POLICY: At scheduled Town Board meetings, the attending public is encouraged to briefly address the Town Board relating to agenda resolutions prior to their enactment; the public will also be given time at the conclusion of the regularly scheduled business agenda to address the Board on any given topic. Call to Order. Pledge of Allegiance. Approval of the Audit of Bills of March 29, 2005. Approval of the Minutes of the March 15, 2005 Town Board Meeting. Department of Army, NY District Corps of Engineers, request of James Sweeney to install a pier assembly in Corey Creek, Little Peconic Bay, Town of Southold. Comments by April 11, 2005. RESOLUTIONS Special Note: At the start of the Town Board Meeting the Supervisor will invite the public to speak on the following resolutions. 138. Authorize modification to the General Fund 2004 Whole Town budget to appropriate grant fund s ($49,119.81) for Environmental Consultants. 139. Authorize modification to the General Fund 2005 Whole Town budget to appropriate grant funds ($880.19) for Environmental Consultants. 140. Authorize and direct Supervisor Horton to execute an agreement with Fox Run Farms (Horseback Riding) for spring 2005 recreation programs. 141. Grant permission to Deputy Town Clerk Lynda Bohn, Town Attorney Patricia Finnegan, Town Clerk Elizabeth Neville, Records Management Assistant Stacey Norkelun, Systems Administrator Lloyd Reisenberg and Executive Assistant to the Supervisor Ruthanne Woodhull to attend the Nassau/Suffolk Town Clerks' Association Meeting on April 6, 2005 in Hampton Bays. 142. Authorize and direct the Town Clerk to advertise for Seasonal Police Officers for the 2006 summer season. 143. Authorize and direct the Town Attorney to authorize Williams, Charles & Scott, Ltd. collection agency to retain Meyers, Saxon and Cole to institute legal proceedings against Artco Drainage Corp. for unpaid tipping fees. Authorize modification to the General Fund 2005 budget to appropriate revenues for automobiles, Police Department. 145. Grant permission to Suffolk Bicycle Riders' Association to use Town Roads for their Annual Bike-Boat-Bike event on June 5, 2005. 147. Grant permission to the Mattituck Chamber of Commerce to close Love Lane and Pike Street, east and west of Love Lane for the Mattituck Street Fair on July 9, 2005. 148. Authorize modification to the Solid Waste 2005 budget for various supplies and services. 149. Grant permission to James Bunchuck, Solid Waste Coordinator, to attend the 2005 Federation of New York Solid Waste Associations Spring Conference May 15-18, 2005 in Bolton's Landing, NY. 150. Authorize and direct the Town Clerk to advertise for Traffic Control Officers for the 2005 summer season. 151. Authorize the acceptance of residential leaves and brush at the Southold Town landfill, free of charge, from April 2-May 1, 2005 in connection with the 2005 Spring Cleanup. 152. Grant permission to Town Attorney Patricia Finnegan to attend a CLE seminar on June 9, 2005 in Uniondale. 153. Appoint Scott J. Oliver to the position of temporary Cook at the Nutrition Center. 154. Authorize an unpaid family leave of absence under FMLA to a Town employee. 155. Determine that "A Local Law in relation to Amendments to Site Plan Fee Schedule" is a Type II Action and not subject to review under SEQRA. 156. Appoint Jayne Martin to the part-time position of Clerk Typist in the Zoning Board of Appeals. 157. Set 8:05 p.m., May 10, 2005, Southold Town Hall, as the time and place for a public hearing on "A Local Law in relation to the Size, Height and Setbacks for Accessory Buildings". 159. Set 8:00 p.m., May 10, 2005, Southold Town Hall, as the time and place for a public hearing on "A Local Law in relation to the Height of Buildings of Residential Structures". 160. Authorize modification to the General Fund Whole Town 2004 budget for an over- expended appropriation in the Town Board's budget, labor relations. 161. Authorize modification to the General Fund Whole Town 2004 budget to cover over- expended line items in the Conservation Advisory Council budget. 162. Authorize modification to the Planning Department 2004 budget for environmental consulting. 163. Authorize modification to the General Fund Whole Town 2004 budget for Programs for the Aging, Overtime Earnings. 164. Authorize and direct Supervisor Horton to hire the firm of Cleary Consulting to conduct a review of"A Local Law in relation to Rural Incentive Districts" pursuant to SEQRA. 165. Authorize and direct Supervisor Horton to execute a Municipal Cooperation Agreement with the Village of Greenport wherein the Town will reimburse the Village for capital improvements to Mitchell Park up to $100,000. 166. Rescind the resolution dated January 5, 2005 to close the public hearing held that day and #854 of 2004 with respect to the proposed acquisition pursuant to NYS Eminent Procedure Law of the properly of Stankevich, 260 Horton Lane, Southold. 167. Set 2:00 p.m., April 19, 2005, Southold Town Hall, pursuant to Section 202 of the NYS Eminent Domain Procedure Law with respect to the proposed acquisition of the properly of Stankevich, 260 Horton Lane, Southold. 168. Set April 12, 2005, 8:05 p.m., Southold Town Hall, as the time and place for a public hearing for the purchase of a development rights easement on a portion of the properly of Badenchini, SCTM #1000-95-1-5. 169. Authorize modification to the General Fund Whole Town 2005 budget for transfer to capital fund, waterways improvement project. 174. Authorize modification to the Whole Town General Fund 2004 budget for over expended appropriation, historian. 175. Authorize modification to the Whole Town General Fund 2004 budget for sick leave earnings. 176. Town Board designates itself as lead agency with respect to the Stankevich property, 260 Horton Lane, Southold, pursuant to SEQRA. 177. Authorize and direct the Town Clerk to advertise of Detention Attendants, Police Department. 178. Authorize and direct the Town Clerk to transmit "A Local Law in relation to the Size, Height and Setbacks for Accessory Buildings" to the Planning Board and Suffolk County Planning Department for their recommendations and reports. 179. Authorize and direct the Town Clerk to transmit "A Local Law in relation to the Height of Buildings of Residential Structures" to the Planning Board and Suffolk County Planning Department for their recommendations and reports. 180. Authorize modification to the Southold Wastewater District 2004 budget for engineering services. 181. Authorize modification to the Southold Wastewater District 2004 budget for utilities. 182. Authorize and direct the Town Clerk to advertise for 2005 Road Treatment items. 183. Extend benefits as described in the Administrative Employee Handbook to managerial and/or confidential employees.
