']7: F: D: R: Trustees, Southold Town Scott Hughes, Senior Enviromnental Planners 17 MAR 2003 DeFilippi Application SCTM# 1000-37-7-10.2 I have conducted a field inspection of the property and offer the following: The stated purpose of the project is "Erosion Control" but the site visit showed no indications of current eroding or even a future erosion threat. As such, the project as applied for should be denied. In fact, currently the area between the structures and Orient Harbor has well established, dense vegetation of several species that is successfully serving one ofthe intended functions of a buffer-zone by stabilizing the site. I feel the proposed project would disturb and weaken this "erosion control" function by, literally, uprooting this stable system. It would take several .,,'ears for the site to reestablish itself in which time the phrag is likely to return. The area to be "restored" is not a monoculture of Phragmites. It is true there is a predominance of phrag but within there are several species of plants that are thriving. However, in some areas there are also signs (i.e. dead and withering plants) that the ptn'ag is choking out the native vegetation and in several years time may becolne a monoculture. If the applicant is truly interested in ~'restofing" the vegetation I may recommend a project involving hand-removal of the plucag. Such a project would include close monitoring as to not further disturb this protective zone, which the building construction has apparently already encroached on. cc: Mark TerO' FPOM : LACH~M~]ER L nclUse PHONE NO. : 631 929 0999 ePcb. 2085 09:54AM P2 MEMO Date: February 23, 2003 To: Town of Southold Board of TnJstees From: C.W.
