Was issued, and conforms to all of the requirements and conditions of the applicable
provisions of law. The project for which this certificate is being issued
is for replacement inkind/inplace of three existing weirs/wave breaks; resurface hatchery trough
bulkheading with PVC corrugated sheathing; maintenance dredging within the weir; dredge
within hatchery trough, culvert and lagoon on south side to be undertaken twice over 10 years,
replace Quoset Hut building with an equivalent building.

has determined that the proposed modifications will not substantially change the scope of the permitted actions or
the existing permit conditions.Therefore,the permit is amended to authorize:
Dredge 4' wide x 3' deep x 150' long channel in lagoon south of the hatchery building.All work shall be-
done in accordance to plans prepared by Gregg Rivara/Cornell Cooperative Extension dated 04/02/2007
and stamped NYS DEC approved 04/02/2007.
This letter is an amendment to the original permit and as such, shall be available at the job site whenever

In October 2004 the Board of Town Trustees issued a permit for renovations at the
Peconic Land Trust's Shell fisher Preserve in Southold. Funding for this project has
finally been secured and work is scheduled to begin in late September and be completed
in Spring 2007. Our Town Trustee permit, however, expires October 20, 2006.
Therefore, we would like to request an extension of one year for the permit issued for this
project.

resurface approx. 280 linear ft. of existing timber bulkhead with PVC corrugated
sheathing within an existing hatchery trough; maintenance dredge to -6' MLW
removing approx. 140 cy. clean sand from area of approx. 700 sq. ft. within the
weir; dredge to -4' MLW approx. 265cy. clean sand fill from an area of approx.
2400 sq. ft. within hatchery trough; excavate/cleanout an approx. 40' long culvert
connecting the hatchery trough on the north side of the building and the lagoon
on the south side of the hatchery removing approx. 80 cy. clean sand; disposal of
approx. 580 cy. total of clean sand dredge material upland on applicant's
property with capacity of approx. 640 cy., raising grade approx. 2'; all dredging to
be undertaken twice over 10 years with disposal of the second dredging upland
on the applicant property or in approved upland disposal site. All dredge material
is clean sand. Replace existing Quonset hut building with a Morton Steel or
equivalent building, with the condition that the derelict boat and floats associated
with the boat be removed within 60 days of the date of this permit, and the
condition that this permit is only for restoring, rebuilding and reconstructing the
facility and an additional permit will be required from the Trustees for any
aquaculture on the site, and all as per plans prepared by Coastal Consultant last
revised October 14, 2004.

Dear Peconic Land Trust:
The Board of Town Trustees took the following action during its regular meeting held on
Wednesday October 20, 2004, regarding the above matter:
WHEREAS, PECONIC LAND TRUST applied to the Southold Town Trustees for a
permit under the provisions of Chapter 97 of the Southold Town Code, the Wetland
Ordinance of the Town of Southold, application dated August 6, 2004, and,
WHEREAS, said application was referred to the Southold Town Conservation Advisory
Council for their findings and recommendations, and,
WHEREAS, a Public Hearing was held by the Town Trustees with respect to said
application on October 20, 2004, at which time all interested persons were given an
opportunity to be heard, and,
WHEREAS, the Board members have personally viewed and are familiar with the
premises in question and the surrounding area, and,
WHEREAS, the Board has considered all the testimony and documentation submitted
concerning this application, and,
WHEREAS, the structure complies with the standards set forth in Chapter 97 of the
Southold Town Code,
WHEREAS, the Board has determined that the project as proposed will not affect the
health, safety and general welfare of the people of the town,
RESOLVED, that the Board of Trustees approve the application PECONIC LAND
TRUST to replace inkind/inplace three (3) existing weirs/wave breaks; resurface approx.
280 linear ft. of existing timber bulkhead with PVC corrugated sheathing within an
existing hatchery trough; maintenance dredge to -6' MLW removing approx. 140 cy.

At the meeting of the Southold Town Conservation Advisory Council held Tuesday,
September 14, 2004, the following recommendation was made:

SHELLFISHER PRESERVE
Management Plan
Shelifisher Preserve Mission:
To enhance the recreational and commercial shellfish industry throughout the Peconic
Estuary by providing opportunities for shellfish aquaculture research, education, and
small-scale operations at an historical aquaculture facility.
INTRODUCTION
The Shellfisher Preserve is a unique waterfront property and mariculture facility
that was donated to the Peconic Land Trust in January of 1996 by the Plock Family. The
Trust worked with the Plock Family beginning in 1992 to create a conservation/limited
development plan that ultimately protected 14 acres of the 22-acre property and preserved
the mariculture facilities for the research and educational needs of the shellfish
maficulture industry along with providing a site for small-scale mariculture companies to
lease waterfront space at affordable rates.
This unique mariculture facility could not be built in today's economic and
regulatory environment. Marine science experts fi.om the Comell Cooperative Extension
Marine Program (CCE) and the SUNY/Stony Brook Living Marine Resources Institute
determined that the facility was a one-of-kind on Long Island. It is the Trust's intent to
restore this valuable facility to enable its continued use for limited research, education
and other appropriate shellfish dependent purposes.
DESCRIPTION
The Shellfisher Preserve is a mariculture facility located on a 14-acre waterfront
site on Great Hog Neck of Southold Bay in the Town of Southold. The site is a unique
facility of mariculture buildings and waterways that have the potential to provide a
significant benefit to the mariculture industry. These facilities were used to cultivate
hundreds of thousands of oysters from seed to market size in a protected environment.
Several buildings are in need of repair in order to function at their full capacity and
provide additional usable space.
The facility includes:
· A lagoon xvith a 120 foot long dock used for boat dockage and shellfish
nursery systems. The lagoon has access to Southold Bay.
· A 140 foot long greenhouse that straddles a saltwater tidal creek. Both sides of
the creek are bulkheaded and function as the foundation for the greenhouse.
The greenhouse was used to cultivate oyster seed to market size.
· A 15' x 20' hatchery building with an attached 15'x 15' foundation.
· A 3-acre saltwater pond.
· A Preserve Manager's house.
· A Quonset building currently used as a shop and for storage.
· A cement platform behind the Quonset building that held water storage
tanks.
· A 40' x 40' underground structure. This was used to hold shellfish
at a constant temperature dry and in saltwater tanks.
· Some of the above facilities are connected by underground water
delivery systems.
Once the Trust received title to the property, much clean up was accomplished by
Cornell Cooperative Extension and bayman, Rob Parrino, who had leased portions of the
facility. Overgrown vegetation was cleaned out, and the greenhouse and Quonset hut
were renovated to allow Rob, of Paradise Point Oyster Farm, to begin his mariculture
operation there.
The Preserve Manager's house was renovated in 1995-96 under the supervision of
Chris Pickerell, a wetlands expert from Comell, who did much of the work himself.
Once repairs were completed Chris and his family moved into the house and Chris served
as the Shellfisher Preserve Manager until late 2000. After Chris moved out Karen and
Gmgg Rivara assumed the role of Shellfisher Preserve Managers and have lived in the
house since January of 2001. The underground barn was renovated in 2004 by Karen
Rivara's company, Aeros Cutlured Oyster Company
History
Shellfishing has been an integral part of Long Island's North Fork heritage.
Town records indicate that shellfishing techniques were taught to the settlers by the
indians and shellfishing became a regular occupation in the Long Island area very early.
Shellfishing complemented the other forms of fishing and farming that comprised the
tox~m's industry in the early days. Workers came to eastern Long Island from all over
New England during the Depression since there was an abundance of oysters.
The Plock Family of Southold, owners of the Shelter Island Oyster Company, built
and operated the mariculture facility from the 1940's through the 1970's as a shellfish
hatchery and for grow-out purposes. The Shelter Island Oyster Company was a
successful and innovative company. They created a shellfish cultivation system that was
ahead of its time and were known in the 1960's as being successful pioneers in the
shellfish mariculture industry.
The greenhouse, which was the centerpiece of the facility, was designed to hold
stacks of trays six feet deep. Gates at either end of the greenhouse allowed the operator
to control the water flow and depth in the greenhouse. It is also believed that the Plocks
used the greenhouse to heat large volumes of water in the winter months. The bunker
was used to hold market ready shellfish at a constant temperature (55 degrees).
According to some individuals who worked for the Plocks, the bunker was also used to
cultivate other commercially important species on an experimental level.
Unfortunately, after John Plock Jr.'s accidental death in 1983 John Plock, Sr. began
to lose interest in the facility and operation. Upon John Plock, Sr.'s death in 1987 the
family sold the property to a developer who defaulted on his loan returning ownership to
the Plock's. In 1992 the Peconic Land Trust became involved and assisted Anna Plock,
John, Sr.'s widow, with a plan to protect most of the property while retaining 4 lots to be
sold for equity. Anna Plock and her family deeded Shellfisher Preserve to the Trust in
1996 shortly before Anna's death.
Management Goals
I. From Acquisition To Date: Before the Trust took title to the facility in 1996,
the Plock Family made some improvements to the facility including replacing the
bulkhead at the entrance to the lagoon, jetty work, some dredging, and renovation of the
docks. After acquisition by the Trust, renovations were made in the mid-1990's to both
the greenhouse and hatchery building by Rob Parrino, Paradise Point Oyster Farm,
allowing him to operate out of both buildings. In 1996 Chris Pickerell renovated the
caretakers house and moved in with his family. In 2001 Karen and Greg Rivara moved
into the caretakers house and currently oversee the property as Preserve Managers. The
underground hatchery was renovated in 2004 by Aeros as per engineers
recommendations.
A. Current Leases: Currently there are two shellfish farming companies who
lease space at Shellfisher Preserve. Both tenants currently lease space in the greenhouse,
a portion of the finger dock, and the saltwater lagoon. Shellfish cultivation activities of
the current tenants include:
Paradise Point Oyster Farm
· Oyster and hard clam culture to stock private and public undenvater lands.
Aeros Cultured Oyster Company
· Oyster, hard clam and bay scallop cultivation to stock private
and public underwater lands.
· Member of the Noank Aquaculture Cooperative.
· Participates in public education program with the Town of Riverhead.
· Involved in various education/restoration projects in Connecticut.
Both tenants currently maintain leases under the auspices of research and
educational purposes and are supervised by the Cornell Cooperative Extension. They
both also annually donate to the Town of Southold approximately 100,000 of 5mm
shellfish seeds or an equivalent value of larger seed..
II. Restore Facilities: PLT plans to restore the present facilities including the
greenhouse, undergrotmd barn, and creekways. Restoration of the facilities would
provide additional space for the current tenants as well as space for additional shellfish
farmers and community projects. Possible sources of funding to be pursed include grants
from the USDA, NYS Ag and Markets, and private fundraising.
The restoration project seeks to strengthen the linkage between the community and
the Peconic Estuary. by providing space and opportunity for:
· Access to the waterfront for small-scale shellfish growers.
· The ability to contribute to local community-based estuary revitalization efforts.
The ability to increase stocks of shellfish available to the public for recreational
harvest.
· Provide additional space and expertise for research initiatives that will benefit the
Peconic bay region.
· Provide a commemial setting for aquaculture training courses to be conducted in
partnership with the Cornell Cooperative Extension Marine Program.
· The creation of a historically significant symbol of community pride in the
stewardship of the Peconic Estuary.
A. Phase One - Restoration of the Underground Barn - An engineer's report
was obtained for this structure documenting the safety of the structure and outlining areas
that needed repairs before it could be occupied. Aeros spent approximately $40,000 on
the following repairs and started leasing the building in January 2004 to use as a
hatchery.
1. Removed the dirt coveting the cement slab roof and covered with a new
membrane.
2. Installed a moisture barrier on the ceiling once it was stabilized.
3. Upgraded the electrical service.
4. Installed heating system.
5. Other repairs made include the replacement of the windows, enlarging the
window wells, and replacement of the garage door.
The only remaining repair the building still requires is the replacement of a portion of the
retaining wall.
B. Phase Two - Restoration of the Greenhouse/Creek - The greenhouse will
be removed so that the sheathing along the bulkhead can be replaced. Following the
completion of the bulkhead work the creek can be deepened an additional 4 to 6 feet.
Once dredging is completed a new covering structure and walkways will be constructed.
Funding for this Phase of the project is currently being pursued both through private
donations and grants. A $10,000 grant fi.om Keyspan was received in January of 2004 to
be used for applying for all permits necessary to complete the project once the funds are
raised.
Richard Raymond, fi'om Coastal Consultants, was hired in July of 2004 to represent
the Peconic Land Trust and obtain all required permits.
IlL Establish a Shellfish Cooperative:
The Trust has proceeded with the plan to establish a shellfish cooperative by
partnering with the Noank Aquaculture Cooperative, a shellfish grower's cooperative
comprised of small-scale business operators who together comprise a vertically integrated
shellfish cultivation and marketing company. The mission of the Noank Aquaculture
Cooperative is to augment the development of environmentally responsible small-scale
shellfish farms in partnership with community groups and other non-profits to promote
the understanding and the health of the estuary on which they depend.
Establishment of this cooperative will enable the site to operate in an efficient,
controlled manner while allowing as many people as productively possible access to the
facility. The total membership number discussed for the 2005 season is six to seven
members. The cooperative will be signing a lease to begin in January 2005. Karen
Rivara will be the liaison between the Trust and the Noank Aquaculture Cooperative. The
current Noank Aquaculture Cooperative members are; Karen Rivara (Aeros Cultured
Oyster Company), Melanie Douglass, Al Von Hassel, Steve Gauger, Bill Pell, and Jeff
Kraus.
Paradise Point is not interested in joining the Cooperative and is in the process of
moving much of their operation to another location.
CONCLUSION
The Trust feels this is an important site, not only as an open space project, but as
part of a continuing effort to preserve and enhance an important East End industry,
maficulture. Shellfisher Preserve was once a unique mariculture facility that if restored
could play a major role in building a future for traditional shellfishing and mariculture
operations throughout the Long Island Sound and Peconic Bay estuary systems·
Restoration of this facility and implementation ora cooperative could provide
opportunities for more individuals in the area to participate in mariculture and related
educational opportunities for residents of Suffolk County.

The Noank Aquaculture Cooperative is a farmer's cooperative formed in August
of 2000. The funding to initiate the cooperative was provided through the USDA
Rural Development, Rural Business Enterprise Grant Program. The products and
services offered by the cooperative are predominately hatchery raised oysters,
hard clams and bay scallops. We are also involved in research, public education
and resource enhancement projects focused on these commercially important
species of shellfish.
The Noank Aquaculture Cooperative has eight founding members who have
taken the time to organize the cooperative. Seven of these members base their
operations in Noank, Connecticut, on the Mystic River. Cooperative members are
small-scale shellfish farmers who recognized that they must combine their efforts
to maintain commercial viability. The result is a vertically integrated business
entity capable of spawning, rearing, harvesting, processing and marketing
oysters, hard clams and bay scallops.
The cooperative has recently expanded its membership to eight additional
growers, five of whom are based in New York State. The six New York members
will base their operations at the Shellfisher Preserve, owned by the Peconic Land
Trust and co-managed with Cornell Cooperative Extension Marine Program.
In the short time we have existed we have doubled our membership and
expanded our operations. These operations include two shellfish hatcheries, four
nursery sites, the numerous grow-out facilities of our members, processing and
distribution. In the future we will concentrate on expanding our production of
premium oysters, hard clams and bay scallops. We will continue to work closely
with researchers, educators and local shellfish restoration efforts to enhance the
shellfish populations in our area.
The Noank Aquaculture Cooperative provides a unique foundation for small-
scale shellfish aquaculture to grow and thrive in the New York and Connecticut.

The Noank Aquaculture Cooperative (NAC) met on September 1st to discuss
various issues regarding our operation. We talked about a lease with the Peconic
Land Trust (PLT) at Shellfisher Preserve.
All of the Cooperative members voted to approve a lease contract between the
Cooperative and the PLT. The NAC would then be the lessee for the facilities at
Shellfisher. Our members would be responsible for paying the Cooperative for
the space they use and the Cooperative would be responsible for lease
payments to the Peconic Land Trust. It is our practice to have leased space in
use. Any member, who no longer uses space leased by the Cooperative, must
remove his/her equipment and make room for another member. I will be acting
as the liaison between the Cooperative members and the Peconic Land Trust.
However, the PLT will not be asked to collect lease fees from individual
members.
The NAC leases space in Noank, Connecticut. We also provide space for
education and research projects as well as assisting the Groton Shellfish
Commission with their shellfish cultivation efforts on public recreational grounds.
We hope to be involved with these types of projects in Southold at Shellflsher
Preserve.
Regarding the lease, the Cooperative members have asked for the following:
1) That the lease term be no less than ten years with a renewal option.

2) That the Peconic Land Trust provide documentation assuring the
Cooperative that the site will not be sold or otherwise transferred for
purposes other than aquaculture (mariculture). The site in Noank has
been set aside by Connecticut state statute for the purpose of shellfish
aquaculture. The Cooperative would like to see similar documentation for
this site.
The Cooperative and the Land Trust have a mission to enhance the Peconic

referred to as PLT) and Comell Cooperative Extension of Suffolk County, 243 Griffing
Avenue, Suite 100, Riverhead, New York, 11901-3086, hereinafter referred to as
"CCE").
RECITALS
WHEREAS, PLT is a not-for-profit conservation organization dedicated to the
preservation of open space and farmland in New York State; and
WHEREAS, PLT is the owner of property located north of North Bayview Road, Town
of Southold, New York otherwise known as Shellfisher Preserve, Suffolk County Tax
Map No. 1000-79-5-20.2 (hereinafter called the "Premises"); and
WHEREAS, a Mariculture Facility consisting of a Quonset Hut, adjacent platform
building, underground barn, a tidal basin, pier, and a long tidal lagoon (hereinafter called
the "Facility") is located on said Premises; and
WHEREAS, CCE's program efforts include the enhancement of environmental quality
and its mission is to disseminate and encourage the application of research-generated
knowledge and leadership techniques to individuals, families, communities and
businesses; and
WHEREAS, PLT and CCE recognize the value of working cooperatively and have, in
common, the purpose and objective of conserving land and ecological systems in Suffolk
County as natural, agricultural, aesthetic, educational, and scenic resources; and
WHEREAS, CCE has expressed a willingness to participate in the direction and
supervision of activities at the Facility and has designated Gregg Rivara as Coordinator
of Activities and Liaison to PLT:
NOW, THEREFORE, and in consideration of their mutual covenants, agreements, and
undertakings hereinafter set forth, PLT and CCE agree as follows:
1. PLT hereby agrees to permit CCE to utilize the facility described in Exhibit A and
attached hereto and made a part hereof, on said Premises to the extent as is further
described in the attached management plan dated December 10, 2003 and described in
Exhibit B hereto and made a part hereof.
2. CCE agrees to supervise and on the Premises, including oversee mariculture
activities on the Premises, including but not limited to, in coordination with the
Shellfisher Preserve Manager and Director of Stewardship.
3. CCE understands and recognizes that a covenant, covering the premises is filed in
the office of the County Clerk which specifically requires that all activities on the
premises have the prior approval of the Southold Town Trustees and the Southold Town
Planning Board. Furthermore, CCE will obtain for the priorwritten approval of PLT any
changes in the proposed work plan (Exhibit B). Any special or extraordinary activities
must be reported to and cleared by PLT, in advance, for the purpose of compiling and
maintaining complete and appropriate records of overall activity on the premises pursuant
to the above mentioned covenant.
4. CCE understands and agrees that the premises is a preserve of Peconic Land Trust
and is to be used for multiple purposes, including but not limited to a Nature Preserve,
Land Trust Management Center, mariculture facility, Boat Docking Facility for adjacent
landowners, and other Tenants using portions of the facility for mariculture or research
purposes. As such:
(a) CCE covenants, undertakes and agrees, except as herein otherwise
provided, to maintain, administer, and protect the Facility in a clean and sightly
condition so as to preserve the integrity of the surrounding features, appearance,
and environment of said Premises and adjacent property; and
(b) CCE has examined and knows the condition of the Facility, and agrees to
undertake its responsibilities with the Facility in an "as is" condition; and
(c) Any repairs and improvements to Facility will be outlined, reviewed,
discussed and approved in writing by PLT prior to the commencement of
any repair and/or improvement.
5. Title to, and full and complete ownership of all improvements altered, constructed,
installed, renovated, repaired or rehabilitated upon the Premises shall vest in, become,
and remain the property of PLT.
6. PLT shall not be held liable for any injury or harm sustained by CCE or its
employees, agents or independent contractors, as they are on said Premises by their own
free will.
7. CCE shall have Liability Insurance in the minimum amount of
$1,000,000/$1,000,000 xvith PLT named as additionally insured, and submit a copy of
said policy or a current certificate of insurance, at the time of execution of this
agreement.
8. In no event shall CCE employee, agents, or independent contractors become or be
deemed to be an employee, servant or agent of PLT.
9. CCE recognizes that the Facility is to be maintained as a Maficulture Facility and
agree that they and their agents employees, guests, licensees or invitees shall not violate
any of their obligations hereunder and shall not engage in any type of hunting or fishing
on said Premises, nor shall they or any of them shoot with gun, bow and arrow or other
weapon, or trap, or take any wild animal, or maintain any blinds or decoys near said
Promises.
10. This Agreement shall begin
until terminated as herein after provided.

11. Either party to this Agreement may terminate the same by giving at least ninety (90)
days written notice to the other party.
12. At the termination of this agreement CCE agrees to return control of the Facility on
said Premises back to PLT and vacate the Premises.
13. Upon breach by CCE of any covenant, agreement or undertaking contained in this
agreement, CCE's right to operate on the Facility and this agreement shall terminate
immediately upon CCE's receipt of written notice from PLT of any such breach and
termination, whereupon CCE shall turn over to Coordinator all records concerning the
success or failure of this reseamh project and shall vacate the Premises.
14. CCE agrees that all publications, releases or dissemination in any form of any
information, data, report or conclusions related to all work done for PLT under this
Agreement is the property of PLT and must be submitted to PLT for written approval
prior to any such publication, release or dissemination.
15. CCE shall not assign this Agreement without prior written approval of PLT.
16. This Agreement represents the entire agreement between the parties as to the
matters contained herein and may not be modified, changed or amended unless approved
by PLT, made in writing and signed by CCE and PLT.
17. This agreement shall be construed in accordance with the laws of the State of New
York.
18. All notices, requests, demands, approvals or other communications provided for in
this Agreement must be in writing and shall be deemed to be duly given when delivered
by hand or mailed by certified mail, return receipt requested to the respective addresses
first set forth above.
THE PARTIES, INTENDING TO BE LEGALLY BOUND have executed this
Agreement as of the date opposite their signatures.

Copies of the draft management plan were circulated for everyone to read for an
overview of the basic goals. It was briefly discussed that both the bunker and greenhouse
were pre-existing, non-conforming.
Karen Rivara gave an overview of the work needed on both structures and the
cooperative being proposed. She advised it would be small scale and there seemed to be
several locals interested in participating. The coop will be non-profit and will produce
seed. Aquaculture is farming under DEC regulations.
It was discussed that the greenhouse, if removed, would have to be rebuilt on the exact
same footprint. DEC permits will be needed, of course. The lagoon needs to be dredged;
spoils will be kept on site if possible.
This project would ~ be affected by the moratorium.
One concerned raised by Benny O. was traffic. Karen advised that she does foresee more
than one box truck in and out three times a week. Currently the projection is for no more
than 10 people in the coop. This project would be a way to support the shellfish industry
on the east end. The individuals will make a profit, not the coop. The coop could also
donate seed to the town of Southold as the two companies currently operating out of the
Shellfisher Preserve currently do at least annually. Karen has a meeting scheduled for
Feb. 18th with a number of individuals interested in joining the coop.
It was decided that the term "product handling" would be used rather than "processing"!!
The bunker would be considered a commemial building, not agricultural, according to
Benny O.
It was advised that the renovations be done quietly due to possible opposition by
neighbors.
Tom Williams commented that he thought it would be good to form an Advisory
Committee for the project. Pete Wetzel's name was mentioned.
Benny advised that we have Mike Veridy visit the property and advise next steps for the
bunker.
Al Kmpski advised that he will add the site to the Tmstee's list for a visit on Tuesday,
February 11th around 11-noon. He also advised that the DEC should be contacted for a
preliminary visit.
Pam is contacting Mike and Gregg is contacting Chris Clarkson, DEC. Hopefully they
can make the Feb 11th date as well.
3/27/03 Conversation with Al Krupski
A1 advised that the Trustees has visited Shellfisher and were fine with the proposed
renovations for the site.
We had a conversation re: the pemeption of other that Shellfisher is "exclusive". We
agreed that a coop would allow more people access to the facility and help to change the
perception. He feels any space, such as dockage, should be made available to others so
the facility is used fully. He suggested a letter to the baymens association and mentioned
Mr. Poliwater - there are only a few baymen left.

PROJECT DESCRIPTION
1. Replace inkind/inplace 3 existing weirs/wave breaks on Shelter Island
Sound.
2. Reface approximately 280 linear feet of existing timber bulkhead with
PVC corrugated sheathing within an existing hatchery trough.
Maintenance dredge to -6' MLW removing approximately 140 cubic yards
clean sand from area of approximately 700 square feet within the weir on
Shelter Island Sound.
4. Dredge to -4' MLW approximately 265 cubic yards clean sand from an
area of approximately 2400 sq feet within hatchery trough.
Excavate/clean out an approximately 40' long culvert connecting the
hatchery trough on the north side of the building and the lagoon on the
south side of the hatchery removing approximately 80 cubic yards clean
sand.
Disposal of approximately 580 cubic yards total of clean sand dredge
material upland on applicant's proper~y with capacity of approximately
640 cu. yds., raising grade approximately 2 feet.
7. All dredging to be undertaken twice over 10 years with disposal of the
second dredging upland on the applicant's property or in approved
upland disposal site. All dredge material is clean sand.
8. Replace existing Quonset Hut building with a Morton Steel or equivalent
building.

Refacing of an existing bulkhead and maintenance dredging on tidal wetlands
within the applicant's property, as well as the inplace replacement of an existing
wave screen and maintenance dredging at the entrance of the water intake
conduit of the hatchery on Shelter Island Sound are proposed.
There will be no measurable impact upon the wetlands and tidal waters of the
town as a result of the proposed activity. PVC bulkhead sheathing will be used
to prevent leeching of wood preservatives into the waterway. A dredge silt
screen will be used during the dredging and/or dredging w'dl be undertaken
when impact on fish and wildlife habitats to minimize impact from siltation
during a dredging operation.
