The Southold Town Board of Trustees at their Regular Meeting held on Wednesday, November
19th, 2003 took the following action.
RESOLVED, that the Southold Town Board of Trustees Approve an Amendment to Permit 5787
to raise the existing house from the foundation, demolish the existing foundation and construct a
new foundation within the same proposed footprint to include proposed additions - demolish two
one story portions ofthe existing structure and rebuild them - leaders and gutters be placed to
contain roof run-off as per survey dated March 12, 2003 and amended October 28, 2003 by John
C. Ehlers Land Surveyor.
This is not a determination from any other agency.

The Board of Town Trustees took the following action during a Regular Meeting, held on July
23, 2003 regarding the above matter.
WHEREAS, Proper-T Services, lnc on behalf of STEPHEN MATTEINI applied to the
Southold Town Trustees for apennit under the provisions of the Wetland Ordinance of the Town
of Southold, application dated June 25, 2003
WHEREAS, said application was referred to the Southold Town Conservation Advisory Council
for their findings and recommendations, and
WHEREAS, a Public Hearing was held by the Town Trustees with respect to said application on
July 23,2003 at which time all interested persons were given an opportunity to be heard, and,
WHEREAS, the Board members have personally viewed and are familiar with the premises in
question and the surrounding area, and,
WHEREAS, the Board has considered all the testimony and documentation submitted
concerning this application, and,
WHEREAS, the structure complies with the standard set forth in Chapter 97-18 of the Southold

WHEREAS, the Board has determined that the project as proposed will not affect the health,
Safety and general welfare of the people of the town.
NOW THEREFORE BE IT,
RESOLVED, that the Board of Trustees approve Wetland Permit for STEPHEN MATTEINI
to construct additions to single-family dwelling and install new sewage disposal system if
required by Health Department also a staked row ofhaybales during construction as per survey
dated March 12,2003 and last revised July 15, 2003 prepared by John C. Ehlers Land Surveyor.
BE IT FURTHER RESOLVED that this determination should not be considered a determination
made for any other Department or Agency, which may also have an application pending for the
same or similar project.
Fee must be paid, if applicable and permit issued within six months of the date of this
notification.
If inspections are required, at a fee of$5.00 per inspection (See attached schedule).

Dear Mr. Krupski:
The Trustees' permit (No. 5787) was issued for other additions which required expanding the
footprint of the house and the construction of sections of new foundation. As this project pro-
gressed it became apparent that the existing foundation was not adequate to support the second-
story addition which was also proposed.
We have determined that it will be necessary to demolish the existing foundation and construct a
new foundation within the same footprint, including additions, as the project approved by the
Trustees. Further, the movement of the house off the existing foundation will require that two
one-story portions of the existing dwelling be demolished and rebuilt after the house is replaced
on the foundation.
This unexpected development has the potential for seriously affecting the scheduling of the con-
struction. The schedule had been developed so that the owners would have use of the house for
both this past summer and next summer, and they are very anxious to be able to continue to count
on that outcome. Toward that end, if the Trustees will allow us to proceed at this time with the
additional work that I have described, it will shorten the overall project by at least one month, and
we will submit a fonnal application for an amendment for the November meeting.
Two marked-up copies of the project plan are attached. One shows the proposed new foundation
within the previously-approved footprint, and the other shows the two parts ofthe existing struc-
ture which must be demolished to facilitate the foundation work.

As we discussed at the work session earlier this evening, I understand that we may proceed im-
mediately with the amended project as described in my October 21,2003, letter to you, subject to
the following conditions:
· We will store all the excavated soil and demolition rubble landward of the present location
of the house.
· We will place a row of staked hay bales, located landward of the bulkhead, configured in
such a way that any run-off iÌ'om the project site will be retained on the site.
· We will submit an application for an amendment to the existing permit in time to be on
the agenda for the November 2003 meeting.
