Install Wood Bullard Posts (Approx. eleven (11) evenly spaced along a dimension of 102' running from east to west along existing metal chain link fence inboard of the existing property line. The wooden bollards would vary in dimension but be similar to existing piles. The finished height would be 3'- 0" with black plastic caps and reflectors on each post. The posts would be mounted 4'-0" below the ground surface acting a stable anchor. Please review pictures 1 thru 8. B.) Install varying Iow to medium height evergreen plantings (Juniper) between the bollard posts and the existing fence. The evergreens will be salt and deer tolerant. This would soften the appearance of the fence and bollards. Unfortunately during the past ten years the property owner has borne the annual expense of repairing approximately 120 lineal ft. of damaged fence. The original fence was installed with a set back dimension as an offer of good will, not required. The enclosed pietures depict a deteriating respect-for private and public property. Garbage, refuse, litter are constant daily reminders of this lack of respect. Sadly the damage is not being caused by local taxpayers, boaters, fisherman, or baymen, but by transients and young people not conforming to the hours of operation or for the ramp's intendedase. We constantly clean this area hecallS~t~..nhance3 our community character and is reflective of the surrounding neighborhood properties. The last application presented before the Trustees was approved on April 24th 2000, under permit #5150 which included the replacement of the existing bulkhead. Apparently, when the ramp was installed it was assumed that the corner of bulkhead was in fact the corner of the property. The actual corner of his property extends about 5' from the northern corner of his bulkhead. Therefore, the south side of the existing concrete ramp encroaches about eight (8") inches onto Mr. Rose's property. His first concem would be in the area of insurance· We need to verify through our insurance carder that he would be held harmless for anything related to the use of the Town Ramp & Road End. You may need to address this issue through Gregg's office. Secondly, he is concerned hew the ramp is utilized and by whom. He does not feel that a commercial business, one who rents boats and other floatation devices, should be allowed to direct people to this ramp for launching. There are ne bathing facilities at this location and he feels that people should be directed further down to the public beach at Goose Creek. The use of the ramp by boaters with boats and craft longer than 20' is also an issue with Mr. Rose. He has requested a more proactive approach to enforcement by the police department for these types of Town regulation. I came away from the meeting with the feeling that if these issues were resolved, he would not pursue the matter of the Boat Ramp encroachment onto his property. If they could not, I believe he would ask that the Town relocate the ramp. Irregardless of changes to Town regulations and enforcement policies, I would recommend moving the Ramp away from Private Property. During your visit we explained our three (3) phase plan to improve our rear yard area. The proposed terracing of the existing lawn area will decrease the lawn area in the rear and /reprove runoff and drainage. The second phase, berming the North property line will offer increased resistance to unusual flood penetration and offer privacy between the public boat ramp and owner's back yard. The third phase would be to replace the existing thirty-year-old bulkhead. During our informal meeting I indicated we would appreciate the first phase approval as soon as possible. We would like to perform the work of the retaining wall and landscape immediately. After a recent accurate survey we have confirmed that our north East property comer sits atop the town's paved boating ramp. The shoulder area d/rectly along side the concrete slab has been continuously washed away by the town road / sWrm runoff. The current condition is a 1/ability for accident and injury and a condition that cannot be improved by the homeowner. We would like to have constructive discussions for a mutually approved solution. Please call so that we can offer our help and suggestions for improvement. Our last discussion was concerning the use of the boat ramp by commercial business. We are not aware of the current rules for such use, however we believe the permitted residence should have exclusivity over visiting/non-taxpaying users sponsored by commercial business. The ground cover would be prepared with weed barrier and covered in mulch or stone. Areas around the reta/ning wall areas will also be planted. Second Phase: Increase berm areas on North side of rear yard by depositing sand / loam / topsoil and planting various evergreens and shrubs. The new area will offer privacy between public boat ramp and backyard. In addition to the new berm a replacement fence will be added to the replace the existing. Third Phase: Replace the existing wooden bulkhead. We are investigating materials including steel sheeting with wooded components.
