Proposed Boat Slips at K[ipp Park
I have reviewed the proposed Klipp Park, Gull Pond dock site plan.
I am in full support of this docking facility with a request that ten (10) of the twenty (20) dock
slips are offered to our Town commercial fisherman. The Village of Greenport shows support to
its commercial fisherman with a twelve (12) slip boat facility, of up to 24', in Sterling Harbor at
an annual fee of $400.00. There are no vacant slips available and there is now an indefinite
waiting list.
]'he Town of Southold is historically known for its' fishing and farming and an opportunity to
establish a docking facility for the commercial fisherman would show support for our Town's
fishing heritage.

Park, Ray suggested the idea of placing 20 pilings at Klipp Park for on/off shore boat
slips,
The size of the boat would be limited to 21' and the slips will be reserved for $outhold
residents.
estimate the fees will off set the cost of construction in 2 years.
! think some system should be established on how these slips are allocated each
year......maybe a lottery, good for I or 2 years.

It is with great concern that I write to you regarding the above referenced project. Earlier this year
I purchased a home at 255 Osprey Nest Road, East Marion, which includes property on Gull Pond.
Of major importance to me as a homebuyer was the existing waterfront environment of Gull Pond
and its environs.
Based on available infomtation regarding the proposed project at Klipp Park, I have many
concerns.
· Concerns regarding navigational and safety issues for boaters, swimmers, and property owners.
· Enviroomental concerns about overuse of this small estuary as well as water, air, and noise
pollution. That the plan provides no pump-out facilities is just one example of the
environmental concerns that this project raises.
· Potential encroachtnent on property owners' access to the waterfront.
· Quality of life concerns. Gull Pond property owners obviously have a personal interest in
maintaining the environmental and esthetic quality of this waterfront. Seasonal and transient
boaters don't have the same stake and the proposed project increases the potential for "eye
sores" and abuses by non-property owner boat operators.
Our waters and shorelines ever3,~vhere are so fragile and Gull Pond is no exception. As a property
owner on Gull Pond I think it is important that we protect what we still have. I respectfully request
a public hearing and request that the application for this project be declined.

TWENTY DOCKING SPACES IN NOARMAN KLIPP PARK. ACCORDINGLY, 1 WOULD LIKE TO
VOICE MY CONCERNS ABOUT SAID PROPOSED PROJECT.
AS A RESIDENT OF GULL POND, [ PURCHASED MY HOME ON GULL POND ILa, THER THAN
OTHER AVAILABLE PROPERTIES DO TO LACK OF COMMERCIAL INTERESTS I.E. STERLING
BASIN. THERE IS NO COMMERCIAL DEVELOPMENT IN THIS AREA AND THE TOWN WOULD
BE MIXING THE ZONING WITH INCORPORATING COMMERCIAL LIKE ACTIVITY IN A
RESIDENTIAL NEIGHBORHOOD.
AT PRESENT KLIPP PARK, ON MANY NIGHTS IS SUBJECT TO RACING CARS, LOUD MUSIC
AND LOUD VOICES. ADDING AN ADDITIONAL TWENTY BOAT SLIPS WOULD ADD TO THIS
EXISTING AND ONGOING PROBLEM

THE CURRENT PART HAS ONLY TRASH BARRELS FOR CANS AND BOTTLES AS IS
SOUTHOULD TOWN POLICY. THOSE WHO USE THE BEACH AND BOAT RAMPS LEAVE
THEIR GARBAGE BY THESE BARRELS; UTIMATELY SEA GULLS GET INTO THE GARBAGE
AND THE GARBAE IS IN THE BAY AND POND PLEASE JOIN ME ON ANY SL~.{IVHER
WEEKEND AS 1 AM IN IVF~' DINGHY REMOYqNG GARBAGE AND PLASTIC BOTTLES FROM
THE POND. THIS PROBLEM HAS BEEN BROUGHT TO THE ATTENTION OF THE BOARD IN
THE PAST BY THE GULL POND YAHT CLUB.
EVERY MARINA HAS TO HAVE A PUMP OUT STATION. THERE ARE CURRENTLY NO PLANS
FOR BATHROOMS AT KLIPP PARL. THE BOATS IN GULL POND BELONG TO THE OWNERS OF
RESIDENTIAL PROPERTIES. ACCORDINGLY, THE RESIDENTS HAVE A VESTED INTEREST IN
PREYqENTING THE DISCHARGE OF HOLDING TANKS, FUEL LEAKS AND HARMFUL
DETERGENTS INTO THE POND. IS THE TOWN GOING TO HAVE A PARTABLE PUMP OUT
STATION?
HAS THE TOWN TAKING INTO CONSIDERATION THE MAINTENANCE OF WINTER
PREPARATION FOR THESE DOCKS AND P[LONS LIVING ON THE POND EACH RESIDENT
HAS BUBBLE SYSTEMS AND ICE EATERS TO PREVENT ICE DAMAGE WHO WILL INSTALL
AND MAINTAIN THESE NECESSARY SYSTEMS? THESE ARE VERY EXPENSE SYSTEMS.

As a resident of Gull Pond for the last 25 years,
I have been increasingly disturbed by the ~oat
traffic originating in the Pond. 9etween the pub-
lic ramp, numerous moorings and the development of
the beach, the boat traffic down Dawn and Fordham
canals has increased substantially resultinq in
much wake and debris. The channel has become diffi-
cult to navigabe do to these factors. In fact,
most of us just don't use our boats o~1 weekends
when the Pond is the busiest. We swim i~ the Pond
a~d canal waters and now have to ward] out for boats
so we aren't beheaded!
The oil, refuse and noise ~lich will accompany 3l
boat slips used by non-Gull Pond residents greatlv
worry us. We do our upmost to keep the Pond pris-
tine. Will outsiders do the same?
I hereby request a Public Hearing to discuss the
above subject so both sides can reach an amicable
agreement.

RE: Proposed Docks for Norman Klipp Park
Dear Board of Trustees:
It was with great interest that I read a recent article in the Suffblk Times concerning the
above proposed project.
I am a homeoxvner and taxpayer in the Town of Southold. More specifically, 1 own a
residence on Gull Pond, the body of water that will be serving the proposed docks.
In order to receive a permit to build a residence on a more that ample parcel of property
on Gull Pond, I had to appear before the Zoning Board, the Board of Trustees, apply to
the Department of Environmental Conservation and the Army Corps of Engineers. Every
public and semi public official expressed concern over the environment, including the
water, vegetation and wildlife. To this day, I am amazed at the concern expressed by all
for vegetation (phragmites) that threatens to choke out everything else on a waterway and
its environs. Ultimately, I did receive my building permit and my home is just about
complete.
Therefore, it is xvith much irony that I read about the need to construct twenty (20) boat
docks on Gull Pond because it is an "underutilized" waterway. This is contrary to every
environmental concern expressed by the Town and its alleged concern for preservation.
However, at this juncture, I would like to know how the Town of Southold intends to
address the following:
How do twenty (20) boats impact upon an "underutilized" waterway known as
Gull Pond'?
How do twenty (20) boats with twenty (20) holding tanks impact upon an
"underlized" waterway known as Gull Pond?

How do twenty (20) boats with twenty (20) gas tanks impact upon an
"underutilized" waterway known as Gull Pond?
How do twenty (20) boats starting their engines impact upon the "underutilized"
water known as Gull Pond?
How do twenty (20) boats, with an estimated four (4) passengers in each boat,
impact upon an "undertilized' waterway known as Gull Pond?
How does the construction of twenty (20) docks impact upon the pristine waters
of Gull Pond and the wild life within?
How does the construction of twenty (20) docks impact upon the natural nesting
grounds of birds in the area?
How does the construction of twenty (20) docks impact on the vegetation in and
around Gull Pond?
How does the construction of twenty (20) docks impact on the present rest room
facilities, which appear to be non-existent or in poor condition? Would they be
available twenty-four hours a day?
In view of the above, is it the goal of the Town of Southold to overutilize a facility? Is it
the goal of the Town of Southold to expend tax dollars on a facility and continue to spend
tax dollars on the same? The plan, as presented in the Suffolk Times is simplistic, short
sighted and does not address practical concerns.
Gull Pond is a body of water surrounded by a residential neighborhood. There is no
commercial intrusion on this body of water (unlike some other areas, such as Sterling
Harbor). There is absolutely no precedence for this type of building on Gull Pond. The
construction of twenty (20) docks is akin to commercial development in a residential
neighborhood. It is totally out of character.
The impact of this plan is substantial. It impacts upon the local residents because of its
intrusive nature in a residential area. It impacts upon all the residents of the Town of
Southold because it has the potential to be a tax burden on all the taxpayers. It impacts
upon the environment because it is significant development on a waterway and its
surrounding wildlife. All of the foregoing is to benefit twenty (20) boaters each year.
It is clear that a public hearing is needed to address the issues that plan raises.

As a property owner on Gull Pond I will be directly affected by the proposed project
referenced above. I found out about the proposed project through a recent article in the
newspaper. I was surprised to learn that this project was being done without notification to
property owners in the area or public hearings on the issue. The project has not considered;
a) the residential homes to the North and our quality of life
b) the environmental impact to the area in air, water and noise pollution
c) the impact to the fragile waterway with regard to the swans, turtles, fish, ducks
d) the lack of pump-out facilities
e) the lack of navigational aids
f) the increase in safety issues that will result with the adjacent public beach and
swimmers
g) the lack of supervision that currently exists with the present town beach and park
The amount of positive revenue to be received by the Town if this project is completed
will be minimal at best. By positive revenue, I am referring to what will be retained after the true
costs are subtracted. A financial review of the project should encompass issues such as:
a) return on investment
b) yearly routine maintenance and inspection costs
c) additional maintenance costs in the years that Gull Pond freezes over and the pilings
need to be reset and the docks repaired
d) the additional insurance costs that are involved with a Town run and maintained
marina
e) the additional police supervision costs - the park already poses problems after hours
and this will not help the situation
0 the additional sanitation costs
g) the additional costs that will be incurred by the Town Police, Fire and Emergency
Rescue when an accident occurs - and there will be accidents
I request that the project be further reviewed at a full public hearing or cease with this
project. I do not want the current Town park and beach to further expand and deteriorate Gull

As a property owner on Gull Pond, I ask you to recall that once before the Town of Southold had
endeavored to utilize this same area for boat docking. The issue was thoroughly reviewed and
ultimately rescinded. It failed to become a reality for very compelling valid reasons that still exist.
Today we know even more about the impact such a decision would have on water quality, air, and
noise pollution.
The proposed site is not in the mainstream of tidal flow in Gull Pond. Private water quality tests of
this particular area have consistently produced higher coliform count readings. The results which
cover a period of years are available to you if you wish. Twenty more boats permanently moored
would obviously worsen the situation as pump-out facilities have not been considered. Twenty boats,
their owners, automobiles, families, friends, garbage and fumes will impact negatively on the
environment and property values. Even now local enforcement cannot prevent the vandalism,
littering, broken glass, speeding on the water, as well as the parking lot, and loud radio noises.
I urge to either deny the proposal or request a full environmental impact study and public hearing
prior to any permit being issued.

We have become aware that the TOWN OF SOUTHOLD IS PLANNING TO BUILD

Ifa TOWN MARINA were ever to become a reality, the added pollution to air and
water, the garbage and debris that will be in the Pond and hardly ever flush out, plus the
use of marine toilets~ the noise and danger of added boat and car traffic would indeed be
a disaster.
We must also be aware oftbe quality of life that would be tarnished and the fact that
there in no pump-out facility, and the question of property values that would drop, must
also be taken into consideration.

It is hard to believe that yoo and the trustees of Southold Town can agree to the proposed

yoa have denied requests. We hope that the proposal for an em ironmental disaster such
as a marina, that would not only cause more garbage to be empied into the pond, cause
damage to fish life that x~ould normally grox~ where floats would now be, further pollute
the *.~ater with oil spill's etc., x~ill also be denied by the trustees.
There is no indications in the plans tbr a pumpout station or bathroom facilities. How is
this problem proposed to be handled'? The beach is not kept clean or maintained nox~.
How *.~ill this be handled? Requests to the town tbr additional garbage cans on the beach
have been ignored. Property owners on Gull Pond are constantly cleaning debris, cans,
bottles, plastic bags from their shores because the garbage cans on the beach are not
adequate to handle the garbage generated by the people asing the beach and the ramps.
The beach is a hangout at aight noxx. With an additional 20 boats the residents of this
area would hax e to keep their windo*.~s and doors closed becaase of the noise.
We as residents of Gull Pond hope that you and the trustees xxill look at this proposed
marina x~ ith the same mindset you have used when considering requests made bx
homeo*.~ hers IMng on Gull Pond and come to the rightful conclusion that a lnarina does

arc aware of the fragile nature of this small body of water. To consider adding to the already heax? load
of traffic, noise and pollution the pond endures now is definitely unwise.
I. bcing a long term resident of Greeaport had comc to appreciate the boards watchdog scrutin_~ of
x,~aterfront properties within thc town and in particular within the confines of Gull Pond. I would trust
that you could sec right ax~ay the detrimental impact to the environment of the pond and its surrounding
properties that a conm~ercial marina would impart. When we learned that the town trustees knew about this
proposal months ago. we felt let down in that no area resident was advised of thc proposal.
1 note thc proposed dockage would be for an additional 20 boats to be berthed in Gull Pond. Gi~.en the
size of proposed berths I would guess most of these boats would have outboard pov, ered engines-- the
worst polluters of its tSpc. As you know that means more engine oil and fuel bsproducts injccted into the
water. Thc endangered shore grasses ilnmediately to the north ~hich are trusting areas for swans, shore
birds and fish would be further in~pacted.
We residents are acutel_~ ax~are of the effects of the health of Gull Pond and in turn its impact on
properties surrounding it. So of course v,e are reD' concerned of any threat to its well being such as a
conunercial marina ~ould impose on it. Your board of trustees have taught us x~ll to be waD' of bottom
shading structures, b.~ denying pernuts for same regularl_~. You cite they cut down the bottom producing
food chain vital to thc wildlife in thc pond. If that is a gi'~en, as wc are told, it x~ould be unconscionable to
condone such structures as proposed by the Toxin of Southold in the noted marina plan.
I strongly urge 3'our board to review eye,thing this project would impact and make appropriate
recommendation fbr the toxx~ to see its menace, not just to the environment here but also to the
surrounding colnmuniB'. The red same conununiB' in which each homeowner pays a ve~' high real
estate tax to thc town for thc privilege of living on/near the waters of Gull Pond. This tax is in large pan
due to thc 'enhancement ofviexx and use'-- an assessors exact words. We homeowners in this conanunity
of 100 plus homes concede that promise by paying our taxes regularly. It is reasonable to expect our
'xiex~ and use' taxes would be challenged nad reduced should the enhancement of Gall Pond be
degraded further. A commercial marina with its attendant pollution introduced into the pond would most
certainly jeopardize what we have come to expect for our taxes - clean water, safe boating and abundant
x~41dlife in a relatively quiet environment that is currently enjoyed here at Gull Pond. We therefore urge
the trustees and the Town to stop proceeding with this endangering project.

We have just learned about the proposed Marina at Klipp
Park and I must tell you we are quite shocked and upset
that such a project would even be considered. One of my
questions is why was there no notification by the town of
this project?
There are many reasons why we stronly feel this project is
detrimental to Gull Pond, the environment and the
surrounding residences. This letter will tell you our
concerns about this project.
First of all, we applied for a permit to add ten feet to
our existing float and were turned down because it would
be harmful to the environment? How can you honestly
justify putting in 20 docks just months after our request
to add ten feet was denied? The 20 docks won't harm the
environment? We were disappointed with this decision but
knowing that the town of Southold was trying to maintain
the area and preserve the waterfront, keeping it unspoiled
made us feel that our decision to move to Greenport to
retire was a good one because the town cared about its
marine life and residents.
Secondly there is no pump out facility proposed. There
are no restrooms. Where will the garbage go? We also
have concerns about water, air and noise pollution from
this facility. With 20 boats there will surely be
gasoline and oil leakage dumped into a very delicate and
fragile estuary. As far as noise pollution goes,
currently we can clearly hear the beach goers. We knew
this when we purchased our property. We can live with
this. We did not expect to deal with 20 boaters, their
families and friends partying until all hours of the
night. As you are well aware, noise carries on the water
and it can be very disturbing. Fumes from the boat engines
can also harm the environment and cause medical problem
for people with respiratory problems..
We are paying high taxes because the town is taking care
of Gull Pond. Do you really think this project is good
for Gull Pond and the residents surrounding the area?
What will this do as far as property values? The drawings
don't even show residential properties to the north. This
facility will be an eye sore, let's face it.
We also have questions of safety and abuse by boat owners.
How will this issue be addressed? What about the
commercial operation in a residential community? Will
this set a presidence?
I feel this facility will definitely be an encroachment of
property owners access to waterfront and over-crowd the
area.
We bought this house to have some peace and quiet in our
retirement years. We picked Gull Pond for that very
reason. Now I am wondering about security, pollution,
propertry value, noise levels, privacy and environmental
issues. We are, therefore, requesting that the town cease
proceedings with this project.
