We understand that you recently visited the property and have tentatively decided to deny our application because of 3 drainage pipes which appear to empty into Spring Pond through our bulkhead. Unfortunately, we weren't present, so were unable to explain the conditions you observed. As you may have noticed, our driveway is at the Iow point of Cedar Lane; the road's elevation grades upwards more than 100' in each direction. When we purchased the house from Dr. Cox in 1973, the red clay pipe which you observed was connected directly to the then existing drywell located at the road edge of our driveway and the grate-covered drain located down the steps toward the water, in the middle of the lower level of our walkway (outside the double basemenl doors). Sometime after our purchase we discovered that the red clay pipe had ceased to function properly and we experienced flooding during heavy rainstorms, with several inch accumulations in our driveway because the upper drywell quickly filled and the clay pipe was useless. We prevented the water from flowing into our basement by installing a 1' plywood barrier at the upper basement entrance under the kitchen, which we caulked, so that the water flowed down the walkway and steps to the grate-covered drain and then down the cement walkway to the pebbled area. To retain some of this overflow, we installed a pre-cast double drywell at the end of the walkway (where the pebbles begin), which is connected to the two plastic pipes you observed, only one of which is necessary to handle any overflow. I Board of Town Trustees Town of Southold November 13. 2000 Page 2 In order to further retain any run-off, we replaced the upper drywell with a 4' pre- cast cement drywell. Now, we almost never experience the accumulations of water that used to turn our driveway into a lake. Accordingly, we have removed the barrier at the basement door. Any overflow is carried to the lower drywell (which we also installed) by the 10" galvanized pipe we installed years ago (cutting offthe connection between the upper drywell and the red clay pipe) and from there to the double drywell at the end of the walkway by the 6" flexible plastic pipe we also installed (underground, alongside the length of the cement walkway). While it is rare that any run-off reaches the Pond, mindful of the fragile nature of the marine environment which we all value, we are willing to install two additional 4' drywells at the mouth of our driveway and eliminate two of the three pipes, the red c lay one and one of the PVC pipes. With this additional drywell capacity, we feel confident that any run-off from the road to the Pond would be virtually eliminated. If this proposal meets with your approval, we would request that our grandfather permit application be granted upon condition that we install the proposed drywells within one year from date of approval. On our part, we will endeavor to complete this work as soon after the winter as our contractor can get to it.
