Dear Mr. Herrmann:
The following action was taken by the Board of Town Trustees during a Regular Meeting, held
on January 24, 2001, regarding the above matter.
WHEREAS, EN-CONSULTANTS. INC. on behalf of LUKE LICALZI applied to the
Southold Town Trustees for a permit under the provisions of the Wetland Ordinance of the Town
of Southold, application dated January 4, 2001 and
WHEREAS, said application was referred to the Southold Town Conservation Advisory Council
for their findings and recommendations, and
WHEREAS, a Public Hearing was held by the Town Trustees with respect to said application on
January 24. 2001 at which time all interested persons were given an opportunity to be heard, and,
WHEREAS, thc Board members have personally viewed and are familiar with the premises in
question and the surrounding area, and,
WHEREAS, the Board has considered all the testi~nony and documentation submitted
concerning this application, and,
WHEREAS, the structure complies with the standard set forth in Chapter 97-18 of the Southold
Town Code,
WHEREAS, the Board has determined that the project as proposed will not affect thc health,
safety and general welfare of the people of the town,
NOW THEREFORE BE IT,
RESOLVED, that the Board of Trustees approved the application of LUKE LICALZI for a
Wetland Permit to construct approximately 52 linear foot extension to existing timber bulkhead
and backfill with approx. 50 cubic yards of clean sand and fill to preserve existing beach cottage.
Place approx. 147 linear fi. of 50-100 lb. stone dp-rap on filter-cloth along eroded enbankment
and plant intertidal zone with spartina alterniflora (12" on center) to re-vegetate eroded former
marsh area. Construct 2.5'x3.5' timber steps to beach from existing catwalk existing 8'x19'
timber deck attached to beach cottage will be removed and replaced (in-kind and in-place) for
construction of bulkhead. With the extension of stone dp-rap underneath the cottage and the
addition of covering the dp-rap with sand and then planting with beach grass. Also a new set of
plans indicating changes must be provided before project is started.
BE IT FURTHER RESOLVED that this determination should not be considered a determination
made for any other Department or Agency which may also have an application pending for the
same or similar project.
Permit to construct project will expire two years from the date it is signed. Fees must be paid, if
applicable, and permit issued within six months of the date of this notification.

Dear Mrs. Standish:
During the public heating held 24 January 2001 on the captioned application, the Board required as a
condition of permit issuance that the proposed rip-rap be bur/ed with sand and planted beach grass, and
that a row of rip-rap be extended in front of the bulkhead extension to serve as toe armor.
Therefore, please find enclosed a modified project plan depicting 1) the placement of approximately 75
cubic yards of clean sand fill to be planted with beach grass (12" O.C.) over the proposed rip-rap along
the embankment toe; and 2) the placement of a single row of 50 - 100 pound stone rip-rap along the
toe of the extended bulkhead.
Please be advised that the New York State Department of Environmental Conservation has also issued
an approval for this revised proposal.
Although I trust that a Town Wetlands Permit can now be issued, please contact me if you require any
additional information.

At the meeting of the Southold Town Conservati9n Advisory Council held Thursday, January
18,2001, the following recommendation was made:
Moved by Bill McDermott, seconded by Scott.Hilary, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
