held on Wednesday, October 21, 2015:
RESOLVED, that the Southold Town Board of Trustees APPROVE the request for a
Transfer of Wetland Permit#5279 and Coastal Erosion Permit#5279C from William and
Louise Segallis to John and Kimberly Keiserman, as issued on February 23, 2001,
Amended on July 25, 2001, and Amended again on June 17, 2015.
Any other activity within 100' of the wetland boundary requires a permit from this office.
This is not a determination from any other agency.

On July 3,2015 we purchased a home at 1170 Willow Terrace Lane in Orient from William and
Louise Segallis. Shortly after closing we received a copy of a Certificate of Compliance(Trustees
Wetland Permit#5279), dated July 16,2015,that identifies Mr. and Mrs. Segallis as owners of the
property. We have been advised by counsel that it would be prudent to have this Certificate reissued,
identifying us as the property owners, and we are writing now to request that the Board of Town Trustees
provide us with this reissued Certificate.
Enclosed you will find a Copy of the Deed for this property,which identifies us as the owners; a
copy of the existing Certificate of Compliance; and a check for$50, which we were advised by the Town
Clerk's Office is the fee payable to have the Certificate of Compliance reissued. If you require any
additional materials or have any questions for us regarding this request, please do not hesitate to contact

WHEREAS, Susan E. Long on behalf of WILLIAM & LOUISE SEGALLIS applied to the
Southold Town Trustees for a permit under the provisions of the Wetland Ordinance of the Town
of Southold, application dated February 1, 2001, and
WHEREAS, said application was referred to the Southold Town Conservation Advisory Council
for their findings and recommendations, and,
WHEREAS, a Public Hearing was held by the Town Trustees with respect to said application on
February 21, 2001 at which time all interested persons were given an opportunity to be heard,

WHEREAS, the Board members have personally viewed and are familiar with the premises in
question and the surrounding area, and,
WHEREAS, the Board has considered all the testimony and documentation submitted
concerning this application, and,
WHEREAS, the structure complies with the standards set forth in Chapter 97 of the Southold

safety and general welfare of the people of the town,
NOW THEREFORE BE IT,

500-1000 lb. rock.
BE IT FURTHER RESOLVED that this determination should not be considered a determination
made for any other Department or Agency which may also have an application pending for the
same or similar project.
Permit to construct and complete project will expire two years from the date it is signed. Fees
must be paid, if applicable, and permit issued within six months of the date of this notification.
Two inspections are required and the Trustees are to be notified upon completion of said project.

Dear Mr. Krupski:
The Southold Town Board of Trustees issued the above referenced permit February 23,
2001. The permit authorized the reconstruction of 130' bulkhead within 18"and install
500-1000 lb. rock armor along its entire face.
Subsequent to my receiving the Trustee permit and the NYS DEC permit, I have been
struggling to obtain Certification from the NYS Department of State(NYS DOS)that
would allow the issuance of the Army Corps permit. Unfortunately, the NYS DOS have
ruled that they will only issue approval for the bulkhead to be reconstructed in the same
location.
Due to the significant reduction in the scope of the project, we respectfully request that
the Board of Trustees allow us to proceed with the bulkhead reconstruction under the
existing permit(#5279). My client is extremely concerned about losing his bulkhead if a
severe storm makes its way to ow area. Would you please give this matter your attention
at the July 25, 2001 meeting.

Dear Mr. and Mrs. Hulsmann:
This is in response to your letter of May 1, 1986, regarding your
application number 10-85-1112 for a Tidal Wetlands Permit.
During severe storms, especially when these occur at high tide, wave
action causes scour and erosion to the beach below vertical faced bulkheads.
This scouring may not be evident for many years, but eventually the bulkhead
is undermined and collapses and the beach is often lowered or lost completely,
as well.
Department staff must take the long view regarding shoreline stabilization
and its side effects. It is for this reason that our current requirements are
for protecting against scour by armoring the bulkhead base with large rocks.
Please also consider that Hurricane "Gloria" passed over Long Island at
low tide. If the neighboring bulkhead has been there for only five or ten
years, it is likely that the effects of scour are not yet noticeable.

concerns arise during their review of your application.
