POLICY: At scheduled Town Board meetings, the attending public is encouraged to briefly
address the Town Board relating to agenda resolutions prior to their enactment; the public will
also be given time at the conclusion of the regularly scheduled business agenda to address the
Board on any given topic.

¥. RESOLUTIONS
Special Note: At the start of the Town Board Meeting the Supervisor will invite the public to
speak on the following resolutions.
55. Authorize and direct Supervisor Horton to execute the Correction Easement and ancillary
documents with Robert E. and Eleanor C. Webber regarding the Town's purchase of
developments, SCTM #1000-19-1-11.3.
56. Authorize and direct the Fishers Island Ferry District to advertise for the drydocking of the
vessel known as Race Point.
57. Appoint Bryan D. Grote to the position of part-time seasonal deckhand for the Fishers
Island Ferry District.
58. Grant permission to Recreation Supervisor Ken Reeves to attend the 65th Annual New
York State Recreation & Park Society conference April 10-13, 2005 in Rochester.
59. Authorize and direct Supervisor Horton to execute an agreement with individuals for the
spring 2005 recreation programs.
60. Declare a 1998 Ford Crown Victoria, VIN 2FAFP71W9WX163098, as surplus and
authorize and direct the Town Clerk to advertise for bid in "as is" condition.
61. Engage the professional services of the Nature Conservancy to perform Conservation
Planning, Acquisition and Professional Services related to the Town's land preservation
efforts within the Pipes Cove area.

62A. Retain Cleary Consulting to perform a review pursuant to SEQRA of"A Local Law in
relation to Creation of a Transfer of Development Rights Chapter 87 of the Code of the
Town of Southold".
62B. Determine that the creation of Chapter 87 of the Code of the Town of Southold, Transfer of
Development Rights, is an Unlisted Action and will not have a significant adverse effect on
the environment, pursuant to the SEQRA review.

Authorize modification to the General Fund Whole Town 2004 budget for vacation
earnings, sick earnings, and various supplies, equipment and services, Programs for the
Aging.
64. Authorize modification to the Highway Part Town 2004 budget for vacation earnings, sick
earnings and supplies and materials.
65. Appoint Jean DeLorme to the position of Neighbor Aide at the Nutrition Center.
66. Appoint Michael L. Hubbard to the full-time position of Custodial Worker I at the Human
Resource Center.
67. Appoint Peggylee Dzenkowski to the position of temporary Cook at the Nutrition Center.
68. Appoint Elaine Milovich as a volunteer at the Human Resource Center.

Grant permission to Senior Site Plan Reviewer Bruno Semon and Senior Planner Anthony
Trezza to attend the New York State Association of Towns Meeting on a day trip only
basis.
70. Grant permission to Secretarial Assistant Linda Randolph to attend a Microsoft Word
training course at Eastern Suffolk BOCES in Holbrook for four days in May 2005.
71. Accept the bid of Petro Heating Oil and Services for supplying the Town of Southold with
Heating Fuel Oil for 2005.
72. Accept the bid of Petro Heating Oil and Services for supplying the Town of Southold with
Unleaded and Unleaded Plus Gasoline for 2005.
73. Accept the bid of Petro Heating Oil and Services for supplying the Town of Southold with
Diesel Fuel for 2005.

Authorize and direct Supervisor Horton to hire the firm of Cleary Consulting to conduct a
review of the proposed "A Local Law in Relation to Residential Site Plan Requirements"
pursuant to SEQRA.
Authorize and direct Supervisor Horton to execute an Agreement with Myrtle Kiefer and
Terry Tramontana Falquero for court reporting services for the Justice Court.
Accept the bid of Phoenix Manufacturing & Recycling, Inc. to provide the Solid Waste
District with plastic "Town" garbage bags.
Authorize and direct Supervisor Horton to execute a lease agreement with Canon Business
Solutions-East, Inc. for copy machines for use at the Town Hall Annex.
Authorize the Town Clerk to advertise for bids for the purchase oflwo (2) light duty trucks
for the Highway Department.
Authorize modification to the General Fund Whole Town 2004 budget to cover various
over-extended appropriation lines.
Authorize modification to the Wastewater Disposal District 2004 budget to cover over-
extended appropriation lines.
Authorize modification to the Fishers Island Sewer District 2004 budget to cover an over-
expended appropriation.
Authorize modification to the General Fund Whole Town 2004 budget to cover various
over-expended earnings, supplies and services.
Authorize and direct Supervisor Horton to execute a Contract belween the Southold Town
Police Department and PropertyBureau, Inc. regarding online auctioning services for a
period oflwo years.
Authorize Supervisor to sign Traffic Signal Agreements with the Town of Southold for the
installation and maintenance of traffic signals at CR48, Middle Road @ Youngs Avenue,
Southold, and CR 48, Middle Road @ Peconic Lane, Peconic.
Authorize modification to the General Fund Whole Town 2004 budget for Utilities in the
Justice Court.
86. Ratify the settlement agreement dated February 9, 2005 regarding a town employee.

87. Authorize Supervisor Horton to retain Cleary Consulting to provide professional planning
services in regard to a Hamlet Revitalization Study on Fishers Island.
88. Authorize the installation of streetlights on Willow Drive in Greenport.
89. Fully support the nomination of the Race Rock Light Station for listing on the National
Register of Historic Places.
90. Oppose the establishment and siting of a liquid natural gas off-load terminal and floating
facility in the Long Island Sound.
91. Set 5:00 p.m., March 1, 2005, Southold Town Hall, as the time and place for a public
hearing on "A Local law in Relation to the Sidewalks chapter of the Southold Town Code".
