I am in full support of this docking facility with a request that ten (10) of the twenty (20) dock slips are offered to our Town commercial fisherman. The Village of Greenport shows support to its commercial fisherman with a twelve (12) slip boat facility, of up to 24', in Sterling Harbor at an annual fee of $400.00. There are no vacant slips available and there is now an indefinite waiting list. ]'he Town of Southold is historically known for its' fishing and farming and an opportunity to establish a docking facility for the commercial fisherman would show support for our Town's fishing heritage. Earlier this year I purchased a home at 255 Osprey Nest Road, East Marion, which includes property on Gull Pond. Of major importance to me as a homebuyer was the existing waterfront environment of Gull Pond and its environs. Based on available infomtation regarding the proposed project at Klipp Park, I have many concerns. · Concerns regarding navigational and safety issues for boaters, swimmers, and property owners. · Enviroomental concerns about overuse of this small estuary as well as water, air, and noise pollution. That the plan provides no pump-out facilities is just one example of the environmental concerns that this project raises. · Potential encroachtnent on property owners' access to the waterfront. · Quality of life concerns. Gull Pond property owners obviously have a personal interest in maintaining the environmental and esthetic quality of this waterfront. Seasonal and transient boaters don't have the same stake and the proposed project increases the potential for "eye sores" and abuses by non-property owner boat operators. Our waters and shorelines ever3,~vhere are so fragile and Gull Pond is no exception. As a property owner on Gull Pond I think it is important that we protect what we still have. The channel has become diffi- cult to navigabe do to these factors. In fact, most of us just don't use our boats o~1 weekends when the Pond is the busiest. We swim i~ the Pond a~d canal waters and now have to ward] out for boats so we aren't beheaded! The oil, refuse and noise ~lich will accompany 3l boat slips used by non-Gull Pond residents greatlv worry us. We do our upmost to keep the Pond pris- tine. Will outsiders do the same? I am a homeoxvner and taxpayer in the Town of Southold. More specifically, 1 own a residence on Gull Pond, the body of water that will be serving the proposed docks. In order to receive a permit to build a residence on a more that ample parcel of property on Gull Pond, I had to appear before the Zoning Board, the Board of Trustees, apply to the Department of Environmental Conservation and the Army Corps of Engineers. Every public and semi public official expressed concern over the environment, including the water, vegetation and wildlife. To this day, I am amazed at the concern expressed by all for vegetation (phragmites) that threatens to choke out everything else on a waterway and its environs. Ultimately, I did receive my building permit and my home is just about complete. Therefore, it is xvith much irony that I read about the need to construct twenty (20) boat docks on Gull Pond because it is an "underutilized" waterway. This is contrary to every environmental concern expressed by the Town and its alleged concern for preservation. However, at this juncture, I would like to know how the Town of Southold intends to address the following: How do twenty (20) boats impact upon an "underutilized" waterway known as Gull Pond'? How do twenty (20) boats with twenty (20) holding tanks impact upon an "underlized" waterway known as Gull Pond? 4. 5. 6. 7. 8. 9. How do twenty (20) boats with twenty (20) gas tanks impact upon an "underutilized" waterway known as Gull Pond? How do twenty (20) boats starting their engines impact upon the "underutilized" water known as Gull Pond? How do twenty (20) boats, with an estimated four (4) passengers in each boat, impact upon an "undertilized' waterway known as Gull Pond? How does the construction of twenty (20) docks impact upon the pristine waters of Gull Pond and the wild life within? How does the construction of twenty (20) docks impact upon the natural nesting grounds of birds in the area? How does the construction of twenty (20) docks impact on the vegetation in and around Gull Pond? How does the construction of twenty (20) docks impact on the present rest room facilities, which appear to be non-existent or in poor condition? Would they be available twenty-four hours a day? In view of the above, is it the goal of the Town of Southold to overutilize a facility? Is it the goal of the Town of Southold to expend tax dollars on a facility and continue to spend tax dollars on the same? The plan, as presented in the Suffolk Times is simplistic, short sighted and does not address practical concerns. Gull Pond is a body of water surrounded by a residential neighborhood. There is no commercial intrusion on this body of water (unlike some other areas, such as Sterling Harbor). There is absolutely no precedence for this type of building on Gull Pond. The construction of twenty (20) docks is akin to commercial development in a residential neighborhood. It is totally out of character. The impact of this plan is substantial. It impacts upon the local residents because of its intrusive nature in a residential area. It impacts upon all the residents of the Town of Southold because it has the potential to be a tax burden on all the taxpayers. It impacts upon the environment because it is significant development on a waterway and its surrounding wildlife. All of the foregoing is to benefit twenty (20) boaters each year. I found out about the proposed project through a recent article in the newspaper. I was surprised to learn that this project was being done without notification to property owners in the area or public hearings on the issue. The project has not considered; a) the residential homes to the North and our quality of life b) the environmental impact to the area in air, water and noise pollution c) the impact to the fragile waterway with regard to the swans, turtles, fish, ducks d) the lack of pump-out facilities e) the lack of navigational aids f) the increase in safety issues that will result with the adjacent public beach and swimmers g) the lack of supervision that currently exists with the present town beach and park The amount of positive revenue to be received by the Town if this project is completed will be minimal at best. By positive revenue, I am referring to what will be retained after the true costs are subtracted. A financial review of the project should encompass issues such as: a) return on investment b) yearly routine maintenance and inspection costs c) additional maintenance costs in the years that Gull Pond freezes over and the pilings need to be reset and the docks repaired d) the additional insurance costs that are involved with a Town run and maintained marina e) the additional police supervision costs - the park already poses problems after hours and this will not help the situation 0 the additional sanitation costs g) the additional costs that will be incurred by the Town Police, Fire and Emergency Rescue when an accident occurs - and there will be accidents I request that the project be further reviewed at a full public hearing or cease with this project. Private water quality tests of this particular area have consistently produced higher coliform count readings. The results which cover a period of years are available to you if you wish. Twenty more boats permanently moored would obviously worsen the situation as pump-out facilities have not been considered. Twenty boats, their owners, automobiles, families, friends, garbage and fumes will impact negatively on the environment and property values. Even now local enforcement cannot prevent the vandalism, littering, broken glass, speeding on the water, as well as the parking lot, and loud radio noises. One of my questions is why was there no notification by the town of this project? There are many reasons why we stronly feel this project is detrimental to Gull Pond, the environment and the surrounding residences. This letter will tell you our concerns about this project. First of all, we applied for a permit to add ten feet to our existing float and were turned down because it would be harmful to the environment? How can you honestly justify putting in 20 docks just months after our request to add ten feet was denied? The 20 docks won't harm the environment? We were disappointed with this decision but knowing that the town of Southold was trying to maintain the area and preserve the waterfront, keeping it unspoiled made us feel that our decision to move to Greenport to retire was a good one because the town cared about its marine life and residents. Secondly there is no pump out facility proposed. There are no restrooms. Where will the garbage go? We also have concerns about water, air and noise pollution from this facility. With 20 boats there will surely be gasoline and oil leakage dumped into a very delicate and fragile estuary. As far as noise pollution goes, currently we can clearly hear the beach goers. We knew this when we purchased our property. We can live with this. We did not expect to deal with 20 boaters, their families and friends partying until all hours of the night. As you are well aware, noise carries on the water and it can be very disturbing. Fumes from the boat engines can also harm the environment and cause medical problem for people with respiratory problems.. We are paying high taxes because the town is taking care of Gull Pond. Do you really think this project is good for Gull Pond and the residents surrounding the area? What will this do as far as property values? The drawings don't even show residential properties to the north. This facility will be an eye sore, let's face it. We also have questions of safety and abuse by boat owners. How will this issue be addressed? What about the commercial operation in a residential community? Will this set a presidence? I feel this facility will definitely be an encroachment of property owners access to waterfront and over-crowd the area. We bought this house to have some peace and quiet in our retirement years. We picked Gull Pond for that very reason. Now I am wondering about security, pollution, propertry value, noise levels, privacy and environmental issues.
