HomeMy WebLinkAboutLP-02/08/2005LAND PRESERVATION COMMITTEE MEETING Minutes of Regular Meeting held Tuesday, February 8, 2005 Members Present: Ray Blum Fred Lee John Sepenoski Craig Arm Ray Huntington (7:07 p.m.) Eric Keil (7:08 p.m.) Members Absent: Michelle Zaloom Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Randy Parsons, The Nature Conservancy Commencement: · The meeting began at 7:04 p.m. with four LPC members present. Adoption of Meeting Minutes: · Adoption of minutes from January 25, 2005. MOTION made by John Sepenoski, seconded by Ray Huntington to accept minutes of the January 25, 2005 meeting. Motion carried 5/0. (Eric Keil abstained) The Members entered into EXECUTIVE SESSION. Applications: · SILL PROPERTY (Pipe's Cove area): [executive session] SCTM #: 1000-45-5-3 Location: 70282 Main Rd, Greenport Total Acreage: +15.2 acres Zoned: LIO CPF: Yes SCTM #: 1000-45-5-4 Location: 70284 Main Rd, Greenport Total Acreage: +8.95 acres Zoned: R-80 CPF: Yes Reviewed appraisal. Presentation made by Randy Parsons of The Nature Conservancy who met several times with the landowner. Possible purchase scenarios presented to Randy by Mrs. Sill's attorney, Gail Wickham, Esquire, were discussed. MOTION made by Ray Blum, seconded by John Sepenoski, to direct Randy Parsons to make an offer to purchase both parcels with a life estate given to the property owner and to report back to the committee with results from said offer. Motion carried 6/0. END OF EXECUTIVE SESSION · FISHERS ISLAND SCHOOL DISTRICT PROPERTY (Silver Eel Cove): SCTM #: 1000-9-8-1 Location: Reservoir Rd, Fishers Island Total Acreage: +1.99 acres PDR Acreage: +acres Zoned: R-80 CPF: Yes Discussed new application. School is not sure yet as to their plans for the sale of this property but seeking options. MOTION made by Ray Huntington, seconded by Craig Arm, to direct Melissa Spiro to commission an appraisal from an appraiser familiar with Fishers Island properties, instructing the appraiser to present his report as a fee title and as a non-developmental easement. Motion carried 6/0. The Members re-entered into EXECUTIVE SESSION. LITTLE BEAR REALTY (Richmond Creek) PROPERTY: [executive session] SCTM #: 1000-75-6-6.1 Location: 44030 Main Rd, Peconic Total Acreage: +23.76 acres PDR Acreage: +17.0 acres Zoned: A-C CPF: Yes Reviewed appraisal and yield plan drafted by Peconic Land Trust under work agreement with the landowner. MOTION made by Eric Keil, seconded by John Sepenoski, to make a bargain sale offer to the property owner for a development rights easement. Price per acre determined by LPC to be calculated for buildable land only. Motion carried 6/0. Melissa Spiro and Marian Sumner, of Peconic Land Trust, are making arrangements to meet with property owner in New York City. Ray Blum may be interested in attending said meeting and will be informed of the date. END OF EXECUTIVE SESSION Inquiries: · PURITA (Sawicki) PROPERTY: SCTM #: 1000-51-3-4.3 Location: 19110 Soundview Ave, Southold Total Acreage: +27.57 acres Zoned: A-C CPF: Yes Discussed F. Purita's inquiry re: pending County PDR application and adjacent property Mr. Purita inquired as to LPC's interest in purchasing development rights if he should initiate his plan for the possible expansion of his property to adjacent land (an approved subdivision, not built out). A copy of his proposed subdivision submitted to the Planning Board was reviewed by members. LPC may be interested if significant preservation; however, if preservation consists of just a few of the lots, LPC may not be interested unless offered as a significant bargain sale. MEYER (f/k/a SCOTT) PROPERTY: SCTM #: 1000-102-2-23.4 Location: 31025 Main Rd, Cutchogue Total Acreage: +20.21 acres PDR Acreage: 9.0 acres Zoned: A-C CPF: Yes Add on to agenda. Ms. Meyer's contacted Melissa Spiro, by phone, to inquiry as to bordering horses on her property [fences, grazing, riding trails] on the portion of property where she has sold the development rights. LPC members have no objection to fences, grazing, riding trails being located on easement area but would like Ms. Meyer to sketch a plan of her intentions for the location and placement of such, including the height and style of fencing before final approval is given. General: · Milazzo property: Melissa gave an update on latest discussions with John Milazzo Sr. and John Milazzo Jr. and their intentions for the property. Vitti property: Melissa gave an update on status of landowner's discussion with Planning Board re: conservation subdivision. Landowner is negotiating with Courty re: development rights easement. 2004 Year End Preservation Report: Report prepared by Melissa Spiro handed out to LPC members for comments prior to distribution to Supervisor, Town Board and Planning Board on February 9, 2005. · Land Tracking Report for 4th Quarter of 2004: Report handed out and discussed. John Sepenoski can be contacted to explain in further detail. Discuss Contract time frames: Melissa presented her findings from Mary C. Wilson, her land preservation counterpart in the Town of Southampton and from Janet Longo, of the Suffolk County Preservation Program. No action taken at this time. Informational: · Dorset Farms, Inc. (Carroll): closing scheduled for Monday, February 14, 2005, at 10:30 a.m., in Melissa's office Next Regular Meeting: The next regular meeting will be held on Tuesday, February 22, 2005, in Conference Room, at 7:00 p.m. Adjournment: The meeting was adjourned at 9:11 p.m. by the remaining six members.
