Niebling Property
Dear Mr. Hall:
The New York State Department of Environmental Conservation has reviewed your most recent proposal
to install 100 cubic yards of 500-1000 lb stones along 1000 square feet of existing bluff scarp on a
gradual I on 2 slope, then backfill to existing beach elevation contours,
The Department objects to the project as proposed. Excavation of the beach to construct a revetment
could destabilize the embankment, causing slumping and sediment to enter the tidal wetland area.
Excessive erosion problems are not evident, therefore, the proposed structure is excessive.
The Department recommends 1-2 ton stones on filter cloth without any excavation below grade and a
planting plan to supplement vegetation on the embankment.
Upon receipt of revised plans/cross-section which clearly reflect our recommendations, the review
process will continue. If you have any questions regarding this review, please call Chris Arfsten at 631-
444-0295.

SOUTHOLD TOWN
CONSERVATION ADVISORY COUNCIL
At the meeting of the Southold Town Conservation Advisory Council held Tuesday, June 13,
2000, the following recommendation was made:
Moved by Melvyn Morris, seconded by Richard Smith, it was
RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the
Wetland Permit Application of LAURENCE NIEBLING 119-1-18 to install 100 +/-cy of500-
1000 Ibs. stone along 1000 +/-sf of existing bluff scarp, The stone is proposed to be placed on
filter fabric on a graded I on 2 slope, then backfilled to existing beach elevations/conditions.
Proposed installation not to exceed 3'+/- below existing beach grade. Applicant also proposed to
remove existing timber stairs and to install a 6'X 10' CCA timber platform with 4'X IS' CCA
timber stairs as beach access. Proposed platform and stairs are to be installed to match up to an
existing concrete walk and are proposed to be supported by 4"X 4" CCA timber posts with a
depth of penetration of6'+. Existing concrete walk 18" +/- wide 70'+/- in length is proposed to
be reconstructed to be 4' wide in place.
10020 Nassau Point Rd., Nassau Point
The CAC recommends Disapproval because there is no need shown for the stone, the walkway is
too wide and the concrete is not impermeable. The platform is also unnecessary. The CAC
suggests re-vegetation with native species,
