Dear Mrs. Woodhouse:
During an inspection of the above referenced project, the Owner raised concems regarding
the proposed recharge basin that was located in the North Westerly comer of the site. In his opinion,
the location of this shallow basin would limit the ability to safely turn vehicles and store boats in this
area. It was also pointed out that the proposed open trench would allow storm-water overflow to
directly access the existing culvert which drains directly into the tidal wetland.
The Contractor/Engineer on the project is John D. Hocker, PE, from the office of Latham Sand
& Gravel, Inc. Several modifications of the original project design were discussed. In the end, it was
determined that the recharge basin and trench area should be over-excavated to accommodate the
following parameters. All piping to the recharge basin would terminate in a pre-cast concrete leaching
ring installed below grade. The area around this structure and within the remaining recharge basin
area would be backfilled with large gravel to a depth of ten (10") inches below final grade. The total
volume of containment would meet or exceed the capacity of the open recharge basin. This gravel
recharge area would then be covered with filter cloth and stone blend to grade that would allow for the
expansion of parking and safe maneuvering of vehicles in this area.
The final resultant design has provided more capacity for the containment and recharge of the
storm-water run-off generated at his location. This would include the additional gravel surface areas
created by the proposed change. It will also serve as a more efficient filter system for the overflow
that may reach the existing culvert that drains directly into the tidal wetland.

Dear Mrs, Woodhouse:
Southold Town
As per a request from our officdl ahhl1__iew site plan for the above referenced
project. The plan has been prepared by S.L. Maresca, P,E. and has a revision date of 3/8/04. My last
report concerning this site plan indicated several issues regarding the proposed drainage design.
This plan has been revised and the drainage calculations, as modified, meet the minimum
requirements of the Town Code. At this time, I would like to offer additional review comments that are
as follows:
1, The existing catch basin (Noted as a Low Point) is located within the middle of the
proposed stone parking area. This inlet grate is located over an existing culvert pipe that
was discussed in my previous report, Since the drainage calculations were revised to
contain runoff without the use of or capacity from this culvert, it is recommended that this
inlet grate be replaced with a solid traffic bearing cover. This will prevent runoff and/or
boat wash water from directly entering this culvert pipe which discharges directly into the
tidal waters of the marina,
2. The culvert runs from North to South along the Easterly side of the site, This drainage
pipe is considered essential for maintaining water levels within and around LlRR right-of-
ways and adjacent wetland areas north of the tracks, It is hereby recommended that this
culvert pipe be protected by some type of permanent easement or made a condition of
Site Plan Approval to protect the integrity of the structure that would also allow for future
maintenance.
3. Please note that the proposed disturbance resulting from construction activilies at this site
will be greater than one (1) acre in area, This project will require coverage from NYS
Department of Environmental Protection (DEC) under the Phase II State Pollutant
Discharge Elimination System (SPDES) Program. The Developer must obtain coverage
under the General Permit for Storm-water Runoff from Construction Activity (GP-02-01)
prior to the initiation of construction activities.

Dear Mr. Witzke:
The Board of Town Trustees took the following action during its regular meeting held on
Wednesday, April 21, 2004 regarding the above matter:
WHEREAS, William Witzke on behalf of ALBERTSON MARINE applied to the Southold
Town Trustees for a permit under the provisions of Chapter 97 of the Southold Town
Code, the Wetland Ordinance of the Town of Southold, application dated March 8, 2004
and,
WHEREAS, said application was referred to the Southold Town Conservation Advisory
Council for their findings and recommendations, and,
WHEREAS, a Public Hearing was held by the Town Trustees with respect to said
application on April 21, 2004, at which time all interested persons were given an
opportunity to be heard, and,
WHEREAS, the Board members have personally viewed and are familiar with the
premises in question and the surrounding area, and,
WHEREAS, the Board has considered all the testimony and documentation submitted
concerning this application, and,
WHEREAS, the structure complies with the standards set forth in Chapter 97 of the
Southold Town Code,

WHEREAS, the Board has determined that the project as proposed will not affect the
health, safety and general welfare of the people of the town,
NOW THEREFORE BE IT,
RESOLVED, that the Board of Trustees approve the application of ALBERTSON
MARINE to construct a 12,000 sf. steel building for the purpose of servicing boats and a
retail store, improved parking area, septic system, and to install a concrete pipe next to
Route 25 in the vector ditch, with the condition of an approved drainage plan by the
Town Engineer, and as depicted on the site plan prepared by S.L. Maresca last dated
June 16, 2003.
Permit to construct and complete project will expire two years from the date the permit
is signed, Fees must be paid, if applicable, and permit issued within six months of the
date of this notification.
Inspections are required at a fee of $50.00 per inspection. (See attached schedule,)

As per your request, I have reviewed the site plan for the above referenced project. I offer the
following comments for your review.
1. The proposed gravel filled trench indicates a capacity of 2040 cu. ft. This would be true
only if the trench were void of stone. Since the trench will be full of gravel and soils in the
area are typically poor, the capacity will be much less. Total capacity provided should be
recalculated and drainage calculations should be revised.
2. As proposed, this trench drain will also direct collected runoff toward the existing headwall
noted on the plan, This headwall currently collects ground & surface waters from both
sides of the railroad tracks and drains into the bay by way of a culvert pipe. This pipe
does collect some existing site drainage but the proposed drainage design for all new
construction should not utilize this existing culvert as capacity for drainage purposes, This
would include the proposed new catch basins at the entrance to the facility, These basins
should be connected into the leaching field proposed within the new asphalt parking lot.
3, Drainage calculations should be revised accordingly and should also include all of the
proposed gravel surface areas. Runoff coefficient for gravel parking areas should be 0,6,

In reference to the property on Route 25 in Soullrold and our intention to build a steel building - 100'
x 120' - on this lot, zoned M-2, we are writing to request a Letter of Non-Jurisdiction,
Your concern about water run-off is valid, Our plans call for the installation of a drainage system in
compliance with the town codes, The system would be designed to handle a 2" rainfall, The flow of water
would be controlled by the drainage system and gravel and landscaping around the building, This system
would be submitted to the Town Engineer for approvaL The lot is elevated in such a way that there is no
water run-off. The property was filled-in in the mid 1980s. We will be providing plans shortly for your
review of the drainage system,
If this land were never to have a building put on it, the run-off would continue to flow wherever it
can. without any regulation, whereas our intention is to cooperate with all the regulating agencies and to
