Mr and Mrs, Manago received a Sandy Emergency Permit (~4578-E) on November 26, 2012 to restore the sand/fill landward of the "permitted" bulkhead, They are ready to make the repairs to the existing bulkhead, however, they were advised to add a stone splash pad on filter cloth on the landward side of the bulkhead. Will you permit the stone splash pad on filter cloth revision to the emergency permit or do you want them to apply from an administrative permit? Also, please be advised that access to the landward aide of the bulkhead for the sand (and splash pad stones) will be from a wood "shoot" from the top of the bank.
