The ceptic system on plans shown in a letter, from Patricia C. Moore,attorney, dated November 5,2001, is only a few feet from our existing well. 1,Patricia Stegner, gave her assistant a copy of our map so that she could correct the placement of the ceptic system before the trustee hearing. Then: was no cal!from Ms. Moore so we could go over this problem. At the hearing of the town trustees on November 20,200 1, 1 personally pointed out that the ceptic system would have to be moved in order for our tights not be infringed upon. Note that a part of the planned driveway takes away a portion of our property of which we pay taxes on. To make numerous changes to our property and on consult with us first is discourteous,to say the least. While inquiring about the placement of Mr. Werthner's planned driveway, at Southold Town's building department, the question came up about how this project would affect our low lying runoff problems. Main Bayview Road is higher than the private road,Windy Point Lane. If drainage is not taken into consideration,the residents who live south on this road could have severe flooding,as well as damage to property and blockage to the main road. The property located on Windy Point Lane in Southold is across the canal from my residence at 405 Williansburg Drive. Both Anthony and I believe my proximity may prove beneficial should any questions arise or we be required to be on site on a short notice. I am a long time friend of Anthony's' and I am glad to help. After a visit to your office we were encouraged by the fact that the town offers a pre submission inspection that would address some of our apprehensions and questions about the property. Your guidance and suggestions will be greatly appreciated and helpful for the building permit process. We are asking if you would please visit the property and address the following concerns of ours: 1. Water runoff from Bayview Avenue carries silt to the described property causing flooding on the "Windy Point Lane" side of the property. Years of accumulation of silt have created poor drainage and puddling. As a result of this freshwater puddling "reeds" have grown on the property. This reed grass grows across the front of the property (Windy Point Lane side) ranging 1 foot to 3 foot thick. The weeds are approximately 155 feet to 159 feet from the water (canal) side or back of the 160 foot deep property. Can we remove these weeds, vines and dead wood from the property? Can the solidified muck and soil be dug out and replaced with an sandy soil mix to improve drainage? This runoff has also filled in the canal at the back of the property. Can the excess soil be removed from the canal so a small boat (20 feet) may be docked there? 2. The property is lower than the surrounding properties. How much soil can be added to raise and level the property? 3. On the canal side of the property there is a bulkhead about forty years old that needs repair or replacement. It is not contiguous across the entire property. What are the steps necessary to repair/replace the bulkhead? Are we required to get Theodore Stair Page 2. Will an application to the Department of Conservation for a permit be necessary for Anthony because he wishes to build on a canal front property? 5. Anthony is in the process of planning a home on the site. The home will be of frame construction. He would like the foundation to be either poured concrete, or block; four to six feet above the ground in the event of hurricanes. Are there restrictions on the foundation and its height? 6. Are there restrictions on the square footage of the house and the "footprint"? 7. Are there restrictions on which way the house faces? ( Please disregard the proposed house that is drawn on the survey.) 8. Can a garage be placed on the property separate from the house? 9. What are the boundary set back and height restrictions? 10.
