, Reydon Shores Property Owners Assocatio~, Inc., is requesting
Department of the Arnly authorization to replace bulkheads, dredge and
backfill in Reydon Shores Marina, Southold Bay, Shelter Island Sound at
Southold, Suffolk County, New York.
The applicant would replace, within 18 inches, 350 linear feet of timber
bulkhead on the southern end of the project site, and would also repair,
where necessary, 200 linear feet of timber bulkhead on the eastern end
of the project site. The applicant also proposes to maintenance dredge
to 4 feet below the level of mean low water an irregular shaped area in
front of the bulkheads. Approximately 300 cubic yards of dredged material
would be removed initially and used as backfill for the reconstructed
bulkheads. Any surplus and all future dredged material, approximately
60 cubic yards every 2 years for the life of the 10 year dredging permit,
would be placed above the spring high tide line for beach dune stabilization
and reinforcement; these dunes erode every year due to winter storms.
The stated purpose for the project is to restore the marina to a servicable
and safe condition for private recreational activities.

Please be advised that the following action was taken by the
Board of Trustees at a regular meeting held on October 30, 1985:
Moved by Trustee Kujawski seconded by Trustee Bredemeyer
WHEREAS, Reydon Shores Property Owners Association applied to the
Southold Town Trustees for a permit under the provisions of the Wetlan¢
Ordinance of the Town of Southold, application dated August 9, 1985
and
WHEREAS, said application was referred to the Southold Town
Conservation Advisory Council for their findings and recommendations
and
WHEREAS, a public hearing was held by the Town Trustees with respect
to said application on October 30, 1985 at which time all
interested persons were given an opportunity to be heard,
Now, therefore, be it
RESOLVED that Reydon Shores Property Owners Association be granted
permission under the provisions of the Wetland Ordinance of the
Town of Southold, New York, all in accordance with the application.
This permit will expire on October 30, 1986 if work has not
commenced by said date. There shall be two inspections required;
and the Trustees shall be notified when the project is complete.
Please be advised that there is a $5.00 wetland inspection
fee due. Upon remittance, your permit will be forwarded by mail.

NOTICE OF NO SIGNIFICANT EFFECT ON THE ENVIRONMENT
Dated: September 25, 1985
Pursuant to Article 8 of the Environmental Conservation Law
State Environmental Quality Review and 6NYCRR Part 617, Section
617.10 and Chapter 44 of the Code of the Town of Southold, notice
is hereby given that the $outhold Town Trustees, as lead agency
for the action described below, has determined that the project,
which is unlisted will not have a significant effect on the
environment.
DESCRIPTION OF ACTION: Application of Reydon Shores PrQperty Owners
Association to repair or replace 500 lin. ft. of bulkhead and to
fill with approximately 250 cu. yds. of sand on property located at
Reydon Shores, Southold, New York.
The project has been determined not to have a significant
effect on the environment for the following reasons:
An environmental assessment has been submitted which
indicated that no significant adverse effect to' the environment
are likely to occur should the project be implemented as planned.
Because there has been a response from the Southold Town
Conservation Advisory Council indicating that this project would
not have a significant effect to the environment.
Because there has been no response in the allotted time from
the New York State Department of Environmental Conservation and the
Southold Town Building department, it is assumed that there are no
objections nor comments from those agencies.
