Dear Mr. Wilson:
The Board of Town Trustees took the following action during its regular meeting held on
Wednesday, May 26, 2004 regarding the above matter:
WHEREAS, James R. Wilson on behalf of SUFFOLK COUNTY WATER AUTHORITY
applied to the Southold Town Trustees for a permit under the provisions of Chapter 97
of the Southold Town Code, the Wetland Ordinance of the Town of Southold,
application dated April 28, 2004, and,
WHEREAS, said application was referred to the South old Town Conservation Advisory
Council for their findings and recommendations, and,
WHEREAS, a Public Hearing was held by the Town Trustees with respect to said
application on May 26, 2004, at which time all interested persons were given an
opportunity to be heard, and,
WHEREAS, the Board members have personally viewed and are familiar with the
premises in question and the surrounding area, and,
WHEREAS, the Board has considered all the testimony and documentation submitted
concerning this application, and,
WHEREAS, the structure complies with the standards set forth in Chapter 97 of the
Southold Town Code,

WHEREAS, the Board has determined that the project as proposed will not affect the
health, safety and general welfare of the people of the town,
NOW THEREFORE BE IT,
RESOLVED, that the Board of Trustees approve the application of SUFFOLK COUNTY
WATER AUTHORITY to install a 12" HDPE water main parallel to North Bayview under
Goose Creek to support increased fire protection and domestic flow, and all as depicted
on the plan prepared by Suffolk County Water Authority dated January 29, 2004.
Permit to construct and complete project will expire two years from the date the permit
is signed. Fees must be paid, if applicable, and permit issued within six months of the
date of this notification.
Inspections are required at a fee of $50.00 per inspection. (See attached schedule.)

The Manufacturer shall have manufacturing and quality control facilities capable of producing and
assuring the quality of the pipes and fittings required by these specifications. Given reasonable notice,
the Manufacturer's production facilities shall be open for inspection by the Owner of his Authorized
Representative. Qualified manufacturers shall be approved by the Project Engineer. Approved
manufacturers include PLEXCO Performance Pipe Division - Chevron Chemical Company.
MATERIAL:
Materials used for the manufacturing of polyethylene pipe and fittings shall be PE 3408 High Density
Polyethylene (HDPE) meeting the ASTM D3350 cell classification of 345444C.
The material shall have a minimum Hydrostatic Design Basis (HDB) of 1600 psi at 73 degrees
Fahrenheit when tested in accordance with PPI TR-3 and shall be listed in the name of the pipe and
fitting manufacturer in PPI TR-4.
The material used in the production of potable water pipe shall be approved by the National Sanitation
Foundation (NSF).
The Manufacturer shall certify that the materials used to manufacture pipe and fittings meet the
requirements of this specification.

Polyethylene pipe shall be manufactured in accordance with AWWA C906 for sized 4' through 54'.
Permanent identification of piping service shall be provided by co-extruding longitudinal blue stripes
into the pipe's outside surface. The striping material shall be the same material as the pipe material
except for color. Stripes printed or painted on the pipe outside surface shall not be acceptable.
MANUFACTURER'S QUALITY CONTROL:
The manufacturer of the PE pipe and fittings shall have an established quality control program
responsible for inspecting incoming and outgoing materials. Incoming polyethylene materials shall be
inspected for density, melt flow rate, and contamination. The cell classification properties of the
material shall be certified by the supplier. Incoming materials shall be approved by Quality Control
before processing into finished goods. Outgoing products shall be tested as required in AWWA C901
or C906.
The Manufacturer shall maintain permanent Quality Control (QC) and Quality Assurance (QA) records.
Certification of test results shall be made available to the purchaser on request.

INSTALLATION AND TESTING
The Manufacturer shall supply an Installation Manual to the Project Engineer which outlines guidelines
for handling, joining, installing, embedding and design of polyethylene pipeline. These guidelines shall
be used as reference material for the Project Engineer in his determination of the required procedures.
Joints between plain ends of polyethylene pipe shall be made by butt fusion when possible. The Pipe
Manufacturer's fusion procedures shall be followed at all times as well as the recommendations of the
Fusion Machine Manufacturer. The wall thickness of the adjoining pipes and fittings shall have the
same DR at the point of fusion.
When saddle connections are fusion welded the Manufacture's recommend saddle fusion procedures
shall be used.
If mechanical fittings (which are designed for, or tested and found acceptable for use with polyethylene
pipe) are utilized for transitions between pipe materials, repairs, joining pipe sections, saddle
connections, or at other locations; the recommendation of the Mechanical Fitting Manufacture must be
followed. These procedures may differ from other pipe materials.
On each day butt fusions are to be made, the first fusion of the day shall be a trial fusion. The trial
fusion shall be allowed to cool completely, then fusion test straps shall be cut out. The test straps shall
be cut out. The test strap shall be 12" or 30 times the wall thickness in length (minimum) and 1" or 1.5
times the wall thickness in width (minimum). Bend the test strap until the ends of the strap touch. Ifthe
fusion fails at the joint, a new trial fusion shall be made, cooled completely and tested. Butt fusion of
pipe to be installed shall not commence until a trial fusion has passed the bent strap test.
Socket and Saddle fusions shall be tested by a bent strap test as described by the Pipe Manufacture.
The Pipe Manufacture shall provide visual guidelines for inspecting the butt, saddle, and socket fusion
joints.

Pressure testing shall be conducted in accordance with the Manufacturer's recommended procedure.
Pressure testing shall use water as the test media. Pneumatic (air) testing is prohibited.

SPECIFICATIONS FOR DIRECTIONAL DRILLING ACROSS
GOOSE CREEK
BY DIRECTIONAL DRILLING
1.0
Equipment
1.1 The directional drilling system to be used shall be that manufactured by American
augers, Vermeer, Flow Mole, or an approved equal, and must incorporate the following
features:
1.1.1 The system must be remotely steerable with electronic monitoring of the
depth and location. The electronic monitoring system must be accurate to
within :t 2 inches of the cutting head. The system must be able to control
the depth and direction of the drill pipe within a window equal to 1 percent of
the total length of the bore.

1.1.2. The system will utilize a fluid cutting process, or a fluid assisted mechanical
cutting process, using a liquid clay, such as bentonite. This clay must be
totally inert and contain no risk to the environment.
1.1.3. Drilling equipment must be fitted with a permanent alarm system capable of
detecting an electric current. The system will have an audible alarm to warn
the operator when the drill head nears electrified cables.
1.2 The Contractor shall supply vacuum trucks to empty drilling mud from the sending
and receiving pits.
1.2 The Contractor is responsible for supplying any special tools and equipment
necessary to perform the work associated with directional drilling.
2.0 Water Main Installation

2.1 The plastic pipe and tubing must be inspected for, and protected from cuts,
scratches and damage prior, during, and after installation. This includes, but is not
limited to, the following:
2.1.1. The water carrier pipe shall be connected to the back reamer for pull·back
with a substantial mechanical connection, as specified in the Driscopipe
Technical Note #20 for high load pull heads (see Appendix A).
2.1.2. The leading six feet (6') of water main shall be pulled through the receiving
pit and inspected. If any abrasions, gouges or lacerations are present
which violate the minimum allowable wall thickness of the pipe, as defined
below, the bore shall be abandoned at no cost to Suffolk County Water
Authority.

2.1.3 Should the leading six feet (6') of water main evidence damage as described in
Section 2.1.2, the Contractor, at his option, may pull a sleeve through the bore
and insert a new water main through the sleeve at no cost to Suffolk County
Water Authority. The sleeve shall have and inner diameter no less than one
inch (1") greater than the outer diameter of the water main, and shall have the
same SDR rating. All labor and material shall be at the Contractor's cost.
2.1.4 Suffolk County Water Authority reserves the right to excavate a test hole to
examine the condition of the pipe. If the pipe fails the criteria of Section 2.0,
the installation shall be abandoned as described in Sections 2.1.3 and 2.1.4.
2.2 The starter, or launching ditch used to begin the directional boring operation shall be
large enough to allow the installation of the water main to begin and progress without
buckling or bending ofthe plastic pipe and tubing in excess ofthe established bending
radius allowable in standard practice.
2.3 All fusions that are contained in the pipe or tubing to be pulled shall be allowed to cool
down in accordance with the cool-down times in the fusion procedures prior to the
commencement of the pulling operation.
2.4 Sufficient overlap of plastic pipe and tubing must be provided at tie-in and connection
locations to allow for shrinkage of the plastic pipe. The plastic pipe and tubing will
shrink or expand depending on the temperature difference between the installation
temperature of the pipe and steady state temperature of the soil.

2.5 Any damaged section of pipe and tubing shall be removed and replaced by the
Contractor at his cost.
2.6 If the machinery and equipment used could damage the plastic pipe or tubing, then
padding of the machinery and equipment, or other suitable protective action shall be
taken.
2.7 Two (2) 8 AWG stranded tracer wires shall be installed along with the plastic tubing or
pipe and be protected against damage or breakage during the installation. The tracer
wire must be continuous through the bore. Upon testing, if both the tracer wire are
found to be discontinuous, the Contractor shall install new tracer wire at no cost to
Suffolk County Water Authority.
In lieu of two (2) 8 AWG stranded tracers wires, a single 8 AWG stranded tracer wire
may be installed inside a one-half inch (%") plastic conduit and pulled in with the carrier
pipe. The Contractor shall provide a detail on how the one-half inch (%") conduit is to
be connected to the pulling head.

2.8 During the drilling operation, all drilling mud must be contained within the sending and
receiving pits andlor mud pits excavated for this purpose. All excess flows of mud must
be pumped into a vacuum truck provided for this purpose. If excess mud flows out of
the containment pits, the drilling operation shall be shut down, at no expense to Suffolk
County Water Authority, until the flow of mud is contained within the pits and all excess
mud has been removed from the site.
3.0 LANDSCAPING AND PERMANENT PAVING
3.1 The Contractor is responsible for restoring the job site to its original condition. This
includes, but is not limited to, paving streets, driveways, curbs, sidewalks, guide rails,
etc. and sodding lawns, planting trees, shrubs, etc. as necessary to meet the
requirements of the permitting agency.
4.0 SHEETING, BRACING, BRIDGING AND BACKFILLING
4.1 Sheeting, bracing and bridging of pits shall be provided as required by job conditions
andlor the governing public authorities. All excavations and sheeting installations shall
comply with OSHA regulations and Suffolk County Water Authority's rules for safe
operation. A "competent" person, as defined by OSHA, and a record of his OSHA
training shall be provided to determine when sheeting is required. Sheeting is required
for all pits with a depth of more than five feet (5').
4.2 Backfilling operations shall comply with Suffolk County Water Authority's typical
specifications. All pits shall be backfilled with clean fill and compacted immediately
after completion of the water main installation. When paving is removed, it shall be
replaced with temporary paving and the backfill shall be adequately compacted to
prevent settlement.

5.0 DEWATERING

5.1 The Contractor shall install and operate equipment as required to dewater excavations.
Discharge of water shall be in accordance with the requirements of public authorities
and shall not cause a pUblic hazard or nuisance. All costs associated with dewatering
shall be borne by the contractor.

6.0 SAFETY
6.1 Mechanical pneumatic or water-jetting drilling methods will not be acceptable due to the
risk of surface subsidence and damage.
6.2 Upon completion of boring and pipe installation, the Contractor shall remove all spoils
from the starting and termination pits. The pits are to be restored to their original
condition.

All piping systems shall comply with the latest AWWA Specification for Water Transmission and
Distribution Piping Systems.
7.0
INSTALLATION OF DIRECTIONALLY DRILLED PIPES
7.1 Notification of Local Authorities
It is the Contractor's responsibility to notify all the appropriate local authorities before he begins
work, as required in the construction permit andlor by the Suffolk County Water Authority Field
Representative. These include, but are not limited to, the issuer of the permit (state, county,
city, town, NYSDOT, NYSDEC, etc.), the police departments, fire departments, local schools,
and area residents.
7.2 Pre-Job Requirements

The Contractor shall submit before he starts construction a detailed procedure for the
horizontal directional drilling operation for Suffolk County Water Authority's review. If the
Contractor fails to provide such a procedure, his proposal shall be deemed unacceptable. This
procedure shall include as a minimum, the following information: size, type, manufacturer and
model number of drilling rig, maximum rated pullback and thrust capacity of the machine,
maximum and minimum rate of pumping drilling mud, and proposed profile of drilled pipeline
crossing. The Contractor shall submit as part of his proposal; a resume of projects performed
with details of similar projects undertaken, their size, and scope. The Contractor must also
submit the resumes of key personnel and their experience with directional drilling operations.
The Contractor must have performed a minimum of three (3) directional drilling projects with
twelve (12) inch or larger pipe, 600 feet or longer to be eligible to work on this project.
Documentation of the successful completion of these projects must accompany the procedure
in order for it to be accepted. The drilled pipe shall be installed at a minimum decth of 25 feet
below The Goose Creek bottom as shown on the Project Drawings.

Should the pipe pull back not be successful, the Contractor shall abandon the drilling operation
at his own cost, and complete another directional drill, at no added cost to SUFFOLK COUNTY
WATER AUTHORITY.
7.3 Directional DrillinQ Requirements
The Contractor shall provide for a remote navigation system capable of accurately tracking the
position of the drill, reamer and pipe during the drilling and pull-back operation in both the
vertical and horizontal planes. This system shall be a wire line system such as the Tru-trac
system or equivalent.

The Contractor shall arrange, and be responsible for, providing the fresh water supply for
mixing the drilling mud. Sea water shall not be used.
The Contractor shall use an inert substance such as Bentonite for his drilling slurry. The
Contractor is to supply information on the type of slurry material to be used. The accuracy of
the HDD path must be within one percent (1%) of the length of the bore as specified on
Drawings enclosed.
7.4 Entry and Exit Anales and Reauired Decth
The Contractor shall state the entry and exit angles of the directional drill and the carrier pipe
for SUFFOLK COUNTY WATER AUTHORITY'S review. The Contractor shall be required to
maintain the depth as defined in this Project Specification and as shown on the Project Drawing
enclosed.
7.5 Drillina Loa and Field Historical Data
The Contractor shall report the drill stem locations when requested as well as document the
location of the drilled pipe on field historical drawings. The Contractor shall also be responsible
for locating and identifying each fusion on the drilled pipe and relating it to the project drawing
historicals.
The Contractor shall prepare a drilling log documenting drill pipe joint lengths, inclination angle,
azimuth, right (deviation from design path reference line), elevation, station number and
measured distance for every joint of drill pipe installed. In addition, the radius of curvature for
each joint of drill path installed shall be calculated by the Contractor. The bit to probe
distance, rig setback and bottom hole assembly length shall also be documented on the drill
log, typical of previous projects.

7.6 Pice Strina and Pullback

The appropriate 12" pipe shall be strung out westerly from Goose Creek along the North Side
of North Bayview Rd. Pipes shall be set on rollers to prevent damage to the pipe during
pullback. The rollers shall be spaced such that the point loading on the pipe is distributed over
enough rollers to prevent damage to the pipe.

Any fences andlor structures taken down to facilitate laying out the pipe for pullback shall be
put back and restored to its original condition after the job is completed.
8.0 CONSTRUCTION SEQUENCE
A typical construction sequence for the horizontal directional drilling operation shall be the
following:

2 Back Reams From 12" to 20"
A 9 inch pilot will be drilled first. Back reaming to 20 inches shall be done in two stages. (1.) 12", (2.)
20". The 12 inch HOPE water main will then be installed within the back reamed hole. Typically, the
pullback of the HOPE pipe will immediately follow the back reamer. The drilling fluids should be
collected within the drive pit, reception pit, or a specially constructed spoils collection pit. To prevent
any blow-outs of drilling fluids due to soil fracture, it will be necessary to install the pipelines at a
deeper depth. The pipelines are to be installed at a minimum depth of (25) feet below the creek bed.
The Contractor shall conduct his directional drilling operation in such a manner that the drilling slurry is
not forced through the channel bottom, or any area along the path of the drill. Should a "blowout"
occur and drilling mud comes to the surface, the Contractor shall immediately stop drilling operations
and take containment and mitigation measures. Such measures shall include, but not limited to,
excavating collections pools, setting up barriers of hay bales and silt curtains to prevent the mud from
spreading into the wetlands andlor entering the Inlet and cleaning up any spill on the job site. The
Contractor shall be responsible for any environmental clean up operations required as a result of his
drilling operation. As stated, the pipe shall be installed at a depth of 25 feet or greater below the creek
bottom.
Silt curtains and hay bales shall be placed in a line surrounding all construction activity at the launching
and receiving areas as shown on the drawings. These items shall be provided to contain any spills
within the launching and receiving areas as shown on the construction drawings.
The Contractor shall maintain extra quantities of hay bales and silt curtains to be used as required
during the directional operations.
9.0 MATERIALS

10.0 SLURRY PITS
Since normal drilling operations require slurry pits to be excavated for containment and collection, the
following shall be adhered to by the Contractor:
,/ All slurry shall be collected in the excavated slurry pits. Slurry pits shall be excavated only in
the launching and receiving areas with a 1,000 cu ft minimum capacity.
,/ The Contractor shall be required to excavate the pits for the collection of the slurry.

to collect any run-off.

Directional Drill #2
,/ Once work has been completed, the slurry pits shall be back filled in accordance with
SUFFOLK COUNTY WATER AUTHORITY'S Specifications. Prior to backfilling the slurry pits,
any remaining water must be pumped from the pits into a tank truck for disposal by the
Contractor. The bentonite which has accumulated in the pit shall be removed and disposed of
by the Contractor.
,/ All containment devices shall be removed and the area restored to original condition, as pre-job
photos depict.
,/ The Contractor is to allow for contingency plans for collection of any slurry that might rise
through the ground during drilling operations and outside the containment area of slurry pits as
described above. If this happens, the Contractor shall immediately stop drilling operations and
put in place all procedures and requirements as stated above.
11.0 REMOVAL OF SLURRY
During the drilling operations at the launching and receiving slurry collection pits, the Contractor shall
make all necessary arrangements for the safe and clean collection and removal of slurry. Prior to the
slurry reaching within two feet (2') to the top of grade, the Contractor will take all necessary steps to
empty the slurry pit and remove the slurry from the construction area. This slurry is to be properly
transported and disposed of in accordance with all state andlor federal requirements. The Contractor
may use tankers with appropriate pumps and hoses to evacuate and collect the slurry from the slurry
collection pits and onto the tankers for transporting and disposal.
12.0 DE·WATERING
The Contractor shall be responsible for any and all DE-WATERING necessary to progress his
construction operations.
13.0 PROJECT DRAWINGS
The enclosed drawing details the area involving the directional drilling work.
The drill plan and profile shown on the Project Drawings is provided for information only. The
Contractor is responsible to provide with his proposal, the drill path plan and profile which he intends for
the installation of the 12 inch HDPE water main.
14.0 GROUND INVESTIGATION AND SOIL BORING DATA

Soil borings were collected along North Bayview Rd, prior to the bridge construction. These borings are
being provided along with the bid documents for information only. While these soil borings are
considered typical for the area, there is no guarantee that unknown, adverse, conditions exist
underground in the vicinity of the drill and the Contractor shall figure his bid accordingly.

15.0 CAPACITIES OF THE DRILLING EQUIPMENT
The capacity of the HDD equipment shall be submitted by the drilling contractor with the following:
Thrust and Pullback (minimum 75,000 Ib)
Spindle Torque (minimum 10,000Ibs)
The above criteria shall be the minimum and capabilities of the drilling machine. The HDD contractor
may provide larger equipment than that which is required but the above listed specifications must be
provided as a minimum. It is the Contractor's responsibility to correctly size the drilling equipment for
this project.
The Contractor shall submit the above required machine specifications of thrust and pullback, spindle
torque, drilling fluid pressure and flow rate to Suffolk County Water Authority for review and
acceptance.
The Contractor is also responsible for designing and fabricating the pulling head for the appropriate
pipe to be pulled across Goose Creek. The pulling head shall be a substantial mechanical head,
properly secured to the pipe, capable of withstanding the forces generated during pullback of the pipe.
The pulling head design shall be provided for SUFFOLK COUNTY WA TERAUTHORITY'S review prior
to fabrication of the piece.
16.0 TRAFFIC CONTROL
The contractor is required to install and maintain concrete traffic barriers, signage, and flag persons as
required by SCDPW and Town of Southold to safeguard the public and contractor personnel. Traffic
control procedures shall satisfy all requirements of local municipalities.
The Contractor has the responsibility to fulfill all traffic control criteria of NYS, Suffolk County, local
municipalities and SUFFOLK COUNTY WATER AUTHORITY.

16.1 Excavations

The Contractor is responsible for requesting a mark out from the One-Call Center a minimum of
one week prior to the start of construction. The Contractor shall give the case number to the
Field Representative prior to starting work. Test holes by the Contractor are required to
determine the depth, size and exact location of all subsurface facilities (shown on the Drawings,
marked out andlor deduced) which may interfere with the installation of the 12" HOPE Pipe.
Only SUFFOLK COUNTY WATER AUTHORITY'S Field Representative will determine if test
holes are unnecessary. Test holes shall be dug 72 hours or more ahead of excavation.
Machine excavation shall not come within two and one·half feet of located facilities(utilities).
Test holes shall be hand-excavated, except to remove surface paving. The Contractor must
also satisfy all OSHA requirements with regard to excavation and sheeting. An OSHA-
Competent person must be on the job site at all times for evaluating soil conditions and
sheeting requirements. All spoils and equipment must be placed 24 inches or more from the
edge of any excavation.

16.2 Safety Eauipment
All Contractor personnel are required to wear hard hats, safety tip shoes and safety glasses
while on the job site. All Contractor personnel who are exposed to vehicular traffic shall wear
an approved high-visibility vest. Approved vests are bright orange in color with reffective
striping. All personnel working within a roadway, or adjacent to a roadway, are considered to
be exposed to vehicular traffic unless the roadway is completed closed to public vehicles. The
Contractor is responsible for providing any other safety equipment that either he or the Field
Representative deem necessary.
16.3 Emeraencv Call Out Listina
The Contractor shall supply the Field Representative with a list of names (with
beeper and telephone numbers) of people who can be reached 24 hours a day
with reference to this project.

16.4 Securitv
The Contractor shall secure both north and south side of Goose Creek on all off hours to
ensure against theft and vandalism and protect against injury.
17.0 CALIBRATION AND PRESSURE TESTING
The Contractor shall use a 0-300 psig calibration pressure gauge with a 5 psi increment maximum.
The gauge shall be calibrated at an approved calibration facility at the Contracto~s expense. Pipes
shall be tested with water at 150 psig. A daily pressure test is not required. Pipes shall be tested
above grade, prior to the drill pullback as well as after the pipes are installed across the river. Above
grade pipes shall be visually inspected during the pressure test. The test shall be maintained for the
above grade pipe for a minimum of one (1) hour and for the installed pipe for a minimum period of 8
hours.

The Contractor shall install a purge riser assembly at one end of the main for the pressure test, or at
the end of each section tested.
18.0 RESTORATION
Removal of all containment devices Le. hay bales, sediments, silt curtains, gravel and stones shall take
place once work has been completed.
Restoration of all the affected work areas must be in accordance with SUFFOLK COUNTY WATER
AUTHORITY Specifications.
