Telephone SO 5-2660 MINUTES SOUTHOLD TOWN BOARD OF APPEALS February 20, 1964 A regular meeting of the Southold Town Board of Appeals was held 7:30 P.M.s Thursday~ February 20, 1964 at the Town Office, Main Road, Southold~ New York° There were present: Messrs. Robert~Wo Gillispie, Jr., Chairman~ Robert Bergen, Charles Grigonis, Jr.~ and Fred Hulse, Jr. Absent: Mr. Serge Doyen~ Jr. PUBLIC ~EARING: Appeal Nee 633 - 7:30 P.M. (E.S.T.), upon application of J. Herbert Cassidy~ Hobart Road, Southold, New York~ for a special exception in accordance with the Zoning Ordinance~ Article X~ Section 1003Ac for permission to renew a labor camp permit on the property of I. P. Krupski,east side Bridge Lanes East Cutchogue~ New York, property bounded north by M. Zanowsk$, east by A. C. Davids, south by P. Bedell~ and west by Bridge Lane. Fee paid $5.00. Southold Town Board of Appeals -2- February 20, 1964 The Chairman opened the hearing by reading application for a special exception~ legal notice of hearing, affidavit attesting to its publication in the official newspaper and notice to the applicant. THE CHAIRMAN: Is there anyone present who wishes to speak for this application? MR. J. HERBERT CASSIDY, Southold: I wish the permit continued for another year. THE CHAIRMAN: Is there anyone present who wishes to speak against this application? (There was no response. ) MR. HULSE: How many do you have in the camp? MR. CASSIDY: About 20 or 22. MR. BERGEN: Have there been any incidents since we granted this permit? MR. CASSIDY: Wehave had no problems at all. The Board of Appeals finds that there are no apparent objectors to the renewal of this labor camp permit. At the original hearing in July 1962 ~ individuals appeared in opposition and in January 1963 at the hearing for the first renewal of this permit only one individual appeared in opposition. The compelling reason for granting a special exception to operate this camp as a commercial labor camp still exists by reason of the elimination of cooperative housing for approximately 200 workers formerly housed at the Greenpo~t Labor Camp. The operators of farms conduct thor operation in various locations necessitating housing within the general area of operation in order to perform grading operations to market the crops. Conditions for the opening of the camp were established by the Suffolk County Board of Health and involved two new cesspools, new well point, pump~ showers, sheet rocking the entire interior of the 20 fto by 50 fto building~ as well as new floors, and division into a kitchen and crew quarters as ~etched by the Board of Health° No enlargement of the original structure was made. Mr. Cassidy stated that the Board of Health complimented him on the operationof the camp. Southold Town Board of Appeals -3- February 20~ 1964 This camp enables the camp operator~ J. Herbert~Cassidy~ to locate a crew far closer to his grading operation than formerly° The A & P chain operated two large graders in Peconic but their operation was intermittent during 1962 and the Cassidy grading facilities were essential for marketing Peconic's major crop, potatoes~ No complaints regarding this camp reached the Supervisor's office during the 1962 and 1963 operations: The Board is in agreement with the general feeling concerning labor camps, however, we believe that the operation of camps has vastly improved in recent years and that such camps are a tool as essential to local agriculture as tractors. Accordingly our findings have not changed essentially since July 5, 1962 as outlined in our action of that date based on Appeal No. 481 of J. Herbert Cassidy and January 3, 1963 as outlined an our action of that date based on Appeal No. 535 of J. Herbert Cassidy. On motion of Mr. Gillispie~ seconded by Mr. Grigonis~ it was RESOLVED that J. Herbert Cassidy be granted permission to renew his labor camp permit on property of I. P. Krupski, east side Bridge Lane~ East Cutchogue, New York. This permit shall run for the calendar year 1964. See Schedules "A" and "B":- Findings herein and hereto annexed are taken from the previous hearings of July 5, 1962 and January 3, 1963. Accordingly these findings have not changed essentially. Vote of the Board: Ayes:- Mr. Gillispie~ Mro Bergen~ Mr. Grigonis, and Mr. Hulse. Mro Constantine King~ owner of the bowling alley building and land on Moore's Lane~. Greenport~ appeared before the Board of Appeals for an informal discussion relative to the erection of directional signs. Mr. Kingwas advised that directional signs for this type of business are considered in the interest of the traveling public° Mr. King is planning to add a charcoal steak business to this bowling alley, therefore the signs would read: Southold Town Board of Appeals -4- February 20, 1964 "King's~ Steaks and Bowling," with the proper directional information. He also advised the Board that he is planning to move the "Bowl" sign that is now on the roof in v~olation and place it on the side of the building where it was originally intended. On motion of Mro Gillispie~ seconded by Mro Hulse, it was RESOLVED that the minutes of the Southold Town Board of Appeals dated February 6, 1964 be approved as submitted. Vote of the Board: Ayes:- Mro Gillispie, Mr. Bergen~ Mr. Grlgon~s~ and Mr. Hulse. The Board received an application from Frederick Gordon~ a/c Edward Speeches for a variance to the Zoning Ordinance to permit the conversion of a barn into a two-family dwelling° The Board reviewed this application and returned it to Mr. Gordon advising that the Southold Town Board of Appeals has been reminded by the County of Appeals in Albany that the proper' authority to change the type of use permitted in the "A" Residential-Agricultural District is the Town Board. Accordingly this application was not scheduled for a hearing. However, he may still apply if he wishes. The Board is in sympathy with people who are attempting to convert a large older dwelling into a ~wo-famity uses however, the project proposed by Mr. Gordon for ~r.
